اعتمدت وزارة الطاقة تعديلات قواعد و ضوابط تطبيق تعريفة الاستهلاك الكثيف للكهرباء.وتتمثل مراحل التقديم للحصول على تعريفة الاستهلاك الكثيف في 3 مراحل، الأولى قيام المستهلك بتقديم طلب للحصول على تعريفة الاستهلاك من خلال بوابة مقدم الخدمة في الفترة من 1 ابريل إلى 30 يونيو، و الثانية إرسال البيانات المالية المدققة من 1 أغسطس إلى 31 أغسطس، والمرحلة الثالثة تأكيد الاستحقاق من 15 أكتوبر إلى 31 أكتوبر.
وبحسب القواعد يكون المستهلك مؤهلا لتطبيق تعريفة الاستهلاك الكثيف على منشآته بعد التقدم بطلب الحصول على التعريفة وتوفر جميع الاشتراطات المطلوبة.
طبقا الضوابط يكون تاريخ نهاية مدة الاستحقاق لتطبيق التعريفة للمنشآت الجديدة التي تتقدم بطلب إيصال الخدمة الكهربائية قبل نهاية عام 2023م، يكون تاريخ نهاية استحقاق التطبيق بعد 7 أعوام من تاريخ إطلاق التيار الكهربائي للمنشأة. وبعد انتهاء مدة الاستحقاق لتطبيق التعريفة، أو عند انتفاء أحد اشتراطات التأهيل خلال مدة الاستحقاق، يتم تطبيق تعريفة استهلاك الكهرباء على المنشأة وفقًا لأحكام الدليل.
واعتبرت الضوابط المستهلك مؤهلًاً لتطبيق تعريفة الاستهلاك الكثيف على منشأته، بعد التقدم بطلب الحصول على التعريفة وتوفر جميع الاشتراطات اهمها ألا يسري الاشتراط على المستهلك في حالة عدم توفّر البيانات اللازمة للتحقق من الاشتراط لدى مقدم الخدمة وقت التقديم، أو أن إجمالي فترة الاستهلاك المتوفرة لا تتجاوز (6) أشهر متتالية على أن يرسل المستهلك البيانات المالية لمنشأته إلى بوابة نموذج حساب التكاليف خلال المرحلة الثانية للتقديم موضحاً فيها نسبة تكلفة الكهرباء إلى التكاليف التشغيلية من دون المواد الخام للمنشأة.
ويراعى في ذلك انه حال إطلاق الخدمة الكهربائية للمنشأة خلال عام التقديم نفسه، على المستهلك إرسال دراسة جدوى وتقييم للتكاليف إلى بوابة نموذج حساب التكاليف حسب ماهو موضح في النموذج الاسترشادي للبيانات المالية مع منح المركز موافقةً مشروطة للمستهلك، أو استثناء بعض الأنشطة من تطبيق بعض معايير كفاءة الطاقة، و يقوم المركز بتزويد الهيئة ومقدم الخدمة بإفادة توضح حالة الموافقة للمستهلك خلال الفترة المنصوص عليها.
عدادات مستقلة للمنشأة
اشترت الضوابط على مقدم الخدمة القيام بإشعار المستهلك المؤهل لتعريفة الاستهلاك الكثيف بعد المرحلة الثالثة للتقديم بتخصيص عدادات مستقلة للمنشأة وللنشاط المؤهل ــــــــ عند عدم توفرها ـــــــ واستكمال التركيب قبل تاريخ بداية استحقاق تطبيق التعريفة على المنشأة. كما اشترطت الضوابط أن يتعهد المستهلك لمقدم الخدمة عند تقديم طلب الحصول على التعريفة بالنزامات عدة منها انه في حال تأهيل منشأته إرسال البيانات المالية المدققة لمنشأته سنويًا إلى بوابة نموذج حساب التكاليف خلال المرحلة الثانية للتقديم المنصوص عليها في الفصل العاشر و إشعار مقدم الخدمة بشكل فوري بأي تغيير قد يؤثر على استيفائه لاشتراطات التأهيل، وأن أي تأخير في الإشعار لا يعفي المستهلك من تطبيق تعريفة استهلاك الكهرباء على المنشأة من تاريخ حدوث التغيير المؤثر على استيفائه لاشتراطات التأهيل.
The Ministry of Energy has adopted amendments to the rules and regulations for applying the intensive electricity consumption tariff. The application process for obtaining the intensive consumption tariff consists of three stages: the first stage involves the consumer submitting a request for the tariff through the service provider’s portal from April 1 to June 30; the second stage is the submission of audited financial data from August 1 to August 31; and the third stage is the confirmation of eligibility from October 15 to October 31.
According to the rules, a consumer is eligible to apply the intensive consumption tariff to their facilities after submitting a request for the tariff and meeting all the required conditions.
According to the regulations, the end date for the eligibility period for applying the tariff for new facilities that submit a request for electrical service connection before the end of 2023 will be seven years from the date of the electrical current launch for the facility. After the eligibility period for applying the tariff ends, or if any of the qualification conditions are no longer met during the eligibility period, the electricity consumption tariff will be applied to the facility according to the provisions of the guide.
The regulations consider the consumer eligible to apply the intensive consumption tariff to their facility after submitting a request for the tariff and meeting all the conditions, the most important of which is that the condition does not apply to the consumer if the necessary data for verifying the condition is not available to the service provider at the time of application, or if the total available consumption period does not exceed six consecutive months, provided that the consumer sends the financial data for their facility to the cost calculation model portal during the second application stage, indicating the percentage of electricity costs to operational costs excluding raw materials for the facility.
It should be noted that if the electrical service for the facility is launched during the same application year, the consumer must submit a feasibility study and cost assessment to the cost calculation model portal as outlined in the financial data guideline, with the center granting conditional approval to the consumer, or exempting certain activities from applying some energy efficiency standards. The center will provide the authority and the service provider with a statement clarifying the approval status for the consumer during the specified period.
Independent Meters for the Facility
The regulations require the service provider to notify the consumer eligible for the intensive consumption tariff after the third application stage about the allocation of independent meters for the facility and the qualifying activity—when not available—and to complete the installation before the start date of the eligibility for applying the tariff to the facility.
The regulations also stipulate that the consumer must commit to the service provider when submitting the request for the tariff to several obligations, including that if their facility is qualified, they must send the audited financial data for their facility annually to the cost calculation model portal during the second application stage as specified in Chapter Ten, and to notify the service provider immediately of any changes that may affect their compliance with the qualification conditions. Any delay in notification does not exempt the consumer from applying the electricity consumption tariff to the facility from the date of the change affecting their compliance with the qualification conditions.
