تدور خلال هذه الأيام الكثير من المفاوضات والنقاشات بشأن مستقبل قطاع غزة وما ينتظره من أحداث قادمة، وهو ما قد يلقي الضوء حول مستقبل تلك المنطقة والتي شهدت الكثير من الأحداث الجسام خلال العامين الماضيين، فها هو القطاع يكاد يخرج من معاناته التي بدت بلا نهاية إلى مستقبل قد يشهد بعض التحسّن، فمنذ اندلاع أحداث السابع من أكتوبر 2023 شهد القطاع واحدة من أشد الأزمات الإنسانية في تاريخنا الحديث، والتي نتج عنها عشرات الألوف من القتلى والجرحى، وتدمير شبه تام لكافة البنى التحتية بالقطاع ولاسيما الحيوية منها، وهو ما أسفر عن تدهور كامل لكافة الخدمات الطبية والصحية والتعليمية، ترافق معه نزوح ضخم للسكان من مكان لآخر هرباً من جحيم القصف الإسرائيلي الدموي الذي طال كل بقعة من بقاع قطاع غزة.
من المؤكد أن المعاناة الإنسانية لسكان القطاع لا يمكن أن تمحى بسهولة بل ستستغرق وقتاً كبيراً للتعافي وعلى نحو تدريجي بطيء، وهو الأمر الذي يستوجب أولاً وقبل كل شيء وقف الاستفزازات الإسرائيلية وعمليات التصعيد العسكري بكافة أشكاله ضد المدنيين من أهل غزة، والدخول الجاد في مفاوضات تحمي حقوق الفلسطينيين، فوقف العمليات العدائية شرط أساسي لبدء عملية سلام حقيقي مستدام وليس مجرد ترتيبات مؤقتة لا تكفل ولا تضمن توقف الطرفين عن الاقتتال.
من الضروري أن نؤكد على أهمية تحلي الطرف الإسرائيلي بحسن النية والبدء الفوري في تنفيذ بنود الاتفاق التي تم التوصل إليه دون تسويف أو مماطلة، فالتلاعب في تنفيذ ما تم الاتفاق عليه يزيد من التوترات الكامنة تحت السطح ويعرقل جهود البناء، ولعل أحد أهم بوادر حسن النية بخلاف الوقف الفوري والشامل لكافة الأعمال العدائية والاحترام الكامل للقوانين الدولية، هو رفع القيود المفروضة على الجهود الإنسانية المبذولة للتخفيف عن سكان القطاع، وفتح جميع المعابر بشكل كامل مما يسمح بمرور المساعدات المقدّمة لأهل غزة بشكل آمن، مع السماح بتنقلهم بحرية لضرورة رفع المعاناة وتقليل الاحتقان العام في المنطقة.
ولعل مجلس السلام الذي دشّن أعماله الرئيس الأمريكي دونالد ترمب مؤخراً، برئاسة الولايات المتحدة يعد بارقة أمل لمستقبل غزة، وهو المجلس الذي يهدف لمهام عديدة من أهمها إرساء جهود عملية السلام، وتنسيق جهود إعمار القطاع، وتعزيز الاستقرار بشكل عام فيه، غير أنه بطبيعة الحال قد يواجه هذا المجلس الكثير من العثرات والعراقيل، ولذلك يظل المجلس محل جدل بين التصريحات المعلنة والواقع الفعلي على الأرض، مما يستوجب بذل المزيد من الجهود الدولية والعربية والإقليمية لمعالجة جذور الصراع بين الفلسطينيين وبين إسرائيل، فالتجارب السابقة توضح جلياً أن أي مبادرة لا تعالج جذور الصراع تعني عودة نيران الحرب للمشهد مرة أخرى، مما يعني انهيار الهدنة الإنسانية لأهل غزة وعودة العذاب والمعاناة لهم.
وبدون شك يمثّل انضمام المملكة العربية السعودية لمجلس السلام تأكيداً لدور المملكة في حفظ السلام في كافة ربوع العالم، وعلى الأخص فيما يخص قضية بحجم وأهمية فلسطين، وهو ما يعيد للأذهان الدور الذي تلعبه المملكة في الساحة الدولية كلاعب أساسي في قضية إرساء السلام ودعم الاستقرار في المنطقة، ويوضح بجلاء الوزن السياسي والثقل الاقتصادي والمكانة التي تحتلها بين كافة دول العالم.
