في الوقت الذي تشهد فيه منطقة الشرق الأوسط المزيد والمزيد من الاضطرابات، وتعاني فيه بعض دولها من صراعات حادة وتوترات عميقة، تظهر بعض التصريحات هنا وهناك لتزيد من تفجر الموقف في منطقة تعيش بالفعل فوق صفيح ساخن، وهي التصريحات التي إن دلت على شيء فهي تدل على انعدام الدبلوماسية وافتقاد الرؤية والافتقار للحكمة في التعامل مع الأمور بروية، وذلك في الوقت الذي تحتاج فيه المنطقة لخطاب موضوعي جاد يقرب وجهات النظر المتباعدة، وجهوداً مكثفة لتهدئة مخاوفها.
وفي الوقت الذي تتسارع فيه حدة التصريحات غير الملائمة وتتضخم خلاله نبرة الخطاب العدائية بمفرادتها المتشنجة، تتزايد المخاوف من اندلاع الكثير من الصراعات المختفية تحت السطح الذي يعج بالكثير من الخلافات المزمنة، غير أن التجارب التاريخية جميعها أثبتت بما لا يقبل الجدل أن الضجيج والتصريحات العدائية المستفزة مهما بلغت حدتها أو عنفوانها لا تصنع سياسة ولا تقترح حلولاً، بل تزيد الأمور اشتعالاً وتفرغ القضايا من مضمونها، وفي الوقت الذي علت فيه الأصوات الحكيمة وعلى رأسها المملكة العربية السعودية داعية لكبح جماح التصريحات العدائية الحادة، تتمادى فيه دول أخرى بإطلاق التصريحات المستفزة جزافاً دون إدراك كافٍ بعواقبها أو اكتراث حقيقي بالنتائج المترتبة على إطلاقها.
ولعل التصريحات الأخيرة للسفير الأمريكي لدى إسرائيل بأن «سيطرة إسرائيل على الشرق الأوسط أمر مقبول» تعد نموذجاً صارخاً لهذا النمط من التصريحات التي لا تعدو أن تكون مجرد ضجيج في الفضاء السياسي، لا تقدّم أي فائدة بل توغر الصدور وتزيد الاستفزازات، ففي الوقت الذي لم تجف فيه دماء عشرات الألوف من الأبرياء في غزة بعد ممن تمت إبادتهم جماعياً في ظروف لا إنسانية تعد هي الأقسى بلا منازع في التاريخ الحديث، وعلى نحو غير مسبوق، تبدو تصريحات السفير الأمريكي لدى إسرائيل نموذجاً معبراً لهذا النوع من الضجيج والصخب السياسي، وهي التصريحات التي أثارت موجة من الغضب والجدل والاستهجان بين عموم دول المنطقة، فهي لا تعكس فقط افتقاد السفير الأمريكي للحس الدبلوماسي وعدم إدراكه لحساسية السياق الإقليمي ومدى ما يمكن أن تثيره أو تترتب عليه تلك التصريحات، بل تثير لدى الجميع شعوراً بالنفور العميق مما قد تحمله تلك التصريحات.
من المؤكد أن تلك التصريحات التي أقل ما توصف بها بأنها غير ملائمة، تتسق مع الكثير من التصريحات العدائية.
من المؤكد أن منطقة الشرق الأوسط هي منطقة متعددة القوى والتوازنات، وقد أثبتت التجارب التاريخية أنه لا يوجد بها دولة واحدة لها اليد العليا أو قوة مسيطرة بشكل مطلق، فادعاءات السيطرة المطلقة ليست أكثر من مجرد وهم سياسي لم يتمكن من الصمود أمام عقبات الواقع وتعقيداته، فعقيدة التفوق التي تسيطر على عقول وقلوب الساسة الإسرائيليين ومن يدعمهم تقوض استقرار المنطقة وتزيد الفجوة بين إسرائيل وبين دول المنطقة، كما أن صدور هذه التصريحات من وسيط يفترض منه الموضوعية والحياد يضعف دور الدبلوماسية الأمريكية، ويجردها من دورها التاريخي كقوة عظمى تسعى لإحلال الأمن والاستقرار في ربوع العالم.
