متلازمة الصراع بالوكالة والمال السياسي تحوّلت إلى مصدر تهديد حقيقي لاستقرار منطقتنا العربية، ومساس مباشر بسيادة الدول، وعملية استنزاف طويلة الأمد لتمويل النزاع، وشراء الولاءات والنفوذ، وممارسة الضغط بأسلوب المصالح المتعارضة لتعميق حدة الصراع، وتعزيز حضور كيانات موازية تتولى مهمة الفوضى والدمار، وتعقيد المشهد السياسي وصولاً إلى أهداف قد تتجاوز حدود وإمكانات الفاعلين إلى تحقيق مكاسب الطامعين في ثروات الدول ومقدّراتها.
المال السياسي أصبح وقوداً مخيفاً في تغذية الصراعات بالوكالة، وتقسيم المجتمعات، والشواهد في ليبيا والسودان والصومال وغيرها كافية للتعبير عن الخطر والأثر السيئ الذي تركه هذا المال، ومن يقدّمه في محاولة تدمير هذه الدول.
السعودية أدركت منذ وقت مبكر خطر أصحاب هذا المال في تجنيد ونشر المليشيات والجماعات المسلحة في جغرافيا الوطن العربي الكبير، وسعت بجهودها الدبلوماسية، وعلاقاتها الدولية أن تكبح هذا الخطر، والتصدي له، وحينما وصل الأمر إلى حدودها الجنوبية مع اليمن كان لا بد من تطهير الجرح الغائر، وتحمّل الموقف بشجاعة وحزم مهما كانت التبعات المعقدة في هذا الملف.
الهارب الزبيدي الذي كان أداة رخيصة وتافهة في شق الصف الجنوبي، واستغلال القضية الجنوبية العادلة لتحقيق مكاسب شخصية، وخدمة أجندات من موّله، ووظّفه لغايات أكبر من إمكاناته وأحلامه؛ لم يدرك هو ومن معه وحتى من خلفه أن السعودية ستوقف المشروع، وتُفشل المخطط، وتكشف المستور، وتتحمّل في سبيل ذلك الكثير لتصحيح مسار القضية الجنوبية، والدعوة إلى مؤتمر الرياض بحضور الشخصيات الجنوبية لإيجاد تصور شامل للحلول العادلة، بما يلبّي إرادة وتطلعات شعب الجنوب.
المال السياسي القذر استغله الزبيدي في الحصول على أسلحة لإراقة دماء اليمنيين في الجنوب، وممارسة التعذيب والاختفاء القسري والاحتجاز التعسفي بحقهم -بحسب ما وثقته منظمات حقوق الإنسان ووسائل الإعلام منها قناة BBC، ووكالة اسوشيتد برس، ووصل هذا المال لمحاولة اختطاف القضية الجنوبية على حساب الشرعية المعترف بها دولياً.
المواطن اليمني في الجنوب أصبح واعياً بفرز المال السياسي الذي يريد تدمير أرضه، ونهب ثرواته، والتحكّم في قراره ومصيره، وبين المال السعودي الذي يريد تحقيق تنميته وازدهاره، وآخرها تقديم مبلغ 1.9 مليار ريال لتنفيذ مشروعات نوعية، وتحسين مستوى الخدمات الأساسية، ومنها تشغيل أكثر من 70 محطة كهرباء، وافتتاح أول محطة تحلية مياه، وتأهيل المستشفيات والمدارس والكليات، بالإضافة إلى صرف الرواتب المتأخرة.
تجربة السعودية في تطهير اليمن الجنوبي من المال السياسي لتمويل الصراع بالوكالة؛ أصبحت نموذجاً في التعامل مع أصحاب هذا المال في أقطار عربية أخرى تعاني من سطوته، وتدخلاته، ومؤامراته المكشوفة لخدمة مصالح إقليمية ودولية يحلم بأن يكون له نصيب منها.
The proxy conflict syndrome and political money have turned into a real threat to the stability of our Arab region, directly affecting the sovereignty of states, leading to a long-term depletion of funding for conflict, buying loyalties and influence, and exerting pressure through conflicting interests to deepen the intensity of the conflict. This also enhances the presence of parallel entities that take on the task of chaos and destruction, complicating the political scene to reach goals that may exceed the limits and capabilities of the actors in achieving the gains of those coveting the wealth and resources of the states.
Political money has become a frightening fuel in feeding proxy conflicts and dividing societies, with evidence in Libya, Sudan, Somalia, and others being sufficient to express the danger and the negative impact left by this money and those who provide it in an attempt to destroy these countries.
Saudi Arabia recognized early on the danger posed by the owners of this money in recruiting and spreading militias and armed groups across the geography of the Greater Arab homeland. It has sought through its diplomatic efforts and international relations to curb this danger and confront it. When the matter reached its southern borders with Yemen, it was necessary to cleanse the deep wound and to face the situation with courage and firmness, regardless of the complex repercussions in this file.
The fugitive Al-Zubaidi, who was a cheap and trivial tool in splitting the southern ranks and exploiting the just southern cause for personal gains and serving the agendas of those who funded him, did not realize, along with his companions and even those behind him, that Saudi Arabia would stop the project, thwart the plan, reveal the hidden, and bear a lot to correct the course of the southern cause and call for a Riyadh conference with the presence of southern figures to find a comprehensive vision for just solutions that meet the will and aspirations of the people of the south.
The dirty political money was exploited by Al-Zubaidi to obtain weapons to spill the blood of Yemenis in the south and to practice torture, enforced disappearance, and arbitrary detention against them, according to what has been documented by human rights organizations and media outlets, including BBC and the Associated Press. This money reached attempts to hijack the southern cause at the expense of the internationally recognized legitimacy.
The Yemeni citizen in the south has become aware of the distinction between the political money that seeks to destroy his land, plunder its wealth, and control his decision and destiny, and the Saudi money that aims to achieve his development and prosperity. Recently, this included providing an amount of 1.9 billion riyals to implement qualitative projects and improve the level of basic services, including operating more than 70 electricity stations, inaugurating the first water desalination plant, rehabilitating hospitals, schools, and colleges, in addition to paying overdue salaries.
Saudi Arabia’s experience in cleansing southern Yemen from political money funding proxy conflict has become a model for dealing with the owners of this money in other Arab countries suffering from its dominance, interventions, and overt conspiracies to serve regional and international interests that it dreams of having a share in.