يعد انضمام المملكة لمجلس السلام تأكيداً على التزام المملكة العربية السعودية بدعم مهمة مجلس السلام لإنهاء النزاع في قطاع غزة، واعترافاً بالدور الكبير الذي لعبته وتلعبه في توفير الدعم للشعب الفلسطيني سواء قبل الحرب أو خلالها أو بعدها، ولعل أبرزها توفير الكثير من المساعدات الإنسانية الضخمة للمدنيين في القطاع، حيث قامت المملكة بمد العديد من الجسور الجوية والبحرية والتي حملت آلاف الأطنان من المواد الغذائية والمنتجات الطبية والمساعدات الإيوائية، وهو ما يبرهن على وعي المملكة وإدراكها لضرورة تكاتف جميع الجهود لمساعدة أهالي القطاع المنكوبين، ومساعدة المنطقة على أن تنعم ببعض السلام عقب الصراع الذي عاشته العامين الماضيين.
In recent days, there have been many negotiations and discussions regarding the future of the Gaza Strip and the events that await it, which may shed light on the future of this area that has witnessed many significant events over the past two years. The strip is on the verge of emerging from its suffering, which seemed endless, into a future that may witness some improvement. Since the outbreak of events on October 7, 2023, the strip has experienced one of the most severe humanitarian crises in our modern history, resulting in tens of thousands of casualties and injuries, and almost complete destruction of all infrastructure in the strip, especially the vital ones. This has led to a complete deterioration of all medical, health, and educational services, accompanied by a massive displacement of residents from one place to another, fleeing the hell of the bloody Israeli bombardment that has affected every corner of the Gaza Strip.
It is certain that the humanitarian suffering of the residents of the strip cannot be easily erased; rather, it will take a significant amount of time to recover gradually and slowly. This necessitates, first and foremost, the cessation of Israeli provocations and military escalation in all its forms against the civilians of Gaza, and a serious engagement in negotiations that protect the rights of Palestinians. Halting hostilities is a fundamental condition for starting a genuine, sustainable peace process, not just temporary arrangements that do not guarantee the cessation of fighting between the two parties.
It is essential to emphasize the importance of the Israeli side demonstrating good faith and immediately starting to implement the terms of the agreement reached without procrastination or delay. Manipulating the implementation of what has been agreed upon increases the tensions simmering beneath the surface and hinders reconstruction efforts. Perhaps one of the most important signs of good faith, aside from the immediate and comprehensive cessation of all hostilities and full respect for international laws, is lifting the restrictions imposed on humanitarian efforts aimed at alleviating the suffering of the residents of the strip, and fully opening all crossings to allow the safe passage of aid to the people of Gaza, while permitting their free movement to alleviate suffering and reduce general tensions in the region.
Moreover, the Peace Council recently inaugurated by U.S. President Donald Trump, chaired by the United States, represents a glimmer of hope for the future of Gaza. This council aims to undertake many tasks, the most important of which are establishing efforts for a peace process, coordinating reconstruction efforts in the strip, and enhancing overall stability there. However, this council may naturally face many obstacles and challenges, which keeps it a subject of debate between the announced statements and the actual situation on the ground. This necessitates further international, Arab, and regional efforts to address the roots of the conflict between the Palestinians and Israel. Previous experiences clearly show that any initiative that does not address the roots of the conflict means the return of the flames of war to the scene once again, which implies the collapse of the humanitarian truce for the people of Gaza and the return of suffering and hardship for them.
Undoubtedly, Saudi Arabia’s joining the Peace Council confirms the Kingdom’s role in maintaining peace across the world, especially regarding an issue as significant and important as Palestine. This brings to mind the role the Kingdom plays on the international stage as a key player in establishing peace and supporting stability in the region, clearly demonstrating its political weight, economic influence, and the status it occupies among all countries in the world.
Saudi Arabia’s membership in the Peace Council reaffirms the Kingdom’s commitment to supporting the mission of the Peace Council to end the conflict in the Gaza Strip, and acknowledges the significant role it has played and continues to play in providing support to the Palestinian people, whether before, during, or after the war. Notably, it has provided substantial humanitarian aid to civilians in the strip, as the Kingdom has established numerous air and sea bridges that carried thousands of tons of food, medical supplies, and emergency assistance. This demonstrates the Kingdom’s awareness and recognition of the necessity for all efforts to unite in helping the afflicted residents of the strip and assisting the region in enjoying some peace after the conflict it has endured over the past two years.