من المؤكد أن السياسة الرشيدة تقوم على إدارة مصالح جميع الأطراف بما يحقق لهم أهدافهم بأقل قدر من الخسائر الممكنة، ولذلك فهي تعتمد على احتواء الخلافات وبناء التفاهمات عبر القنوات الدبلوماسية المعلنة وغير المعلنة، والتصريحات السياسية جزء لا يتجزأ من أي عملية سياسية، فهي لسانها الناطق والمتحدث الرسمي باسمها، والذي يجب أن يتحلى باللياقة والحكمة وسرعة البديهة، والتصريحات العدائية قد تحقق مكاسب تكتيكية مؤقتة، غير أنها ترشح الأزمات للاستمرار وعلى نحو بعيد المدى، وفي منطقة الشرق الأوسط التي أنهكتها جراح الصراعات لعقود، يبدو الضجيج السياسي نوعاً من الحماقة التي تطيل عمر الأزمات، فكل ما نحتاج له هو سياسة هادئة حكيمة مبنية على الحوار والاعتراف بالحقائق التاريخية واحترام التوازنات الدقيقة في المنطقة.
As the Middle East witnesses more and more unrest, and some of its countries suffer from severe conflicts and deep tensions, statements emerge here and there that exacerbate the situation in a region already living on a hot plate. These statements, if they indicate anything, reflect a lack of diplomacy, a deficiency in vision, and a failure to handle matters with prudence, at a time when the region needs a serious, objective discourse that bridges divergent viewpoints and intensive efforts to alleviate its fears.
While the intensity of inappropriate statements accelerates and the tone of hostile rhetoric swells with its agitated vocabulary, fears increase of the outbreak of many conflicts lurking beneath the surface, which is rife with chronic disagreements. However, all historical experiences have undeniably proven that noise and provocative hostile statements, no matter how intense or vigorous, do not create policy or propose solutions; rather, they ignite matters further and drain issues of their substance. At a time when wise voices, led by the Kingdom of Saudi Arabia, have called for restraining sharp hostile statements, other countries continue to issue provocative statements recklessly, without sufficient awareness of their consequences or genuine concern for the results stemming from their release.
Perhaps the recent statements by the American ambassador to Israel, claiming that “Israel’s control over the Middle East is acceptable,” serve as a glaring example of this type of statement, which is nothing more than noise in the political space, offering no benefit but rather inciting resentment and increasing provocations. At a time when the blood of tens of thousands of innocents in Gaza has not yet dried, those who were collectively exterminated under inhumane conditions that are undoubtedly the harshest in modern history, the statements of the American ambassador to Israel stand as a representative example of this kind of political noise and clamor. These statements have sparked a wave of anger, controversy, and condemnation among the countries of the region. They not only reflect the American ambassador’s lack of diplomatic sensibility and his failure to grasp the sensitivity of the regional context and the extent to which such statements can provoke or lead to consequences, but they also evoke a deep sense of aversion among all to what those statements may carry.
It is certain that these statements, which can be described as inappropriate at the very least, align with many hostile statements.
It is clear that the Middle East is a region of multiple powers and balances, and historical experiences have proven that there is no single state with absolute dominance or control. Claims of absolute control are nothing more than a political illusion that has failed to withstand the obstacles and complexities of reality. The doctrine of superiority that dominates the minds and hearts of Israeli politicians and their supporters undermines the stability of the region and widens the gap between Israel and the countries of the region. Furthermore, the issuance of these statements from a mediator who is expected to be objective and neutral weakens the role of American diplomacy and strips it of its historical role as a superpower striving to establish security and stability across the world.
It is certain that wise policy is based on managing the interests of all parties in a way that achieves their goals with the least possible losses. Therefore, it relies on containing disagreements and building understandings through both public and private diplomatic channels. Political statements are an integral part of any political process; they are its voice and official spokesperson, which must be characterized by decorum, wisdom, and quick thinking. While hostile statements may achieve temporary tactical gains, they predispose crises to persist in the long term. In a Middle East that has been worn down by the wounds of conflicts for decades, political noise seems a form of folly that prolongs crises. What we need is a calm, wise policy based on dialogue, acknowledgment of historical facts, and respect for the delicate balances in the region.
