أقرت ضوابط بقاء المركبات المسجلة في إحدى دول مجلس التعاون لدول الخليج العربية داخل المملكة، حداً أقصى لمدة بقائها لا يتجاوز 90 يوماً خلال كل 365 يوماً، سواء كانت المدة متصلة أو منفصلة، وذلك ابتداءً من تاريخ دخول المركبة عبر المنفذ الجمركي.
وبحسب الضوابط، تطبق الأحكام على المركبة التي يملكها مواطن أو مقيم -أو فُوض أي منهما بقيادتها- داخل المملكة، باستثناء التفويض الصادر لمركبة مستأجرة من منشأة مرخص لها في إحدى دول المجلس.
وأتاحت الضوابط لمالك المركبة أو المفوض بقيادتها التقدم إلى وزارة الداخلية بطلب تمديد مدة البقاء قبل انتهائها، على أن يكون التمديد وفق ما تقرره الوزارة، التي تحدد بدورها البيانات والإجراءات المنظمة لذلك، فيما تزوّد هيئة الزكاة والضريبة والجمارك وزارة الداخلية بالبيانات اللازمة لتطبيق الأحكام.
كما أوجبت الضوابط تسجيل بيانات المركبة لدى المنفذ الجمركي وفق المتطلبات والإجراءات التي تحددها الهيئة.
ونصت على معاقبة كل من يتجاوز مدة البقاء المحددة، وفقاً لما ورد في نظام المرور، باعتبار ذلك مخالفة مدرجة ضمن جدول المخالفات.
The regulations for the stay of vehicles registered in one of the Gulf Cooperation Council countries within the Kingdom have set a maximum duration of stay not exceeding 90 days within every 365 days, whether the duration is continuous or separate, starting from the date the vehicle enters through the customs port.
According to the regulations, the provisions apply to vehicles owned by a citizen or resident – or authorized by either to drive it – within the Kingdom, except for the authorization issued for a rented vehicle from a licensed establishment in one of the Council countries.
The regulations allow the vehicle owner or the authorized driver to submit a request to the Ministry of Interior for an extension of the stay duration before it expires, provided that the extension is in accordance with what the ministry decides, which in turn specifies the data and procedures organized for that, while the Zakat, Tax, and Customs Authority provides the Ministry of Interior with the necessary data to apply the provisions.
The regulations also require the registration of vehicle data at the customs port according to the requirements and procedures specified by the authority.
It stipulated punishing anyone who exceeds the specified duration of stay, according to what is stated in the traffic system, considering this a violation listed in the violations schedule.
