في قصر السلام كان اللقاء الأخوي الكبير لتأكيد العلاقات الوثيقة والتاريخية بين مصر والسعودية والسبل الكفيلة بتطويرها في مختلف المجالات، وبحث عدد من الموضوعات العربية والإقليمية والدولية ذات الاهتمام المشترك.
فعلاقات الشقيقين الكبيرين تمثل نموذجاً راسخاً للتكامل العربي والشراكة الإستراتيجية التي ترتكز على وحدة المصير وتطابق المصالح، وتملك تاريخاً طويلاً من التنسيق والتضامن في مواجهة كافة التحديات.
من المعلوم بالضرورة أن مقتضيات الزعامة، ومتطلبات القيادة لدى الأشخاص لا تقوم إلا بشروط ينيف بها صاحبها عن غيره، فيعلو بها ذكره، ويسمو بها قدره، ويستحق بها أن يُسوّد في قومه، ويقدّم في رهطه، تقديم تكليف بجدارة، وتشريف باستحقاق، وجماع ذلك كله في أمرين مهمين؛ أولهما تكامل الصفات الشخصية والمزايا بلا شبه تشينه، ولا ريب تحط من قدره، مع عقل وافر، وحكمة بالغة، وعزم ماضٍ، وشدةٍ منزوع عنها شوك الفظاظة، ولين مسلوب عنه خور الضعف وقلّة الحيلة، وغيرها مما هو معروف ومتوارث عن صفات الزعماء، ومزايا القياديين الأفذاذ.
وثانيهما القدرة المادية التي تعينه على النهوض بأعباء الرئاسة وتكاليف الزعامة، من صرف بلا بذخ، وتدبير لشؤون الغير على بساط المواددة والإيلاف وتضميد الجراح، والإعانة بغير منٍ ولا أذى ولا رياء أو سمعة.
فلئن كان ذلك منظور في زعامة الأشخاص، فهو ينطبق تمام الانطباق على الدول نفسها، بصورة أو أخرى، فلا تبلغ أي دولة مبلغ الريادة ما لم تكن مسنودة بقيادة راشدة حكيمة، لها من القدرة المادية والمالية ما يحمل قرارها إلى مناط التنفيذ الفوري، ويجعل يدها العليا، ويبقيها في مركز القوة بلا حاجة إلى معونة من أحد، بما يسم علاقتها بالدول الأخرى بميسم الندية، ويشج علاقتها الاقتصادية بواشجة تبادل المنافع خدمة لشعبها، وتواصلاً مثمراً مع دول العالم كافة.
هذا توصيف ينطبق تمام الانطباق على حاضر المملكة في هذا العهد الزاهر، عهد «سلمان الحزم والعزم»، و«محمد الرؤية».
فمن سديد القول وراجحه أن المملكة في حاضرها المعيش أصبحت رقماً عصيّاً على التجاوز، على المستويين الإقليمي والعالمي، وتكفي الإشارة فقط إلى موقعها الطليعي بين مجموعة العشرين، والدور المحوري الذي تلعبه فيها، بما وضع على كاهلها مسؤوليات جساماً في ما يتصل بالملفات العربية والخليجية والإسلامية، فباتت في موقع الزعامة استحقاقاً وجدارة، كفاء ما تتمتع به من قيادة حكيمة، وقدرات مالية هي موضع تسخير وعون للإنسانية جمعاء، ناهيك عن الدول العربية والإسلامية.
ومن مظاهر الحكمة لدى القيادة السعودية، وجدارتها بالزعامة حرصها المطلق على فتح الأبواب، والمشورة، والسعي الدائب لتنسيق المواقف، وتقريب وجهات النظر، وهو عين ما يسم العلاقة بينها وبين الشقيقة مصر، وما الزيارة الأخيرة للرئيس المصري عبدالفتاح السيسي، إلا إحدى تجليات هذا التنسيق و«الهارموني» السياسي الذي يتمتع بها البلدان الشقيقان حيال كافة الملفات والقضايا ذات الاهتمام المشترك إقليمياً ودولياً، من واقع أن كلا البلدين ينتهج السياسات نفسها في ما يتصل بتشجيع الحلول السلمية إزاء كافة المعضلات والنزاعات الإقليمية والدولية، ويتجلى ذلك في ملفات سوريا، وليبيا، والسودان، واليمن، والعراق، ولبنان، والقضية الفلسطينية، وما يحدث في الضفة الغربية وقطاع غزة، وغيرها من الملفات الساخنة على الساحة العربية والإسلامية، وحرص البلدين على حتمية إحلال السلم والأمن والاستقرار في المنطقة عموماً والعالم، مع التشديد على معارضة التدخل في الشؤون الداخلية للدول العربية، أو تهديد استقرارها وتقويض مصالح شعوبها.
إن زيارة الرئيس المصري الأخيرة تكتسب أهميتها من واقع تزامنها مع ما تشهده المنطقة من تطورات خطيرة، وبخاصة بعد التصريح غير المسؤول الذي أدلى به السفير الأمريكي لدى إسرائيل مايك هاكابي حول إمكانية «سيطرة» إسرائيل على مساحة شاسعة من الشرق الأوسط على أسس توراتية، فالتحديات المستقبلية حيال مثل هذه التصريحات الخطيرة، وغيرها من القضايا الأخرى تستوجب تنسيقاً في المواقف، وتوسيع دائرة المشورة، والخروج بموقف عربي واحد ومتسق، وهو أمر تضطلع به المملكة وتنهض نهوض مسؤولية وجدارة وزعامة مستحقة.
