اقترحت مديرية الأمن العام إضافة فقرة لعقوبة قيادة مركبة تعود ملكيتها لشخص متوفى دون وجود تفويض بقيادتها، بغرامة تصل 900 ريال مع حجز المركبة حتى إزالة المخالفة.
ويهدف المشروع لتحفيز ورثة المتوفى أو وكيلهم الشرعي للمسارعة بتصحيح وضع المركبة التي تعود ملكيتها للمتوفى وحجزها لحين تصحيح وضعها حال قيام أحد من الورثة أو الغير بقيادتها دون وجود مستند نظامي بقيادتها الأمر الذي يترتب عليه التهرب من مسؤولية ارتكاب مخالفة السير أو الحوادث المرورية، وذلك لضمان المحافظة على السلامة العامة لمستخدمي الطريق.
ونص المقترح على إضافة مخالفة قيادة مركبة تعود ملكيتها لشخص متوفى دون وجود تفويض كمخالفة مرورية ضمن جدول المخالفات الملحق بنظام المرور وغرامتها بحدها الأدنى 500 ريال وحدها الأعلى 900 ريال.
وتسعى مديرية الأمن بهذا التعديل إلى ضمان تصحيح وضع المركبة المتوفى مالكها وعدم استخدامها فيما يخل بالأمن، وعدم استخدامها في ارتكاب المخالفات المرورية أو الحوادث المرورية.
وحدد الأمن العام الآثار المالية والاقتصادية والوظيفية عبر دعم القطاعات الأمنية والمرورية في متابعة المركبات التي توفى مالكها والعمل على تصحيح وضعها، وتحفيز ورثة المتوفى للمسارعة لتصحيح وضع المركبة.
تصحيح الوضع وصلاحية السيارة
يسعى التعديل إلى توفير بيئة مرورية آمنة من خلال منع قيادة تلك المركبة في الطرق حتى يتم تصحيح وضعها، وضمان اتخاذ الإجراءات اللازمة بحق تلك المركبات في التأكد من صلاحيتها للسير على الطرق وإخضاعها للفحص الدوري والتأمين وبقية الإجراءات المرورية، وتحديد المسؤولية عند وقوع الحوادث أو المخالفات المرورية مما يترتب عليه تقليل العبء على الجهات الحكومية.
وضمان استمرارية استخدام المركبة بشكل نظامي، مما يترتب عليه عدم إهمالها وتركها في الشوارع مما يشكل تشوّهًا حضرياً.
The General Directorate of Public Security has proposed adding a clause to the penalty for driving a vehicle owned by a deceased person without authorization to drive it, with a fine of up to 900 riyals and the vehicle being impounded until the violation is rectified.
The project aims to encourage the heirs of the deceased or their legal representative to promptly correct the status of the vehicle owned by the deceased and to impound it until its status is rectified, in case one of the heirs or others drives it without a legal document authorizing the driving, which leads to evading responsibility for traffic violations or accidents, thus ensuring the maintenance of public safety for road users.
The proposal stipulates adding the violation of driving a vehicle owned by a deceased person without authorization as a traffic violation within the violations schedule attached to the traffic system, with a minimum fine of 500 riyals and a maximum of 900 riyals.
The security directorate aims, through this amendment, to ensure the rectification of the status of the vehicle owned by the deceased and to prevent its use in a manner that undermines security, as well as to prevent its use in committing traffic violations or accidents.
The General Security has identified the financial, economic, and functional implications by supporting security and traffic sectors in monitoring vehicles whose owners have passed away and working to rectify their status, while encouraging the heirs of the deceased to expedite the correction of the vehicle’s status.
Rectifying the Status and Vehicle Validity
The amendment seeks to provide a safe traffic environment by preventing the driving of such vehicles on the roads until their status is rectified, ensuring that necessary measures are taken regarding these vehicles to confirm their roadworthiness and subjecting them to periodic inspections, insurance, and other traffic procedures, as well as determining liability in the event of accidents or traffic violations, which in turn reduces the burden on government entities.
It also ensures the continued legal use of the vehicle, which prevents neglecting it and leaving it on the streets, thus avoiding urban distortion.
