حذرت الرئاسة الفلسطينية من خطورة القرار الإسرائيلي بتسجيل أراض في الضفة الغربية، مؤكدة أنه تصعيد خطير، وضم فعلي لأراض محتلة. وقالت الرئاسة: إن إسرائيل تحول الضفة إلى «أملاك دولة». فيما أكد مراقبون أن قرار حكومة الاحتلال من شأنه ضرب حل الدولتين.
وللمرة الأولى منذ العام 1967، وفي خطوة استفزازية تفضح نوايا الاحتلال، صادقت الحكومة الإسرائيلية، اليوم (الأحد)، على قرار بدء تسوية وتسجيل أراضٍ في الضفة الغربية المحتلة.
ويتمثل المعنى الرئيسي للقرار في تحويل مساحات واسعة من الضفة الغربية إلى أراضٍ تابعة للدولة، بشرط عدم إثبات أي ملكية خاصة أخرى. وقال وزير المالية الإسرائيلي المتطرف بتسلئيل سموتريتش إن قرار تسجيل الأراضي في الضفة يمنع الخطوات الأحادية، لافتاً إلى مواصلة ترسيخ السيطرة في الضفة. وأضاف: «سنكون مسؤولين عن أرضنا، ومستمرون في الثورة الاستيطانية بالضفة».
فيما أفادت هيئة البث الإسرائيلية أن قانون الأراضي بالضفة سيسجل مساحات واسعة باسم الدولة.
يذكر أن خطوة تسوية الأراضي لم تشهدها الضفة الغربية منذ حرب 1967، ما يثير تساؤلات حول تأثيرها على الوضع القانوني والسياسي في الأراضي الفلسطينية المحتلة عام 1967.
وبحسب صحيفة «يسرائيل هيوم» الإسرائيلية، ستتم العملية ببطء وحذر وتأنٍّ، بعد أن تحصل السلطات التنظيمية على جميع المعلومات القانونية المتعلقة بكل منطقة لضمان استكمال الإجراءات بشكل قانوني ودقيق.
واعتبرت الصحيفة أن من النتائج الأخرى للقرار، تعزيز الخطوات للضم وفرض السيادة في الضفة «من القاعدة إلى القمة»، وبمعنى آخر، حتى في غياب قرار سياسي رسمي بتطبيق القانون، تعمل إسرائيل على تعزيز سطوتها على الأرض من خلال تسجيل الأراضي التي لا يملكها آخرون في السجل العقاري، ما يرسخ سيطرتها على تلك المناطق بشكل كبير.
The Palestinian presidency warned of the dangers of the Israeli decision to register lands in the West Bank, confirming that it is a serious escalation and an actual annexation of occupied lands. The presidency stated that Israel is turning the West Bank into “state property.” Observers confirmed that the decision of the occupying government could undermine the two-state solution.
For the first time since 1967, in a provocative step that exposes the intentions of the occupation, the Israeli government approved today (Sunday) a decision to begin the settlement and registration of lands in the occupied West Bank.
The main meaning of the decision is to convert large areas of the West Bank into state-owned lands, provided that no other private ownership is proven. The extremist Israeli Finance Minister Bezalel Smotrich stated that the decision to register lands in the West Bank prevents unilateral actions, noting the continuation of consolidating control in the West Bank. He added: “We will be responsible for our land and will continue the settlement revolution in the West Bank.”
Meanwhile, the Israeli Broadcasting Authority reported that the land law in the West Bank will register large areas in the name of the state.
It is noteworthy that the land settlement step has not been witnessed in the West Bank since the 1967 war, raising questions about its impact on the legal and political situation in the occupied Palestinian territories of 1967.
According to the Israeli newspaper “Israel Hayom,” the process will proceed slowly, cautiously, and deliberately, after the regulatory authorities obtain all legal information related to each area to ensure that the procedures are completed legally and accurately.
The newspaper considered that one of the other outcomes of the decision is to enhance steps for annexation and impose sovereignty in the West Bank “from the ground up,” meaning that even in the absence of an official political decision to apply the law, Israel is working to strengthen its dominance over the land by registering lands that others do not own in the land registry, significantly entrenching its control over those areas.
