أصدر الرئيس الفلسطيني محمود عباس اليوم (الإثنين)، قراراً بنشر المسودة الأولى لمشروع الدستور المؤقت لدولة فلسطين، وإتاحتها للاطلاع العام عبر المنصة الإلكترونية المخصصة للجنة الوطنية لصياغة الدستور، وفي وسائل النشر التي تقررها اللجنة.
أفادت وكالة الأنباء الفلسطينية (وفا) أن القرار يهدف إلى توسيع نطاق المشاركة المجتمعية في صياغة الوثيقة الدستورية، من خلال دعوة المواطنين، ومؤسسات المجتمع المدني، والقوى السياسية، والخبراء، والأكاديميين إلى تقديم ملاحظاتهم ومقترحاتهم على المسودة، خلال فترة تمتد إلى 60 يوماً من تاريخ نشر القرار.
وأشار القرار إلى لجنة التنسيق والصياغة المنبثقة عن لجنة إعداد الدستور المؤقت ستتولى استلام الملاحظات وتنظيمها ودراستها، وسيتم تصنيفها إلى ملاحظات جوهرية تتعلق بالمبادئ الدستورية، وأخرى فنية مرتبطة بالصياغة والتنظيم، تمهيداً لإدخال التعديلات اللازمة بما يحقق المصلحة العامة والتوافق الوطني.
ووفقاً لوكالة الأنباء الفلسطينية فإن اللجنة ستعد تقريراً مفصلاً بنتائج دراسة الملاحظات والتوصيات، ليُرفع إلى الرئيس محمود عباس لمناقشته واعتماده قبل إعداد النسخة النهائية من مشروع الدستور.
وشدد القرار على أن الجهات المختصة ستتولى تنفيذ أحكامه، على أن يُعمل به من تاريخ صدوره وينشر في الجريدة الرسمية.
Palestinian President Mahmoud Abbas issued a decision today (Monday) to publish the first draft of the provisional constitution for the State of Palestine and make it available for public review through the electronic platform designated for the National Committee for Drafting the Constitution, as well as through the media outlets determined by the committee.
The Palestinian News Agency (Wafa) reported that the decision aims to expand the scope of community participation in drafting the constitutional document by inviting citizens, civil society organizations, political forces, experts, and academics to submit their comments and suggestions on the draft within a period of 60 days from the date of the decision’s publication.
The decision indicated that the Coordination and Drafting Committee, which is formed from the Provisional Constitution Preparation Committee, will be responsible for receiving, organizing, and studying the comments. These will be classified into substantive comments related to constitutional principles and technical comments related to drafting and organization, in preparation for making the necessary amendments to serve the public interest and national consensus.
According to the Palestinian News Agency, the committee will prepare a detailed report on the results of studying the comments and recommendations, which will be submitted to President Mahmoud Abbas for discussion and approval before preparing the final version of the constitution draft.
The decision emphasized that the relevant authorities will implement its provisions, effective from the date of its issuance, and it will be published in the official gazette.
