تفاوض الولايات المتحدة إيران على أسنّة الرماح، وبينما الجولات مخططة في مسقط، فإن حاملة طائرات أخرى هي الأكبر في طريقها للخليج، والمفاوض الأمريكي على الطاولة في عُمان بثياب ضباط البحرية.
هل تفاوض الولايات المتحدة حقيقي، أم أن ترمب أرسل رجالاً يضعون لمسات أخيرة على اتفاق تصوّر أن توقّعه طهران، وإلا اضطر إلى فعل ما لا يريد فعله كما قال؟
الإجابة مبهمة للآن، ففي ايران يسمونها مباحثات، وفي الولايات المتحدة يفضلونها مفاوضات. والكلام في طهران كما في واشنطن مرة إيجابي وأخرى وعيد.
واشنطن تعد بأنها لن تترك أحداً يخرج من الغرفة هذه المرة بلا التزامات، فإما قبول ما تضغط الولايات المتحدة لأجله، وإما تنفذ حاملات الطائرات ما قدمت من آخر الدنيا لفعله.
السؤال المٌلح: على ماذا يتفاوضان؟
في طهران قالوا إنهم قبلوا التباحث في النووي وتخصيبه ومقداره، وبعدما وافق ترمب أول الأمر، عاد إلى الشاشات للحديث عن المتظاهرين والصواريخ كما لو أنه قد اكتشف فجأة أنه لا بد أن تشملهما الجولات في عُمان.
إيران تتكلم عن خطوط حمراء، وأكّدت أكثر من مرة أنه لا سبيل للكلام عن الخارجين في شوارع البلاد عن القانون، ولا محل لأي كلام عن صواريخ.
لم يعد لدى إيران غير الباليستي، فهل متصور أن تتوقع واشنطن تخلّي الأولى عن كل ما تبقى لديها، فتنزع مخالب سبق وقلّمتها الحرب الأخيرة ؟
يضغط ترمب ويهدّد ويغيّر الكلام بين ليلة وضحاها..
قبل ساعات قال إن الحرب وشيكة، وقبل يومين قال إنه لا يتوقّع حرباً في الطريق، والبنتاغون على خط ثالث تقول إن قواتها في الخليج لديها الأوامر والأهداف، ولديها أيضاً تراتبية الخطة إذ ما صدرت الأوامر.
الجيش في طهران هو الآخر مستعد، ولاريجاني يعتبر الأراضي الإسرائيلية بكاملها مرمى للنيران، وكل القواعد الأمريكية في أنحاء المنطقة.
لا أحد يعلم للآن، ما الذي يدور في الغرف المغلقة؛ لأن العاصمتان تتكلمان عن رياح تفاؤل، وفي الوقت نفسه يلوح كل منهما بشد أجزاء السلاح.
ما الذي يتوقّعه هؤلاء وهؤلاء في جولة محاججات صفرية؟
أو ما المنتظر الذي ربما يمنح الأمل في أن يعود ما حشدته الولايات المتحدة إلى حيث أتى، وتعود الجبهة في إيران إلى ما تحت الحالة جيم؟
سفيرة أمريكية لها وزنها قالت للواشنطن بوست إن البيت الأبيض لا يمكن أن يرسل كل تلك القوات للشرق الأوسط لمجرد المناورة؟
على كل، يبقى لتل أبيب دورها في نقل الوضع من متوسط إلى حار جدّاً، ومن بارد إلى مستويات عالية من السخونة؛ لذلك لوحظت تغيّرات كثيرة في النبرة الأمريكية بعد أقل من ساعة من لقاء نتنياهو بترمب.
فهل سيستجيب المفاوض الإيراني، الآن، لمطالب أمريكية تمليها تل أبيب؟!
ليس لنا إلّا أن ننتظر.. ونرى.
The United States is negotiating with Iran at the tip of the spear, and while rounds are planned in Muscat, another aircraft carrier, the largest, is on its way to the Gulf, with the American negotiator at the table in Oman dressed in naval officer attire.
Is the U.S. negotiation genuine, or did Trump send men to put the finishing touches on an agreement he imagined Tehran would sign, or else he would have to do what he does not want to do, as he said?
The answer remains ambiguous for now; in Iran, they call it discussions, while in the United States, they prefer to call it negotiations. The talk in Tehran, as in Washington, is sometimes positive and other times threatening.
Washington promises that it will not let anyone leave the room this time without commitments, either accepting what the United States is pressing for or the aircraft carriers will execute what they have come from the ends of the earth to do.
The pressing question is: what are they negotiating about?
In Tehran, they said they accepted to discuss nuclear issues, its enrichment, and its extent, and after Trump initially agreed, he returned to the screens to talk about protesters and missiles as if he suddenly discovered that they must be included in the rounds in Oman.
Iran speaks of red lines and has confirmed multiple times that there is no room for discussion about those who are out in the streets of the country against the law, nor is there any place for talk about missiles.
Iran no longer has anything but ballistic missiles, so is it conceivable that Washington expects the former to abandon everything it has left, removing claws that the last war had already trimmed?
Trump pressures, threatens, and changes his words overnight…
Just hours ago, he said that war is imminent, and two days ago he said he does not expect a war on the way, while the Pentagon is on a third line saying that its forces in the Gulf have orders and objectives, and they also have a hierarchy of plans should orders be issued.
The army in Tehran is also prepared, and Larijani considers all Israeli territories a target for fire, as well as all American bases in the region.
No one knows yet what is happening in the closed rooms; because both capitals are talking about winds of optimism, while at the same time each is threatening to tighten the parts of the weapon.
What do these and those expect in a zero-sum argument round?
Or what is the awaited outcome that might give hope that what the United States has amassed will return to where it came from, and the front in Iran will return to below condition C?
An influential American ambassador told the Washington Post that the White House cannot send all those forces to the Middle East just for maneuvering?
In any case, Tel Aviv still has its role in shifting the situation from moderate to very hot, and from cold to high levels of heat; therefore, many changes in the American tone were noted less than an hour after Netanyahu’s meeting with Trump.
So will the Iranian negotiator now respond to American demands dictated by Tel Aviv?!
All we can do is wait… and see.
