كشفت وزارة الثقافة، بالتعاون مع هيئة التراث، تفاصيل نظام الحِرف والصناعات اليدوية الصادر بموجب المرسوم الملكي رقم (م/49) ولائحته التنفيذية، الذي يهدف إلى تعزيز الحِرف والصناعات اليدوية المرتبطة بالتراث الثقافي الوطني، وحمايتها من الاندثار، ورفع قدرتها التنافسية بما يمكّنها من تقديم منتجات وخدمات قابلة للتسويق محلياً ودولياً.
وأتاحت الوزارة والهيئة إمكانية الاطلاع على النظام ولائحته التنفيذية وتحميلهما عبر رابط إلكتروني، في خطوة تهدف إلى رفع مستوى الوعي لدى الحِرفيين والممارسين والمستثمرين، وشرح الضوابط المنظمة للتسجيل في السجل الوطني للحرفيين، وآليات التعديل والحذف، والحالات التي تستوجب شطب القيد، إضافة إلى محددات إعادة التسجيل.
وتناول النظام ولائحته التنفيذية مجالات الحِرف والصناعات اليدوية، وتشمل: المشغولات الخشبية، والنخيلية، والجلدية، والمعدنية، والنسيجية، وحِرف الحُلي والمجوهرات، والبناء التقليدي، والتجليد والتذهيب، والمشغولات المطرزة، والفخارية، والعطور والبخور، إلى جانب الحِرف اليدوية الداعمة.
كما تضمنت اللائحة مواد خاصة بالترخيص وقواعده، إذ حددت الأطر المنظمة لتراخيص الحِرف والصناعات اليدوية التي تصدرها هيئة التراث، ومن بينها: ترخيص ممارس حرفي لمن يزاول الأنشطة الحرفية لأغراض تجارية أو يتاجر بالمنتجات الحرفية، وترخيص محل بيع منتجات حرفية تراثية يدوية، مع تحديد الشروط اللازمة للحصول على هذه التراخيص.
وحدد النظام مهلة مدتها عام واحد تبدأ من 23 مايو 2026م وتنتهي في 23 مايو 2027م، لتصحيح أوضاع الممارسين وفقاً لأحكامه ولائحته التنفيذية.
كما اشتمل النظام على مواد تتعلق بجمعيات الحِرف والصناعات اليدوية، وضوابط مشاركة الحرفيين في المعارض والمؤتمرات داخل المملكة وخارجها، ومعايير الجودة، والمنتجات الحرفية المحظور استيرادها أو صناعة نماذج لها، إضافة إلى المكافآت التشجيعية التي تشمل الدعم اللوجستي أو المالي أو الفني، وبرامج التدريب المنفذة بالتنسيق بين هيئة التراث والمعهد الملكي للفنون التقليدية «وِرث».
وفي هذا الإطار، تعتزم وزارة الثقافة تنظيم ورش عمل تعريفية خلال الفترة القادمة، تتضمن شروحاً تفصيلية لأحكام النظام ولائحته التنفيذية، واستعراض إجراءات التسجيل والترخيص وآليات الامتثال ومتطلبات تصحيح الأوضاع، بهدف تمكين الممارسين والمستثمرين من فهم الضوابط التنظيمية الجديدة ودعم تطبيقها بما يعزز جودة الممارسة ويرفع كفاءة القطاع.
ويأتي إصدار النظام ولائحته التنفيذية ضمن جهود وزارة الثقافة وهيئة التراث لحماية الحِرف اليدوية التراثية وصونها، وتمكين الحِرفيين عبر التدريب والدعم المادي واللوجستي، وتسويق منتجاتهم بطرق مبتكرة ومتنوعة، وتطوير الأنظمة والتشريعات المنظمة للقطاع، بما يعزز مساهمة الحِرف والصناعات اليدوية في الاقتصاد الوطني بوصفها جزءاً من الاقتصاد الثقافي الإبداعي، تحقيقاً لمستهدفات الإستراتيجية الوطنية للثقافة ضمن رؤية المملكة 2030.
The Ministry of Culture, in collaboration with the Heritage Authority, has revealed the details of the Crafts and Handicrafts System issued under Royal Decree No. (M/49) and its executive regulations. This system aims to promote crafts and handicrafts related to the national cultural heritage, protect them from extinction, and enhance their competitiveness, enabling them to offer marketable products and services both locally and internationally.
The ministry and the authority have made it possible to view and download the system and its executive regulations via an electronic link, in a step aimed at raising awareness among artisans, practitioners, and investors, and explaining the regulations governing registration in the national register of artisans, as well as the mechanisms for amendment and deletion, and the cases that necessitate the cancellation of registration, in addition to the criteria for re-registration.
The system and its executive regulations cover the fields of crafts and handicrafts, including: wooden, palm, leather, metal, textile works, jewelry and ornament crafts, traditional construction, gilding and binding, embroidered works, pottery, perfumes and incense, along with supporting handicrafts.
The regulations also included specific provisions regarding licensing and its rules, as it defined the frameworks governing the licenses for crafts and handicrafts issued by the Heritage Authority, including: a crafts practitioner license for those engaged in craft activities for commercial purposes or trading in craft products, and a license for selling traditional handcrafted craft products, specifying the necessary conditions for obtaining these licenses.
The system set a one-year period starting from May 23, 2026, and ending on May 23, 2027, for practitioners to correct their situations in accordance with its provisions and executive regulations.
Additionally, the system included provisions related to crafts and handicrafts associations, regulations for artisans’ participation in exhibitions and conferences inside and outside the Kingdom, quality standards, and the craft products that are prohibited from being imported or for which models are prohibited from being made, in addition to the incentive rewards that include logistical, financial, or technical support, and training programs implemented in coordination between the Heritage Authority and the Royal Institute for Traditional Arts “Wirth”.
In this context, the Ministry of Culture intends to organize introductory workshops in the upcoming period, which will include detailed explanations of the provisions of the system and its executive regulations, and review the registration and licensing procedures, compliance mechanisms, and requirements for correcting situations, with the aim of enabling practitioners and investors to understand the new regulatory controls and support their application in a way that enhances the quality of practice and increases the efficiency of the sector.
The issuance of the system and its executive regulations is part of the efforts of the Ministry of Culture and the Heritage Authority to protect and preserve traditional handicrafts, empower artisans through training and material and logistical support, market their products in innovative and diverse ways, and develop the systems and regulations governing the sector, thereby enhancing the contribution of crafts and handicrafts to the national economy as part of the creative cultural economy, in line with the objectives of the National Culture Strategy within the framework of Vision 2030.
