في أول أجتماع له بالعاصمة المؤقتة عدن، عقد مجلس الوزراء اليمني، اليوم (الخميس)، اجتماعه الدوري في قصر معاشيق.
وأكد رئيس الوزراء اليمني، شائع الزنداني، أن التحسن في الخدمات لم يكن صدفة بل نتيجة إجراءات منضبطة ودعم كريم وسخي من المملكة العربية السعودية.
شراكة مع السعودية
وأشار إلى أن الحكومة ستواصل العمل مع السعودية على تحويل ذلك إلى معالجات مستدامة حتى يشعر المواطن بفارق حقيقي في حياته اليومية، موضحاً أن هذه المرحلة وبالاستفادة من الشراكة مع المملكة العربية السعودية ستكون مرحلة جديدة ومتميزة للانطلاق بعملية واسعة نحو البناء والتنمية والتطوير على مختلف الاصعدة الاقتصادية والاجتماعية والخدمية والإنسانية.
وثمن الزنداني الدور المحوري للتحالف بقيادة المملكة العربية السعودية والمجتمع الاقليمي والدولي في دعم الشرعية الدستورية ومساندة جهود استعادة الدولة لكامل سلطاتها، ودفع مسار السلام الشامل، استناداً إلى مرجعيات الحل السياسي المتوافق عليها وقرارات الشرعية الدولية ذات الصلة، وبما يعزز فرص الوصول إلى تسوية عادلة ومستدامة تنهي الانقلاب وتعيد الأمن والاستقرار.
وأكد رئيس الوزراء أن الحكومة تمد يدها للسلام انطلاقاً من الالتزام الصادق بخيار الحل السياسي في إنهاء الانقلاب واستعادة مؤسسات الدولة، موضحاً أن الدولة تحتفظ بكافة الخيارات المشروعة لاستعادة مؤسساتها، في حال استمر تعنّت ورفض الحوثي الانخراط في الحلول العادلة.
المملكة سند للدولة اليمنية
وأعرب الزنداني عن تقديره العميق وامتنانه الصادق للمملكة العربية السعودية، قيادة وحكومة وشعباً، على دورها المحوري ودعمها اللامحدود للشعب اليمني، مشدداً بالقول: لقد أثبتت المملكة مرة أخرى أنها سند الدولة اليمنية وشريك السلام، وضامن الاستقرار، وأن تحركها ومواقفها إلى جانب الشعب اليمني وحكومته يأتي منسجماً مع القانون الدولي، ومع مصلحة اليمن وأمن المنطقة.
وأضاف: الحكومة مطالبة بصناعة نموذج مختلف في الأداء والنتائج وإحداث التحول المنشود، واستعادة ثقة المواطنين ومؤسسات الدولة، وعلينا أن نتعامل معها كموجهات يقتضي ترجمتها إلى خطط تنفيذية واضحة بجداول زمنية محددة، ومؤشرات قياس أداء دقيقة، مبيناً أن الحكومة ستولي اهتماماً كبيراً لتعزيز الأمن والاستقرار، باعتباره ركيزة أساسية للتنمية وترسيخ السلم المجتمعي وتوفير الخدمات، وهو ما لن يتحقق إلا بتضافر جميع الجهود الرسمية والمجتمعية، وبدعم أبناء الشعب لهذا المسار الوطني الجامع بما يعزز حضور الدولة ويخدم مستقبل البلد واستقراره ويؤمّن مصالح المواطنين وأمنهم وتحقيق الحياة الكريمة لهم.
احترام الحقوق والحريات
وأشار إلى أن الحكومة ستعمل على احترام كافة الحقوق وإعلاء شأن القانون في ممارسة أجهزة الدولة لمهماتها على أساس المساواة بين جميع المواطنين دون إقصاء أو استهداف لجماعة أو أفراد وسيتمتع الجميع بحرياتهم وحقوقهم السياسية والاجتماعية وفقاً للدستور والقانون.
وأشار إلى أنه «لا يجوز بأي حال التشجيع على الفوضى أو الدعوة اليها مما يترتب عليه من إقلاق للسكينة العامة وإخلال بالأمن والاستقرار وتعطيل لمصالح الدولة والمواطنين على السواء.
وقال رئيس الوزراء»إن ما تحقق ليس حدثاً أمنياً عابراً، ولا انتصاراً لطرف على حساب آخر، بل انتصار للدولة اليمنية، ومؤسساتها، وسيادتها، وقدرتها على تحقيق الأمن وحماية السلم الأهلي والاجتماعي وفق القانون«، مبيناً الحكومة تعمل على إطلاق عملية واسعة نحو البناء والتنمية والتطوير، وشدد على ضرورة عدم تواجد أي عضو بالحكومة خارج البلاد.
توحيد القرار العسكري والأمني
ولفت إلى أن الحكومة ستعمل على توحيد القرار العسكري والأمني تحت مظلة وزارتي الدفاع والداخلية واللجنة العسكرية العليا تحت قيادة قوات تحالف دعم الشرعية وإخراج كافة المعسكرات من عدن وكل المدن وإسناد المهمات الأمنية للأجهزة المختصة.
وأعلن الدكتور الزنداني، عن إعداد برنامج حكومي تنفيذي حتى نهاية هذا العام يتضمن أولويات محددة، ومؤشرات واضحة للأداء، وتحديداً واضحاً للمسؤوليات والموارد، وسيركز هذا البرنامج بدرجة اساسية على تحسين الخدمات وتعزيز الاستقرار الاقتصادي وضبط الموارد العامة، وترسيخ الانضباط المالي والإداري.
