أوصت اللجنة المختصة بإتاحة عرض الفيلم المصري «سفاح التجمع» مجدداً بطولة الفنان المصري أحمد الفيشاوي في دور السينما، وذلك بعد حذف عدد من المشاهد المثيرة للجدل، مع تحديد الفئة العمرية للمشاهدة لمن هم فوق 18 عامًا.
تظلم المنتج يقود لإعادة النظر
جاء القرار عقب اجتماع لجنة التظلمات العليا، التي شكلت بقرار من جيهان زكي وزيرة الثقافة المصرية، لبحث التظلم المقدم من المنتج المصري أحمد السبكي، اعتراضًا على قرار سابق أصدره الكاتب عبدالرحيم كمال بمنع عرض الفيلم وسحب نسخه من دور العرض.
مخالفات رقابية وراء الأزمة
تبين للجنة أن النسخة المعروضة تضمنت مشاهد لم تكن موجودة في السيناريو المجاز رقابيًا، إلى جانب احتوائها على لقطات عنف مفرط ومضامين اعتبرت مخالفة لشروط الترخيص، ما تسبب في قرار المنع الأول.
حذف مشاهد مثيرة للجدل
وبعد مراجعة العمل فنيًا ومضمونيًا، قررت اللجنة حذف عدد من المشاهد التي وصفت بأنها تمس القيم المجتمعية، من بينها مشاهد إساءة للأم، وأخرى تحمل إساءات للمرأة، بالإضافة إلى لقطات ذات طابع حاد أو إيحاءات غير مناسبة.
دعم السينما مع الالتزام بالقيم
وأكدت وزيرة الثقافة في بيان رسمي دعمها لصناعة السينما، مع التشديد على أهمية التزام الأعمال الفنية بالقيم المجتمعية ودورها في تعزيز الوعي العام.
إجراءات قانونية لتنظيم القرار
وكانت وزيرة الثقافة قد فعلت المادة 12 من قانون الرقابة على المصنفات الفنية، والتي تتيح تشكيل لجنة مختصة للنظر في التظلمات المتعلقة بقرارات المنع أو سحب التراخيص، حيث ضمت اللجنة ممثلين عن جهات ثقافية وفنية متعددة لضمان مراجعة عادلة ومتوازنة.
The specialized committee recommended allowing the screening of the Egyptian film “The Gathering’s Killer” again, starring Egyptian artist Ahmed El Fishawy, in cinemas, after removing a number of controversial scenes, with the age rating for viewers set at 18 and above.
The Producer’s Appeal Leads to Reconsideration
The decision came after a meeting of the High Appeals Committee, which was formed by a decree from Gehan Zaki, the Egyptian Minister of Culture, to discuss the appeal submitted by Egyptian producer Ahmed El Sobky, objecting to a previous decision issued by writer Abdel Rahim Kamal to ban the film’s screening and withdraw its copies from theaters.
Regulatory Violations Behind the Crisis
The committee found that the version being screened included scenes that were not present in the approved screenplay, in addition to containing excessive violence and themes that were considered violations of licensing conditions, which led to the initial ban decision.
Removal of Controversial Scenes
After reviewing the work both artistically and thematically, the committee decided to remove several scenes that were described as touching on societal values, including scenes that insult mothers and others that contain offenses against women, in addition to clips with sharp content or inappropriate implications.
Supporting Cinema While Upholding Values
The Minister of Culture confirmed in an official statement her support for the film industry, emphasizing the importance of artistic works adhering to societal values and their role in enhancing public awareness.
Legal Procedures to Regulate the Decision
The Minister of Culture had activated Article 12 of the Law on the Censorship of Artistic Works, which allows for the formation of a specialized committee to consider appeals related to ban decisions or the withdrawal of licenses, comprising representatives from various cultural and artistic entities to ensure a fair and balanced review.