غير غافلين حاجة مصر للسند السعودي في ما يتصل بأمنها المائي، ودعوتها المستمرة إلى ضرورة إبرام اتفاق قانوني ملزم لتعبئة وتشغيل سد النهضة الإثيوبي، وعدم اتخاذ أي إجراءات أحادية تضر بالحصص التاريخية لمصر والسودان على السواء.. فضلاً عن الملف الأمني في البحر الأحمر وتأمين خطوط الملاحة الدولية في ظل التوترات الإقليمية والتهديدات المستمرة لسلاسل الإمداد العالمي، وغيرها من القضايا والملفات التي لا شك أن هذه الزيارة على قصر مدتها، قد عالجتها بشكل حازم وحكمة بالغة، بما يبشّر بثمارها قريباً على أرض الواقع المنظور.
In the Palace of Peace, there was a significant fraternal meeting to reaffirm the close and historical relations between Egypt and Saudi Arabia and the means to develop them in various fields, as well as to discuss several Arab, regional, and international issues of mutual interest.
The relationship between the two great brothers represents a solid model of Arab integration and a strategic partnership based on a shared destiny and aligned interests, possessing a long history of coordination and solidarity in facing all challenges.
It is well known that the requirements of leadership and the demands of leadership among individuals can only be met under conditions that elevate the individual above others, enhancing their reputation, raising their status, and qualifying them to lead their people and be honored among their peers, deserving of a position of responsibility with merit and distinction. This is all encapsulated in two important matters; the first is the integration of personal qualities and attributes without any blemish that would diminish their worth, along with abundant intellect, profound wisdom, unwavering determination, strength devoid of the thorns of rudeness, and gentleness free from the weakness and helplessness, among other traits that are well-known and inherited from the characteristics of leaders and the advantages of distinguished executives.
The second is the material capability that enables them to shoulder the burdens of presidency and the costs of leadership, spending without extravagance, managing the affairs of others with kindness and compassion, healing wounds, and providing assistance without condescension, harm, pretense, or reputation-seeking.
If this perspective applies to the leadership of individuals, it equally applies to states themselves, in one way or another. No state can reach the level of leadership unless it is supported by wise and sound leadership, possessing the material and financial capacity to carry its decisions into immediate implementation, ensuring its upper hand, and maintaining its position of power without needing assistance from anyone, thus marking its relations with other countries with a sense of equality and enhancing its economic relations through mutual benefit for the service of its people, and fruitful communication with all countries of the world.
This description perfectly applies to the present of the Kingdom in this prosperous era, the era of “Salman of Resolve and Determination” and “Mohammed of Vision.”
It is a valid and sound statement that the Kingdom, in its current reality, has become a formidable number on both the regional and global levels. It suffices to point to its leading position among the G20 and the pivotal role it plays within it, which has placed enormous responsibilities on its shoulders concerning Arab, Gulf, and Islamic issues, thus achieving a position of leadership by right and merit, thanks to its wise leadership and financial capabilities that are dedicated to serving humanity as a whole, not to mention Arab and Islamic countries.
Among the manifestations of wisdom in Saudi leadership and its worthiness of leadership is its absolute commitment to opening doors, consulting, and tirelessly working to coordinate positions and bring viewpoints closer together. This is precisely what characterizes the relationship between it and sister Egypt. The recent visit of Egyptian President Abdel Fattah el-Sisi is but one manifestation of this coordination and the political “harmony” enjoyed by the two brotherly countries regarding all files and issues of mutual interest regionally and internationally, given that both countries pursue the same policies concerning encouraging peaceful solutions to all regional and international dilemmas and disputes. This is evident in the files of Syria, Libya, Sudan, Yemen, Iraq, Lebanon, the Palestinian issue, what is happening in the West Bank and Gaza Strip, and other hot files on the Arab and Islamic scene, as well as the two countries’ commitment to the necessity of establishing peace, security, and stability in the region and the world, while emphasizing their opposition to interference in the internal affairs of Arab states or threatening their stability and undermining the interests of their peoples.
The recent visit of the Egyptian president gains its importance from the fact that it coincides with the serious developments in the region, especially after the irresponsible statement made by the American ambassador to Israel, Mike Huckabee, regarding the possibility of “Israel’s control” over vast areas of the Middle East on biblical grounds. The future challenges posed by such dangerous statements and other issues require coordination of positions, expanding the circle of consultation, and arriving at a unified and consistent Arab stance, a responsibility that the Kingdom undertakes with merit and rightful leadership.
We are not oblivious to Egypt’s need for Saudi support regarding its water security and its ongoing call for a legally binding agreement to fill and operate the Ethiopian Renaissance Dam, and to refrain from any unilateral actions that harm the historical shares of both Egypt and Sudan. Additionally, there is the security file in the Red Sea and securing international shipping lines amid regional tensions and ongoing threats to global supply chains, among other issues and files that this visit, despite its short duration, has undoubtedly addressed with firmness and profound wisdom, promising tangible results soon in the observable reality.
