في تقدير الدول لمصالحها وحسابات استقرارها، لا تكون القرارات الكبرى دائماً صاخبة. قراراتٌ تُفهم قيمتها خارج حدود أرقامها. فقوةُ الدول وحجمُها الفعلي لا يُقاسان بكثرة ما يُعلَن على الورق، بل بقدرتها على اتخاذ القرارات المصيرية حمايةً للاستقرار. وعندما تُقرر دولة بحجم المملكة العربية السعودية دعم موازنة الحكومة اليمنية بمبلغ 1.3 مليار ريال لتغطية النفقات التشغيلية والرواتب، فإن القراءة المتأنية لا ترى في القرار مجرد تحويل مالي، بل ممارسة سيادية تعكس فهماً واضحاً لطبيعة الدولة وكيف يُصان توازنها.

فالمسألة في جوهرها ليست رقماً مالياً فحسب؛ فالاقتصاد في الدول التي تمر بظروف دقيقة هو البنية التي يتكئ عليها المجتمع بأكمله. فالدولة التي تتعثر في دفع رواتب موظفيها لا تواجه خللاً إدارياً فقط، بل تبدأ في فقدان أهم عناصر تماسكها: الثقة. وهذه الثقة هي ما يحفظ انتظام السوق، واستقرار الأسرة، وقدرة المؤسسات على الاستمرار.

ومن هنا، فإن دعم بند الرواتب ليس تفصيلاً مالياً عابراً، ولكنه يعكس تثبيتاً لنقطة الارتكاز الأساسية للدولة. فالراتب في مثل هذه الظروف ليس رقماً في كشف حساب، ولكنه سبب رئيسي لطمأنينة الأسرة واستمرار الحياة اليومية بوتيرة لا تحتمل الانقطاع. فانتظام الرواتب يعني بقاء الدورة الاقتصادية فاعلة، واستمرار القوة الشرائية، وتحريك الأسواق، وحماية المنشآت الصغيرة والمتوسطة من الانكماش.

إن مبلغ الـ1.3 مليار ريال يسهم في انتظام التدفقات المالية الحكومية، ويحد من الاختلالات، ويمنح الإدارة اليمنية مساحةً لأداء وظائفها بعيداً عن ضغط الانقطاع المالي. كما يدعم النشاط التجاري ويهيئ بيئة أكثر قابلية للتعافي التدريجي. وهذه نتائج عملية لاستقرار الدخل واستمرار الإنفاق المنضبط، لا مجرد تقديرات نظرية.

ولا يمكن قراءة هذا القرار خارج سياقه الممتد؛ فمنذ عام 2012 وحتى 2026، بلغ إجمالي ما قدمته المملكة لدعم الاقتصاد اليمني نحو 12.6 مليار دولار، تنوّعت بين ودائع ومنح ومشروعات تنموية. وفي يناير الماضي أُعلن عن حزمة بقيمة 1.9 مليار ريال شملت 28 مشروعاً ومبادرة في قطاعات حيوية كالصحة والطاقة والتعليم. هذا الامتداد يؤكد أن المسألة نهج مستمر، لا استجابة عابرة.

وإذا كان المشهد اليمني يُختزل أحياناً في أبعاده السياسية أو الأمنية، فإن المقاربة السعودية تنظر إليه بوصفه ملفاً تنموياً وإنسانياً أيضاً. فالتنمية لا تقل أهمية عن الأمن، والاستقرار لا يُفرض بالتوازنات السياسية وحدها، بل يُرسّخ بانتظام الخدمات وتحسين مستوى المعيشة وتعزيز قدرة الدولة على الوفاء بالتزاماتها.

إن حضور المملكة في اليمن ينطلق من قناعة واضحة بأن استقرار الجوار امتداد لاستقرار المنطقة بأسرها. وتأمين ميزانية الرواتب هو تعبير عملي عن دعمٍ يمس حياة المواطن اليمني مباشرة، ويعكس التزاماً عربياً ثابتاً بحق الشعب اليمني في الاستقرار والتنمية، بعيداً عن منطق المقايضة أو الظرفية السياسية.

