في تصريح لافت، أعرب نائب وزير الخارجية الروسي ميخائيل غالوزين، استعداد بلاده لمناقشة فكرة إدارة خارجية مؤقتة لأوكرانيا مع الولايات المتحدة ودول أخرى، تحت رعاية الأمم المتحدة.
الحرمان من طاولة المفاوضات
واعتبر غالوزين أن أوروبا حرمت نفسها فعلياً من مقعد على طاولة المفاوضات بشأن التسوية الأوكرانية؛ بسبب جمودها الأيديولوجي ورفضها الانخراط في حوار مباشر مع روسيا.
ولفت في مقابلة مع وكالة «تاس» الروسية إلى أنه بسبب «جمودهم الأيديولوجي وعدم كفاءتهم الصريحة»، فإن المسؤولين حالياً عن صياغة توجهات السياسة الخارجية لـ«أوروبا الموحدة» ارتكبوا خطأ استراتيجياً، بحسب قوله. وأضاف غالوزين: «من خلال رفض الحوار المباشر مع بلادنا، حرمت بروكسل نفسها أساساً من مكان على طاولة المفاوضات».
تسليم أنظمة الدفاع الجوي
وكان الرئيس الأوكراني فولوديمير زيلينسكي، أعلن أمام مؤتمر ميونيخ للأمن، أمس السبت، أن جميع محطات توليد الطاقة في أوكرانيا تضررت بفعل الهجمات الروسية، ما حرم الملايين من وسائل التدفئة مع تدني درجات الحرارة.
وقال: «ليس هناك محطة توليد طاقة واحدة في أوكرانيا لم تتضرر من الضربات الروسية، مضيفاً «لكننا ما زلنا نولد الكهرباء»، وأشاد بآلاف العمال الذين يبذلون جهوداً لإصلاح المحطات.
ودعا زيلينسكي إلى تسريع وتيرة تسليم أنظمة الدفاع الجوي التي توفرها دول غربية لأوكرانيا، قائلاً «نتمكن أحياناً من إيصال صواريخ جديدة لأنظمة باتريوت أو ناسامس قبيل وقوع هجوم، وأحياناً في اللحظة الأخيرة». وأضاف «لا أحد في أوكرانيا يعتقد أن بوتين سيترك شعبنا وشأنه».
محادثات جنيف برعاية أمريكية
واتهم موسكو بالسعي إلى تكرار اتفاقية ميونيخ عام 1938، حين قُسّمت تشيكوسلوفاكيا واندلعت الحرب العالمية الثانية بعد عام. واعتبر أن من الوهم الاعتقاد بإمكان إنهاء هذه الحرب بشكل نهائي بتقسيم أوكرانيا، تماماً كما كان من الوهم الاعتقاد بأن التضحية بتشيكوسلوفاكيا ستنقذ أوروبا من حرب كبرى.
وأكد زيلينسكي أن كييف تبذل كل ما في وسعها لإنهاء الحرب، وأن الضمانات الأمنية الفعّالة هي السبيل الوحيد للتوصل إلى اتفاق ومنع غزوات مستقبلية، مشدداً على أنه لا يمكن ترك أي ثغرة يمكن للروس استغلالها لإشعال حرب.
وتعقد روسيا وأوكرانيا محادثات برعاية أمريكية في جنيف الأسبوع القادم، وقال زيلينسكي إن كييف تبذل «كل ما في وسعها» لإنهاء الحرب.
وطالبت روسيا أوكرانيا بالانسحاب من منطقة دونيتسك، والاعتراف بضمّها الأراضي الأوكرانية التي تحتلها.
In a striking statement, Russian Deputy Foreign Minister Mikhail Galuzin expressed his country’s readiness to discuss the idea of a temporary external administration for Ukraine with the United States and other countries, under the auspices of the United Nations.
Deprivation of the Negotiation Table
Galuzin considered that Europe has effectively deprived itself of a seat at the negotiation table regarding the Ukrainian settlement due to its ideological rigidity and refusal to engage in direct dialogue with Russia.
In an interview with the Russian news agency “TASS,” he pointed out that due to their “ideological rigidity and blatant incompetence,” the officials currently responsible for shaping the foreign policy directions of “united Europe” have made a strategic mistake, according to him. Galuzin added: “By refusing direct dialogue with our country, Brussels has essentially deprived itself of a place at the negotiation table.”
Delivery of Air Defense Systems
Ukrainian President Volodymyr Zelensky announced at the Munich Security Conference yesterday, Saturday, that all power plants in Ukraine have been damaged due to Russian attacks, depriving millions of heating sources as temperatures drop.
He stated: “There is not a single power plant in Ukraine that has not been affected by Russian strikes,” adding, “But we are still generating electricity,” and praised the thousands of workers who are making efforts to repair the plants.
Zelensky called for accelerating the delivery of air defense systems provided by Western countries to Ukraine, saying, “Sometimes we manage to deliver new missiles for Patriot or NASAMS systems just before an attack, and sometimes at the last moment.” He added, “No one in Ukraine believes that Putin will leave our people alone.”
Geneva Talks Under American Sponsorship
He accused Moscow of seeking to repeat the Munich Agreement of 1938, when Czechoslovakia was divided and World War II broke out a year later. He considered it an illusion to believe that this war could be definitively ended by dividing Ukraine, just as it was an illusion to think that sacrificing Czechoslovakia would save Europe from a major war.
Zelensky confirmed that Kyiv is doing everything it can to end the war, and that effective security guarantees are the only way to reach an agreement and prevent future invasions, emphasizing that no loophole can be left for the Russians to exploit to ignite war.
Russia and Ukraine are holding talks under American sponsorship in Geneva next week, and Zelensky stated that Kyiv is doing “everything it can” to end the war.
Russia has demanded that Ukraine withdraw from the Donetsk region and recognize its annexation of the Ukrainian territories it occupies.
