حالت ظروف سفري والإشعار القصير بالموعد دون حضور لقاء لممثلي سكان الأحياء مع الرئيس التنفيذي لقطاع الشمال بأمانة الرياض المهندس محمد الربيعة، وهو برأيي بادرة جيدة من أمانة الرياض لمشاركة السكان آراءهم والتعرف على ملاحظاتهم !
أعوض الغياب عن الاجتماع بطرح آرائي في هذا المقال، آملاً أن تجد صداها لدى المهندس الربيعة وزملائه، وهي لا تقف عند هموم الحي الذي أسكنه بل تتشاركها معظم الأحياء:
1. تعاني الأحياء من تزاحم المحلات التجارية لنفس الأنشطة، مثل الصيدليات والمطاعم والمقاهي والبقالات وصيانة الأجهزة ومغاسل الملابس، مما يسبب حالة من الفوضوية والتشوه، بينما يفترض أن يحدد عدد المحلات لنفس النشاط بقدر مساحة الحي وعدد سكانه وتلبية احتياجاته !
2. شوارع الحي الذي أسكنه أشبه بتضاريس أرض وعرة، فمواصفات السفلتة رديئة وسرعان ما تتأثر بحركة السير وأوزان السيارات، مما يضر بسلامة المركبات ويزعج ركابها !
3. أعمال الحفر متكررة وطويلة، وعند الانتهاء منها لا يلتزم المقاولون بمواصفات ومعايير إعادة السفلتة كما يجب، مما ينتج عن ذلك هبوطات وتعرجات مزعجة لا تليق بمعايير جودة الحياة والأنسنة !
4. فعلياً لا توجد أرصفة مشاة في الشوارع الداخلية، فأحواض الأشجار تجبر المشاة على السير على الطريق، فإما أن يتم توسيع الأرصفة أو الإلزام بأحواض أصغر مساحة على الأرصفة لإتاحة الفرصة للمشاة !
5. أماكن عبور المشاة مهملة، ولا بد من تحديد ممرات واضحة لعبور المشاة، مع وضع إشارة ضوئية كما نجدها في شوارع لندن على سبيل المثال تنبه السائقين لحق المشاة بأولوية العبور !
6. أماكن حاويات النفايات غالباً تضيق الطرق والشوارع، فشركات جمع النفايات لا تلتزم بإعادتها لأماكنها المخصصة، مما يجعلها تشكل خطورة على سلامة الحركة المرورية خاصة خلال أوقات الليل !
7. يتم السماح أحياناً ببعض الأنشطة ذات الكثافة الحضورية، التي لا تتناسب مع سعة المواقف المحيطة مثل مراكز التدريب، مما يسبب زحاماً شديداً في حركة السير ومضايقة للسكان المجاورين !
باختصار.. جهود أمانة الرياض وبلدياتها محل تقدير، ومثل هذا الاجتماع دليل حرص على التحسين، وكلي أمل أن تجد ملاحظات السكان أثرها !
The circumstances of my travel and the short notice of the meeting prevented me from attending the gathering of neighborhood representatives with the CEO of the Northern Sector at the Riyadh Municipality, Engineer Mohammed Al-Rabea. In my opinion, this is a good initiative from the Riyadh Municipality to allow residents to share their opinions and to learn about their observations!
I compensate for my absence from the meeting by expressing my views in this article, hoping that they resonate with Engineer Al-Rabea and his colleagues. These concerns are not limited to the neighborhood I live in but are shared by most neighborhoods:
1. Neighborhoods suffer from the overcrowding of commercial shops offering the same activities, such as pharmacies, restaurants, cafes, grocery stores, appliance repair services, and laundries, which creates a chaotic and distorted environment. The number of shops for the same activity should be determined based on the area of the neighborhood, the number of its residents, and meeting their needs!
2. The streets of my neighborhood resemble the terrain of a rough land; the quality of the asphalt is poor and quickly deteriorates due to traffic and the weight of vehicles, which harms the safety of the vehicles and annoys their passengers!
3. Excavation work is frequent and prolonged, and upon completion, contractors do not adhere to the specifications and standards for repaving as they should, resulting in annoying dips and bumps that do not meet quality of life and humanization standards!
4. In reality, there are no sidewalks in the internal streets; tree basins force pedestrians to walk on the road. Either the sidewalks need to be widened, or smaller tree basins should be mandated on the sidewalks to allow for pedestrian passage!
5. Pedestrian crossing areas are neglected, and clear pathways for pedestrians must be defined, with traffic signals placed as we find in the streets of London, for example, to alert drivers to the pedestrians’ right of way!
6. The locations of waste containers often obstruct roads and streets, as waste collection companies do not comply with returning them to their designated places, making them a danger to traffic safety, especially during nighttime!
7. Sometimes, activities with high attendance density are allowed, which do not match the capacity of the surrounding parking spaces, such as training centers, causing severe congestion in traffic and inconvenience to neighboring residents!
In short, the efforts of the Riyadh Municipality and its municipalities are appreciated, and such meetings are a sign of commitment to improvement. I sincerely hope that the residents’ observations will have an impact!