المزايدات في القضية الجنوبية
وأضاف: الوقت قد حان للاعتبار من الأحداث الماضية وتجنب فرض الإرادات الفردية والفئوية، مبيناً ان الجنوبيين هم المعنيون بعملية الحوار وتحديد حاضرهم ومستقبلهم.
وحذر رئيس الوزراء اليمني من المزايدات في القضية الجنوبية قائلاً:»لا مجال للمزايدة في القضية الجنوبية أو التقليل من شأنها”.
ودعا الزنداني وهو قيادي جنوبي، أبناء المحافظات الجنوبية إلى نبذ سياسة التخوين والابتعاد عن تشجيع الفتن والأحقاد ومغادرة الماضي وترسيخ قاعدة التسامح، معرباً عن ثقته بأن الحوار الجنوبي-الجنوبي سيفتح نافذة لحل القضية الجنوبية.
In its first meeting in the temporary capital, Aden, the Yemeni Cabinet held its regular meeting today (Thursday) at the Maasheeq Palace.
The Yemeni Prime Minister, Sha’if Al-Zandani, confirmed that the improvement in services was not a coincidence but the result of disciplined measures and generous support from the Kingdom of Saudi Arabia.
Partnership with Saudi Arabia
He pointed out that the government will continue to work with Saudi Arabia to transform this into sustainable solutions so that citizens feel a real difference in their daily lives, explaining that this phase, benefiting from the partnership with the Kingdom of Saudi Arabia, will be a new and distinguished phase for launching a broad process towards construction, development, and progress on various economic, social, service, and humanitarian levels.
Al-Zandani praised the pivotal role of the coalition led by the Kingdom of Saudi Arabia and the regional and international community in supporting constitutional legitimacy and assisting efforts to restore the state to its full authority, and advancing the path of comprehensive peace, based on the agreed political solution references and relevant international legitimacy resolutions, which enhances the chances of reaching a just and sustainable settlement that ends the coup and restores security and stability.
The Prime Minister affirmed that the government extends its hand for peace based on a sincere commitment to the option of a political solution to end the coup and restore state institutions, clarifying that the state retains all legitimate options to restore its institutions if the Houthi’s stubbornness and refusal to engage in just solutions continue.
The Kingdom is a Support for the Yemeni State
Al-Zandani expressed his deep appreciation and sincere gratitude to the Kingdom of Saudi Arabia, its leadership, government, and people, for their pivotal role and unlimited support for the Yemeni people, emphasizing: The Kingdom has once again proven to be a support for the Yemeni state and a partner for peace, and a guarantor of stability, and that its actions and positions alongside the Yemeni people and their government are in harmony with international law and the interests of Yemen and the security of the region.
He added: The government is required to create a different model in performance and results and to achieve the desired transformation, restoring the trust of citizens and state institutions, and we must treat this as directives that need to be translated into clear executive plans with specific timelines and precise performance measurement indicators, indicating that the government will pay great attention to enhancing security and stability, as it is a fundamental pillar for development, establishing community peace, and providing services, which can only be achieved through the concerted efforts of all official and community efforts, and with the support of the people for this inclusive national path that enhances the presence of the state and serves the future and stability of the country and secures the interests and safety of citizens and achieves a dignified life for them.
Respect for Rights and Freedoms
He indicated that the government will work to respect all rights and uphold the rule of law in the exercise of state agencies’ missions based on equality among all citizens without exclusion or targeting of any group or individuals, and everyone will enjoy their political and social freedoms and rights in accordance with the constitution and law.
He pointed out that “under no circumstances should chaos be encouraged or called for, as this leads to public disturbance and undermines security and stability and disrupts the interests of the state and citizens alike.”
The Prime Minister said, “What has been achieved is not a fleeting security event, nor a victory for one party at the expense of another, but a victory for the Yemeni state, its institutions, its sovereignty, and its ability to achieve security and protect civil and social peace according to the law,” explaining that the government is working to launch a broad process towards construction, development, and progress, stressing the necessity of no member of the government being outside the country.
Unifying Military and Security Decisions
He noted that the government will work to unify military and security decisions under the umbrella of the Ministries of Defense and Interior and the Supreme Military Committee under the leadership of the Coalition Forces supporting legitimacy, and to remove all camps from Aden and all cities and assign security tasks to the specialized agencies.
Dr. Al-Zandani announced the preparation of an executive government program by the end of this year that includes specific priorities, clear performance indicators, and a clear definition of responsibilities and resources, and this program will primarily focus on improving services, enhancing economic stability, regulating public resources, and establishing financial and administrative discipline.
Exploitation of the Southern Issue
He added: The time has come to learn from past events and avoid imposing individual and factional wills, indicating that the Southerners are the ones concerned with the dialogue process and determining their present and future.
The Yemeni Prime Minister warned against exploiting the southern issue, saying: “There is no room for exploitation of the southern issue or belittling its importance.”
Al-Zandani, a Southern leader, called on the people of the southern governorates to reject the policy of betrayal and to avoid encouraging strife and hatred, to move beyond the past, and to establish a foundation of tolerance, expressing his confidence that Southern-Southern dialogue will open a window to resolve the southern issue.
