المؤكد أن تداعيات الحرب الإيرانية – الأمريكية والإسرائيلية على المنطقة والعالم هي أصعب وأخطر من الحرب القائمة حالياً؛ فالوصول إلى اتفاق ينهي الحرب بأي صيغة لا يعني أن مرحلة التعافي من آثارها ستكون محتملة على المدى القصير، وربما المتوسط، حيث ستدخل النوايا السياسية، والمصالح العميقة، وفقدان الثقة بين الأطراف المتنازعة والمتأثرة باعتداءات إيران؛ حيّز التنفيذ من المواجهة الصامتة مع النظام الإيراني خلال العقد المقبل، والأخطر حينما يتم إعادة تشكيل هذا النظام ليكون مصدر تهديد وإزعاج لجيرانه ومحيطه، وتحديداً حينما تكون المصالح الاقتصادية الأمريكية قد تحقّقت من هذه الحرب، والمصالح الإسرائيلية وصلت إلى قناعة بأن التهديد العسكري نحوها تراجع لسنوات طويلة.
سيناريوهات ما بعد الحرب ليست لإعادة ما كان عليه قبلها، ولكن لما يُفترض أن تكون عليه بعدها، وهو ما يتطلب موقفاً خليجياً وعربياً موحداً في التعاطي مع بقايا النظام الإيراني الحالي، وأسلوب التعايش معه بعيداً عن حالات تعامل منفردة من أي دولة؛ لأن وحدة الموقف مهمة، وهو ما أثبتته الحرب الحالية حينما كان الموقف واحداً في عدم الانجرار الخليجي والعربي لتوسيع نطاق الحرب، وكيف كان أثر هذا القرار حكيماً وعميقاً في وأد المخطط الإيراني، ومحاولة التكسّب من خلاله في إثارة الرأي العام وتأزيمه.
الاتفاقيات الثنائية بين الدول الخليجية والعربية والنظام الإيراني أثبتت عدم قدرتها على الصمود، وأصبح الجميع مصدراً للتهديد والاعتداء المباشر وغير المباشر خلال هذه الحرب، وبالتالي من المهم جداً أن يكون الاتفاق مع إيران في مرحلة لاحقة من نهاية هذه الحرب بإرادة جماعية، وضمانات دولية، ورقابة دائمة، ولا يمنع أن تكون هناك مصالح ثنائية، ولكن ليس على حساب الأمن الخليجي والعربي، أو محاولة البعض إنقاذ إيران من عزلتها الحالية.
بنود الاتفاق الأمريكي والإيراني قائمة على مصالح مشتركة بينهما، وإسرائيل المستفيد الأكبر منه بشكل أو بآخر -بعد تلاشي فكرة القضاء على النظام-، ولكن لا يعني وجود عبارات في هذا الاتفاق تحفظ أمن المنطقة واستقرارها، وتسهيل الملاحة البحرية في مضيق هرمز أن الوضع مطمئن، أو غير قابل للابتزاز السياسي الرخيص من إيران مستقبلاً، وخصوصاً من وكلائها في المنطقة، وبالتالي معادلة الرؤية الخليجية والعربية تختلف من حيث التفاصيل عن الرؤية الأمريكية والإسرائيلية لنهاية هذه الحرب، لا سيما على مستوى الجغرافيا.
المهمة ليست سهلة في رسم سيناريو العلاقة الخليجية والعربية مع إيران بعد نهاية هذه الحرب، ولكنها ضرورية بإرادة جماعية وليست منفردة، واستثمار المكاسب التي تحقّقت من رؤية العالم للمنطقة كمصدر مهم للطاقة، وتأثيرها على حياة شعوبهم واقتصاداتهم، وبالتالي هذا مؤشر يمكن العمل عليه في الحفاظ على أمن واستقرار المنطقة التي لم تعد تحتمل حروباً أخرى، أو حسابات لمصالح محدودة، أو مغامرات تحت ذريعة مبررات واهية وغير منطقية.
It is certain that the repercussions of the Iranian-American and Israeli war on the region and the world are more difficult and dangerous than the ongoing war; reaching an agreement that ends the war in any form does not mean that the recovery phase from its effects will be manageable in the short term, and perhaps even the medium term, as political intentions, deep interests, and the loss of trust between the conflicting parties and those affected by Iran’s aggressions will come into play during the silent confrontation with the Iranian regime over the next decade. The more dangerous scenario is when this regime is reshaped to become a source of threat and annoyance to its neighbors and surroundings, especially when American economic interests have been achieved from this war, and Israeli interests have reached the conviction that the military threat towards them has diminished for many years.
The post-war scenarios are not about restoring what was before it, but rather about what it is supposed to be afterward. This requires a unified Gulf and Arab stance in dealing with the remnants of the current Iranian regime, and a way to coexist with it away from individual dealings by any state; because a united stance is important, as proven by the current war when the position was unified in not allowing Gulf and Arab involvement to expand the war, and how wise and profound the impact of this decision was in thwarting the Iranian scheme and attempting to profit from it by stirring public opinion and escalating tensions.
The bilateral agreements between Gulf and Arab countries and the Iranian regime have proven unable to withstand, and everyone has become a source of direct and indirect threat and aggression during this war. Therefore, it is very important that the agreement with Iran occurs at a later stage after the end of this war with a collective will, international guarantees, and permanent oversight. It is not precluded that there are bilateral interests, but not at the expense of Gulf and Arab security, or attempts by some to rescue Iran from its current isolation.
The terms of the American-Iranian agreement are based on mutual interests between them, with Israel being the biggest beneficiary in one way or another – after the idea of eliminating the regime has faded. However, the existence of phrases in this agreement that preserve the security and stability of the region and facilitate maritime navigation in the Strait of Hormuz does not mean that the situation is reassuring or immune to cheap political blackmail from Iran in the future, especially from its proxies in the region. Thus, the Gulf and Arab vision’s equation differs in details from the American and Israeli vision regarding the end of this war, particularly at the geographical level.
The task is not easy in outlining the scenario of Gulf and Arab relations with Iran after the end of this war, but it is necessary with a collective will and not an individual one, and to invest in the gains achieved from the world’s view of the region as an important source of energy and its impact on the lives of their peoples and their economies. Therefore, this is an indicator that can be worked on to maintain the security and stability of a region that can no longer bear other wars, limited interest calculations, or adventures under the pretext of flimsy and illogical justifications.
