أعلنت 6 دول غربية (بريطانيا وفرنسا وكندا والنرويج وإسبانيا ونيوزيلندا)، اليوم الثلاثاء، فرض عقوبات على الشبكات التي تُسهّل عنف وهجمات المستوطنين الإسرائيليين ضد الفلسطينيين في الضفة الغربية المحتلة.
عقوبات منسّقة مع شركاء دوليين
وحسب بيان أورده موقع الحكومة البريطانية، فإن وزيرة الخارجية إيفيت كوبر ستعلن أمام البرلمان، عقوبات منسقة مع شركاء دوليين تستهدف الأفراد والكيانات المتورطة في تمويل وتسهيل عنف المستوطنين في الضفة الغربية المحتلة، وتدفع باتجاه التنفيذ العاجل لخطة السلام المكونة من 20 بنداً.
ومن المتوقع أن تُعلن وزيرة الخارجية تقديم لندن مبلغ مليون جنيه إسترليني إضافية للعمل الإنساني لإزالة الألغام في غزة، إضافةً إلى 4 ملايين جنيه إسترليني التي سبق تقديمها.
وحذّرت بريطانيا الشركات بشدة من ممارسة أي نشاط في المستوطنات الإسرائيلية غير الشرعية، مضيفة أنها تتخذ مزيداً من الإجراءات لدعم جهود التعافي في غزة، بما في ذلك تقديم مليون جنيه إسترليني لإزالة الألغام للأغراض الإنسانية، وما لا يقل عن 10 ملايين جنيه إسترليني لدعم السلطة الفلسطينية في تجاوز الأزمة المالية والحفاظ على الخدمات الأساسية.
فرنسا تحظر دخول سموتيرتش
من جانبه، أعلن وزير الخارجية الفرنسي جان نويل بارو في منشور عبر منصة «إكس»، أنه «بالتعاون مع شركائنا البريطانيين والكنديين والأستراليين والنيوزيلندايين والنرويجيين، نفرض اليوم عقوبات جديدة على المسؤولين عن تصعيد الاستيطان والعنف في الضفة الغربية». وأضاف: على الصعيد الوطني، منعنا وزير المالية الإسرائيلي بتسلئيل سموتريتش، و4 من قادة منظمات الاستيطان، و21 مستوطناً عنيفاً.
واتهم سموتريتش بالترويج لنشاط لضم الضفة الغربية علناً ولإنشاء مستوطنات جديدة فيها، ولإعادة استيطان غزة، وللانهيار الاقتصادي للسلطة الفلسطينية، وما يترتب على ذلك من آثار وخيمة على الشعب الفلسطيني. وأكد أن هذه سياسة لا يمكن للأغلبية الساحقة من المجتمع الدولي قبولها، الملتزم التزاماً راسخاً بحل الدولتين.
تجميد الأصول وحظر السفر
ومن المقرر أن تفرض بريطانيا عقوبات على 6 كيانات وفرد واحد متورطين في تمويل وتمكين وتنفيذ أعمال عنف المستوطنين في الضفة الغربية المحتلة. وكانت أستراليا ونيوزيلندا قد نشرتا عقوبات منسقة الأسبوع الماضي.
ويواجه المدرجون على القائمة تجميداً للأصول، وعند الاقتضاء، حظراً على السفر ومنعاً من تولي مناصب إدارية، وستعطل هذه العقوبات تدفقات التمويل التي سمحت لجماعات المستوطنين المتطرفة بالعمل دون رادع في الضفة الغربية، وتُظهر التزام لندن بحل الدولتين.
Six Western countries (the UK, France, Canada, Norway, Spain, and New Zealand) announced today, Tuesday, the imposition of sanctions on networks that facilitate violence and attacks by Israeli settlers against Palestinians in the occupied West Bank.
Coordinated sanctions with international partners
According to a statement reported by the British government website, Foreign Secretary Yvette Cooper will announce before Parliament coordinated sanctions with international partners targeting individuals and entities involved in financing and facilitating settler violence in the occupied West Bank, and pushing for the urgent implementation of the 20-point peace plan.
It is expected that the Foreign Secretary will announce an additional £1 million from London for humanitarian work to clear mines in Gaza, in addition to the £4 million that has already been provided.
The UK has strongly warned companies against engaging in any activities in illegal Israeli settlements, adding that it is taking further steps to support recovery efforts in Gaza, including providing £1 million for mine clearance for humanitarian purposes, and at least £10 million to support the Palestinian Authority in overcoming the financial crisis and maintaining essential services.
France bans Smotrich’s entry
For his part, French Foreign Minister Jean-Noël Barrot announced in a post on the platform “X” that “in cooperation with our British, Canadian, Australian, New Zealand, and Norwegian partners, we are imposing new sanctions today on those responsible for escalating settlement and violence in the West Bank.” He added: “Nationally, we have banned Israeli Finance Minister Bezalel Smotrich, four leaders of settlement organizations, and 21 violent settlers.”
Smotrich has been accused of openly promoting activities to annex the West Bank, establishing new settlements there, resettling Gaza, and contributing to the economic collapse of the Palestinian Authority, with severe consequences for the Palestinian people. He emphasized that this is a policy that the overwhelming majority of the international community cannot accept, which is firmly committed to a two-state solution.
Asset freezes and travel bans
The UK is set to impose sanctions on six entities and one individual involved in financing, enabling, and carrying out acts of violence by settlers in the occupied West Bank. Australia and New Zealand had announced coordinated sanctions last week.
Those listed will face asset freezes, and where applicable, travel bans and prohibitions from holding administrative positions. These sanctions will disrupt the funding flows that have allowed extremist settler groups to operate unchecked in the West Bank, demonstrating London’s commitment to a two-state solution.