ويأتي هذا المسار امتداداً لرؤية قيادةٍ وضعت استقرار الجوار في صميم حساباتها الإستراتيجية، انطلاقاً من قناعة راسخة بأن أمن المنطقة مترابط، وأن دعم الدولة اليمنية ليس موقفاً ظرفياً، بل التزاماً عربياً يعكس إيماناً بحق الشعب اليمني في الاستقرار والتنمية.

ومن منظور إقليمي أشمل، فإن استقرار اليمن ليس شأناً داخلياً منفصلاً، بل عنصراً أساسياً في معادلة أمن الجزيرة العربية. فالجغرافيا مترابطة، والاقتصاد عابر للحدود، وأي اختلال في دورة الدولة ينعكس أثره خارجها. ومن هنا، فإن دعم الموازنة اليمنية يُفهم ضمن رؤية ترى أن تحصين الاقتصاد هو أحد أهم مفاتيح تثبيت الاستقرار الإقليمي.

وهنا تحديداً تتجلى فلسفة الدولة: ليست القوة في ما يُعلن، بل في ما يُثبَّت. وحين تُدار السيادة بعقل اقتصادي راشد، يصبح الدعم استثماراً في الاستقرار لا تكلفةً في الموازنة. فالدول تُقاس بقدرتها على ترسيخ التوازن في محيطها، لا بمجرد حضورها فيه. وما يُضخ اليوم في ميزانيةٍ شقيقة، إنما يُرسّخ غداً معادلة استقرارٍ أوسع، تتجاوز الرقم وتبقى في أثره.

At its core, the issue is not just a financial figure; the economy in countries going through delicate circumstances is the foundation upon which the entire society leans. In such circumstances, the salary is not just a number on a statement, but a primary reason for family reassurance and the continuity of daily life at a pace that cannot afford interruption. The regularity of salaries means keeping the economic cycle active, sustaining purchasing power, stimulating markets, and protecting small and medium enterprises from contraction.

The amount of 1.3 billion riyals contributes to the regularity of government financial flows, limits imbalances, and gives the Yemeni administration space to perform its functions away from the pressure of financial disruption. It also supports commercial activity and prepares a more conducive environment for gradual recovery. These are practical results for income stability and the continuation of disciplined spending, not just theoretical estimates.

This decision cannot be read outside its extended context; from 2012 to 2026, the total support provided by the Kingdom to the Yemeni economy amounted to approximately 12.6 billion dollars, varied between deposits, grants, and developmental projects. Last January, a package worth 1.9 billion riyals was announced, including 28 projects and initiatives in vital sectors such as health, energy, and education. This extension confirms that the issue is a continuous approach, not a fleeting response.

While the Yemeni scene is sometimes reduced to its political or security dimensions, the Saudi approach views it as a developmental and humanitarian file as well. Development is no less important than security, and stability is not imposed solely by political balances, but is entrenched by the regularity of services, improving living standards, and enhancing the state’s ability to meet its obligations.

The Kingdom’s presence in Yemen stems from a clear conviction that the stability of the neighborhood extends to the stability of the entire region. Securing the salary budget is a practical expression of support that directly affects the life of the Yemeni citizen and reflects a steadfast Arab commitment to the Yemeni people’s right to stability and development, away from the logic of bargaining or political circumstances.

This path comes as an extension of a vision from leadership that has placed the stability of the neighborhood at the core of its strategic calculations, based on a firm belief that the security of the region is interconnected, and that supporting the Yemeni state is not a temporary position, but an Arab commitment that reflects a belief in the Yemeni people’s right to stability and development.

From a broader regional perspective, the stability of Yemen is not a separate internal matter, but a fundamental element in the security equation of the Arabian Peninsula. Geography is interconnected, the economy transcends borders, and any disruption in the state’s cycle reflects its impact beyond. Hence, supporting the Yemeni budget is understood within a vision that sees fortifying the economy as one of the most important keys to stabilizing regional stability.
