تنهض وزارة البلديات والإسكان بمسؤوليتين ضخمتين تتعلقان بأهم احتياجات المجتمع، الخدمات البلدية التي يطمح الجميع إلى رؤيتها في أفضل شكل، وكذلك إدارة إستراتيجية الإسكان الذي يمثل أهم مطلب للمواطن. والحقُّ أن هذه الوزارة المهمة أصبحت تسابق الوقت بخطواتها المتسارعة وإنجازاتها الملموسة للوصول إلى مستهدفات الرؤية الوطنية 2030.
وبما أن الأرقام والإحصائيات هي المؤشر الدقيق للإنجازات، فقد كانت فرصة مهمة أن نعرف ما قطعته الوزارة في مشوارها، وذلك خلال منتدى (صندوق الاستثمارات العامة والقطاع الخاص)، الذي عُقد في الرياض يوم الإثنين 9 فبراير، لا سيما في مجال شراكتها مع القطاع الخاص لتنفيذ مشاريعها. في كلمته خلال المنتدى استعرض الوزير ماجد الحقيل رحلة تحول القطاع البلدي والإسكان نحو بيئة استثمارية متكاملة، مع التركيز على استدامة النمو وخلق أثر اقتصادي واجتماعي ملموس. وفي هذا السياق، أفاد الوزير أنه في 2025، بلغ عدد المستثمرين المسجلين في بوابة «فرص» نحو 180 ألف مستثمر، مع قيمة عقود موقعة تجاوزت 13 مليار ريال. ووصل الأثر الإجمالي للعقود الاستثمارية البلدية إلى نحو 100 مليار ريال تمثل مساهمةً مهمة في الناتج المحلي الإجمالي، مع توفير نحو 600 ألف فرصة عمل، ومن المتوقع بحلول 2030، أن ترتفع المساهمة إلى نحو 200 مليار ريال وتوفر قرابة 800 ألف فرصة عمل.
وبالإضافة لذلك، فقد تجاوزت عقود استثمار الحدائق العامة 190 عقداً بقيمة تقارب 1.5 مليار ريال، بينما تخطت الاستثمارات في مشاريع الإسكان والبنية التحتية 9 مليارات ريال، مع تعاون أكثر من 100 مطور عقاري سعودي ودولي لتطوير عشرات الآلاف من الوحدات السكنية، علماً بأن قطاع الإسكان، الذي بلغت فرصه الاستثمارية أكثر من 250 مليار ريال، تمت خصخصته بالكامل في التطوير وسلسلة القيمة والتمويل. وفي ما يخص اتفاقيات الشراء الموحد مع المصانع المحلية، فقد وصلت إلى نحو 1.7 مليار ريال، وتجاوزت الاستثمارات في المناطق اللوجستية 780 مليون ريال، بينما تجاوزت اتفاقيات توطين الصناعات 1.9 مليار ريال.
وفي القطاع البلدي، أفاد الوزير أن الوزارة تعمل خلال السنوات الثلاث الماضية على خمسة محاور تتمثل في: جودة الحياة في المدن والأحياء، المشهد الحضري والهوية العمرانية، جاذبية الاستثمار، استدامة المدن واستطاعتها على مواجهة المتغيرات، وكفاءة العمل في إدارة المدن.
لقد أصبحت مخرجات وزارة البلديات والإسكان تظهر في مدن تنمو وتزدهر، توفر بيئات حضرية متطورة، ووحدات سكنية تلبي الاحتياجات، وخدمات عالية الجودة. كما أصبحت الوزارة رافداً مهماً لنشاط القطاع الخاص الذي يمثل رافعة الاقتصاد الحيوي المزدهر، من خلال مشاريعها الضخمة المتنوعة التي تحقق الاستدامة الاقتصادية والاجتماعية، بتوفير فرص استثمارية مستمرة تعزز التنمية المحلية وتدعم رؤية السعودية 2030.
The Ministry of Municipal and Rural Affairs and Housing is undertaking two significant responsibilities related to the most essential needs of society: municipal services that everyone aspires to see in their best form, as well as the management of housing strategy, which represents the most important demand of citizens. Indeed, this important ministry has begun to race against time with its rapid steps and tangible achievements to reach the targets of the National Vision 2030.
Since numbers and statistics are the accurate indicators of achievements, it was an important opportunity to know what the ministry has accomplished in its journey during the forum (Public Investment Fund and Private Sector), which was held in Riyadh on Monday, February 9, especially in terms of its partnership with the private sector to implement its projects. In his speech during the forum, Minister Majid Al-Hoqail reviewed the transformation journey of the municipal and housing sector towards an integrated investment environment, focusing on sustainable growth and creating a tangible economic and social impact. In this context, the minister stated that by 2025, the number of registered investors on the “Opportunities” portal reached about 180,000 investors, with signed contract values exceeding 13 billion riyals. The total impact of municipal investment contracts reached about 100 billion riyals, representing a significant contribution to the GDP, providing around 600,000 job opportunities, and it is expected that by 2030, the contribution will rise to about 200 billion riyals and provide nearly 800,000 job opportunities.
In addition, contracts for public park investments exceeded 190 contracts with a value approaching 1.5 billion riyals, while investments in housing and infrastructure projects surpassed 9 billion riyals, with the collaboration of more than 100 Saudi and international real estate developers to develop tens of thousands of housing units. It is noteworthy that the housing sector, which has investment opportunities exceeding 250 billion riyals, has been fully privatized in development, value chain, and financing. Regarding the unified procurement agreements with local factories, they reached about 1.7 billion riyals, while investments in logistics areas exceeded 780 million riyals, and agreements for localizing industries surpassed 1.9 billion riyals.
In the municipal sector, the minister reported that the ministry has been working over the past three years on five axes represented in: quality of life in cities and neighborhoods, urban landscape and architectural identity, investment attractiveness, sustainability of cities and their ability to face changes, and efficiency in city management.
The outputs of the Ministry of Municipal and Rural Affairs and Housing have begun to manifest in cities that are growing and thriving, providing advanced urban environments, and housing units that meet needs, along with high-quality services. The ministry has also become an important contributor to the private sector activity, which represents a lever for the thriving vital economy, through its diverse large-scale projects that achieve economic and social sustainability, providing continuous investment opportunities that enhance local development and support Saudi Vision 2030.
