أعلنت «فيفا» حرمان الحكم الصومالي عمر عبدالقادر أرتان من المشاركة في كأس العالم 2026، بعد رفض السلطات الأمريكية السماح له بدخول الولايات المتحدة، رغم اختياره ضمن قائمة الحكام المعتمدين لإدارة مباريات البطولة.
ووصل أرتان إلى مطار ميامي الدولي قادماً من إسطنبول، إلا أنه خضع لإجراءات تفتيش إضافية قبل أن تقرر سلطات الجمارك وحماية الحدود الأمريكية منعه من الدخول بسبب ما وصفته بـ«مخاوف تتعلق بعمليات التحقق الأمني».
وقالت السلطات الأمريكية إن جميع المسافرين، بمن فيهم الرياضيون والمدربون وأعضاء البعثات الرسمية، يخضعون لإجراءات تدقيق فردية وفقاً لمتطلبات الأمن القومي وقوانين الهجرة الأمريكية.
أول حكم صومالي في المونديال
ويعد أرتان أحد أبرز الحكام الأفارقة، إذ تُوج بجائزة أفضل حكم ساحة في أفريقيا لعام 2025 من قبل الاتحاد الأفريقي لكرة القدم، كما كان من المقرر أن يصبح أول حكم صومالي يشارك في إدارة مباريات كأس العالم.
واختار «فيفا» الحكم الصومالي ضمن 52 حكماً تم انتقاؤهم لإدارة مباريات البطولة التي تستضيفها الولايات المتحدة وكندا والمكسيك، بعد عملية اختيار وصفها الاتحاد الدولي بأنها «دقيقة وشاملة» واستمرت أكثر من ثلاثة أعوام.
كما سبق لأرتان، الذي نال الشارة الدولية عام 2018، إدارة مباريات في كأس الأمم الأفريقية وعدد من البطولات القارية.
«فيفا»: القرار بيد الدولة المستضيفة
وأكد الاتحاد الدولي لكرة القدم أن أرتان لن يتمكن من حضور المعسكرات التحضيرية أو إدارة مباريات البطولة بعد قرار منعه من دخول الولايات المتحدة.
وأوضح متحدث باسم «فيفا» أن الاتحاد الدولي لا يتدخل في إجراءات الهجرة أو منح التأشيرات، مشيراً إلى أن السلطات الأمريكية أبلغته بأن وضع الحكم الصومالي لن يتغير في الوقت الراهن.
وأضاف أن الدولة المستضيفة تظل صاحبة القرار النهائي في منح التأشيرات والسماح بدخول الأفراد إلى أراضيها، وفقاً لما جرت عليه العادة في البطولات السابقة.
الصومال ضمن قائمة الدول الخاضعة لقيود السفر
ويأتي القرار في ظل إدراج الصومال ضمن قائمة الدول المشمولة بقيود السفر التي فرضتها إدارة الرئيس الأمريكي دونالد ترمب، ما يفرض إجراءات تدقيق إضافية على مواطني تلك الدول عند طلب الدخول إلى الولايات المتحدة.
ولم تكشف السلطات الأمريكية عن الأسباب التفصيلية التي أدت إلى رفض دخول أرتان، مكتفية بالإشارة إلى اعتبارات مرتبطة بعمليات التحقق الأمني.
FIFA announced the suspension of Somali referee Omar Abdulqadir Artan from participating in the 2026 World Cup, after U.S. authorities refused to allow him entry into the United States, despite his selection among the list of approved referees to officiate the tournament matches.
Artan arrived at Miami International Airport coming from Istanbul, but he underwent additional screening procedures before U.S. Customs and Border Protection decided to deny him entry due to what it described as “concerns related to security checks.”
U.S. authorities stated that all travelers, including athletes, coaches, and members of official delegations, are subject to individual screening procedures according to national security requirements and U.S. immigration laws.
First Somali referee in the World Cup
Artan is considered one of the most prominent African referees, having been awarded the title of Best Referee in Africa for 2025 by the Confederation of African Football. He was also set to become the first Somali referee to officiate World Cup matches.
FIFA selected the Somali referee among 52 referees chosen to officiate matches in the tournament hosted by the United States, Canada, and Mexico, following a selection process described by the international federation as “thorough and comprehensive” that lasted more than three years.
Artan, who received his international badge in 2018, has previously officiated matches in the Africa Cup of Nations and several continental tournaments.
“FIFA”: The decision is in the hands of the host country
The international football federation confirmed that Artan would not be able to attend the preparatory camps or officiate matches in the tournament following the decision to deny him entry into the United States.
A FIFA spokesperson clarified that the international federation does not intervene in immigration procedures or visa issuance, noting that U.S. authorities informed them that the status of the Somali referee would not change at this time.
He added that the host country retains the final decision on granting visas and allowing individuals to enter its territory, as has been customary in previous tournaments.
Somalia on the list of countries subject to travel restrictions
The decision comes amid Somalia’s inclusion on the list of countries subject to travel restrictions imposed by the administration of former U.S. President Donald Trump, which enforces additional screening procedures on citizens of those countries when applying for entry into the United States.
U.S. authorities did not disclose the detailed reasons that led to the denial of Artan’s entry, merely referring to considerations related to security checks.
