رغم الهجمات الإيرانية السافرة والجبانة والمتكررة على دول مجلس التعاون الخليجي، إلّا أن موقف الحياد الخليجي لا يزال متماسكاً قبل وأثناء اندلاع الحرب الأمريكية والإسرائيلية من جهة، وإيران من جهة أخرى، حيث يعبّر هذا الموقف عن إرادة خليجية مجتمعة للنأي بنفسها عن هذه الحرب، وعدم استخدام الخيارات العسكرية لحل الأزمات، وذلك حفاظاً على أمن المنطقة واستقرارها، وضمان سلامة أراضيها وأمن مواطنيها والمقيمين فيها.
إيران منذ اليوم الأول للحرب وهي تسعى إلى توسيع نطاقها تحت ذريعة ضرب المصالح الأمريكية في المنطقة، وتحاول جرّ دول الخليج للرد عليها -رغم احتفاظ تلك الدول بحق الرد على تلك الاعتداءات-، ولكن طهران لا تزال تصر على أن تكون جبهات القتال مفتوحة، وهذا الاعتقاد لا يمكن تحقيقه -من وجهة نظرها- من دون أن يكون هناك دور خليجي في هذه الحرب، رغم أن المواقف الاستباقية لتلك الدول كانت واضحة ومعلنة قبل اندلاعها ولا تزال، ولكن إيران ترى في هذه الورقة ضغطاً سياسياً وعسكرياً على أمريكا قبل دول الخليج لمحاولة الوصول إلى تسوية لوقف الحرب.
مؤشرات الحرب لن تطول، ولكن تأثيرها في عمرها القصير سيكون كبيراً جداً على المنطقة والعالم، لا سيما في الجانب الاقتصادي، وموقف الرئيس ترمب وحزبه الجمهوري قبل الانتخابات النصفية للكونغرس في نوفمبر المقبل، فضلاً عن الداخل الإيراني وتداعياته المحتملة على أكثر من صعيد، حيث تكشف تلك المؤشرات عن إضعاف القدرات الإيرانية النووية والباليستية، ومؤسساتها وأجهزتها العسكرية والأمنية، وأذرعها في المنطقة، إضافة إلى تغيير سلوك النظام الإيراني من الداخل وليس إنهاؤه.
أما دول الخليج فستبقى على ذات الموقف المحايد الذي لن تكون فيه طرفاً في هذه الحرب -رغم الاعتداءات الإيرانية المتكررة-، وهذا يعني الحفاظ على استقرار المنطقة أكثر من أي حسابات أخرى، وهو ما تؤكده فحوى الاتصالات لقيادات دول الخليج منذ اندلاع الحرب، وما عبّر عنه البيان الختامي لوزراء خارجية دول مجلس التعاون الخليجي خلال اجتماع استثنائي يوم الأحد الماضي، حيث بات واضحاً التنديد بالاعتداء الإيراني والاحتفاظ بحق الرد دون أي محاولات أخرى للتصعيد.
الموقف الخليجي الموحد في هذه الحرب هو نقطة ارتكاز مهمة للأمن والاستقرار في المنطقة، ويؤكد مجدّداً على أن أمن أي دولة خليجية مرهون بأمن وسلامة الدول الأخرى، وهذه المعادلة الخليجية المتماسكة ستجعل اعتداءات إيران تتوقف من تلقاء نفسها، وتعترف طهران أن ورقة دول الخليج لم تعد مجدية، وبالتالي لم يعد لها مبرر سوى المزيد من الخسائر في المواقف مستقبلاً.
دول الخليج تثبت في هذه الحرب أنها واعية لما هو أبعد وأخطر منها، والتعبير عن الحياد والنأي بالنفس في هذه المرحلة هو سبيل الحكمة والتعقّل؛ لأن ما بعد الحرب أهم من تطوراتها الحالية، وخصوصاً مع الشعب الإيراني.
Despite the blatant, cowardly, and repeated Iranian attacks on the Gulf Cooperation Council countries, the Gulf’s neutral stance remains steadfast both before and during the outbreak of the American and Israeli war on one side, and Iran on the other. This position reflects a collective Gulf will to distance itself from this war and to refrain from using military options to resolve crises, in order to preserve the region’s security and stability, and to ensure the safety of its territories and the security of its citizens and residents.
Since the first day of the war, Iran has sought to expand its scope under the pretext of striking American interests in the region, attempting to drag the Gulf countries into responding to it—despite those countries retaining the right to respond to those aggressions. However, Tehran insists on keeping the fronts of combat open, and this belief cannot be realized—from its perspective—without a Gulf role in this war, even though the proactive positions of those countries were clear and announced before its outbreak and still are. Iran sees this as a political and military pressure card against America before the Gulf states, in an attempt to reach a settlement to stop the war.
The indicators of the war will not last long, but their impact in its short duration will be very significant on the region and the world, especially in the economic aspect, along with President Trump’s position and that of his Republican Party before the upcoming midterm elections in November, as well as the internal Iranian situation and its potential repercussions on multiple levels. These indicators reveal a weakening of Iranian nuclear and ballistic capabilities, its institutions, military and security apparatuses, and its arms in the region, in addition to changing the behavior of the Iranian regime from within rather than ending it.
As for the Gulf countries, they will maintain the same neutral position, in which they will not be a party to this war—despite the repeated Iranian aggressions. This means preserving the region’s stability more than any other considerations, which is confirmed by the content of communications among the leaders of the Gulf countries since the outbreak of the war, and what was expressed in the final statement of the foreign ministers of the Gulf Cooperation Council during an extraordinary meeting last Sunday, where it became clear that they condemned the Iranian aggression while retaining the right to respond without any further attempts to escalate.
The unified Gulf position in this war is an important pivot for security and stability in the region, reaffirming that the security of any Gulf state is contingent upon the security and safety of the other states. This cohesive Gulf equation will lead to Iranian aggressions stopping on their own, and Tehran acknowledges that the Gulf states’ card is no longer effective, thus it has no justification other than incurring more losses in positions in the future.
The Gulf countries are proving in this war that they are aware of what is beyond and more dangerous than it, and expressing neutrality and distancing themselves at this stage is a path of wisdom and rationality; because what comes after the war is more important than its current developments, especially with the Iranian people.
