كشف التقرير السنوي لرؤية المملكة 2030 لعام 2025 مؤشرات تعكس تسارع وتيرة التحول الاقتصادي في المملكة، من خلال نمو الأنشطة غير النفطية واتساع دورها في دعم الناتج المحلي الإجمالي.
وتواصل منظومة التمويل التنموي دورها المحوري في تمكين هذا التحول، من خلال دعم القطاعات الحيوية، وتعزيز تنوع الاقتصاد، ورفع مساهمة القطاع الخاص بوصفه شريكاً رئيساً في تحقيق مستهدفات الرؤية.
وأسهمت منظومة التمويل التنموي في تمكين أكثر من 222 ألف مواطن من الحصول على فرص عمل عبر برنامج توطين2 التابع لصندوق تنمية الموارد البشرية (هدف) حتى نهاية عام 2025، في وقت تواصل فيه هذه البرامج تعزيز المهارات ورفع الجاهزية لسوق العمل، بما انعكس على معدل البطالة بوصوله إلى 7.2% بنهاية عام 2025 بتحسن ملحوظ مقارنة بمعدل 12.3% بنهاية عام 2016، وهو ما يعكس تحسن كفاءة السوق واتساع مشاركة الكفاءات الوطنية.
الإنسان أولاً
وأكد محافظ صندوق التنمية الوطني عبدالعزيز العريفي أن منظومة التمويل التنموي تنطلق من تمكين الإنسان أولاً بصفته ركيزة أساسية لأي نهضة تنموية، عبر توجيه رأس المال نحو المشاريع الأكثر أثراً واستدامة، بما يسهم في خلق فرص عمل نوعية، وتحفيز التنمية في مختلف المجالات، ورفع جودة الحياة، وتعزيز ازدهار المجتمعات في مختلف مناطق المملكة.
وأشار إلى أن صندوق التنمية الوطني، من خلال إشرافه على منظومة تنموية متكاملة، يعمل على تمكين القطاع الخاص، ودعم المنشآت الصغيرة والمتوسطة، وتسريع نمو القطاعات والصناعات الواعدة، بما يضمن تحقيق أثر اقتصادي واجتماعي ملموس، ويعزز بناء اقتصاد مزدهر ومستدام، يجعل المواطن شريكاً فاعلاً ومحوراً رئيسياً في مسيرة التنمية الوطنية.
وعلى مستوى القطاع الخاص، تبرز المنشآت الصغيرة والمتوسطة بصفتها أحد أهم محركات النمو، إذ عززت منظومة التمويل التنموي وصولها إلى التمويل عبر حلول مبتكرة، كان من أبرزها برنامج «كفالة» تحت مظلة بنك المنشآت الصغيرة والمتوسطة، إذ أصدر كفالات بقيمة 93 مليار ريال، مكنت أكثر من 27 ألف منشأة، من الحصول على تمويلات بلغت 130.6 مليار ريال، في خطوة تدعم خلق فرص اقتصادية جديدة.
مبادرات نوعية
وشهد قطاع الاستثمار الجريء نمواً استثنائياً، مدفوعاً بمبادرات نوعية، من أبرزها تأسيس الشركة السعودية للاستثمار الجريء (SVC) التي أسهمت في تحفيز الصناديق الاستثمارية، ما أدى إلى تضاعف حجم الاستثمار الجريء بنحو 25 ضعفاً خلال الفترة من عام 2018 وحتى نهاية عام 2025، لترسخ المملكة موقعها وجهة متقدمة لرواد الأعمال والمبتكرين.
وامتد أثر هذا التكامل ليشمل بيئة ريادة الأعمال، إذ حققت المملكة قفزة نوعية في التصنيفات العالمية، متقدمةً إلى المرتبة 23 ضمن أفضل البيئات الريادية عالمياً بعد أن كانت في المرتبة 83 في العام 2021، في مؤشر يعكس نضج بيئة الأعمال وتعاظم جاذبية السوق السعودية للمشاريع الابتكارية.
وعلى الصعيد الدولي، واصل بنك التصدير والاستيراد السعودي دعم تنافسية الصادرات الوطنية، من خلال تقديم تسهيلات ائتمانية بلغت 116 مليار ريال خلال عام 2025، فيما سجلت الصادرات غير النفطية أعلى مستوياتها التاريخية بقيمة 622.87 مليار ريال، في مؤشر يعكس تنامي حضور المنتجات السعودية في الأسواق العالمية.

The development financing system continues its pivotal role in enabling this transformation by supporting vital sectors, enhancing economic diversification, and increasing the contribution of the private sector as a key partner in achieving the objectives of the vision.
The development financing system has enabled more than 222,000 citizens to obtain job opportunities through the Tawteen2 program affiliated with the Human Resources Development Fund (Hadaf) by the end of 2025, while these programs continue to enhance skills and raise readiness for the labor market, which is reflected in the unemployment rate reaching 7.2% by the end of 2025, showing a significant improvement compared to the rate of 12.3% by the end of 2016, reflecting improved market efficiency and expanded participation of national competencies.
People First
The Governor of the National Development Fund, Abdulaziz Al-Raifi, confirmed that the development financing system is based on empowering people first as a fundamental pillar of any developmental renaissance, by directing capital towards the most impactful and sustainable projects, contributing to the creation of quality job opportunities, stimulating development in various fields, enhancing quality of life, and promoting the prosperity of communities across different regions of the Kingdom.
He pointed out that the National Development Fund, through its supervision of an integrated development system, works to empower the private sector, support small and medium enterprises, and accelerate the growth of promising sectors and industries, ensuring a tangible economic and social impact, and enhancing the construction of a prosperous and sustainable economy that makes citizens active partners and a central focus in the national development journey.
At the level of the private sector, small and medium enterprises stand out as one of the most important growth drivers, as the development financing system has enhanced their access to financing through innovative solutions, the most notable of which is the “Kafalah” program under the umbrella of the Small and Medium Enterprises Bank, which issued guarantees worth 93 billion riyals, enabling more than 27,000 enterprises to obtain financing amounting to 130.6 billion riyals, in a step that supports the creation of new economic opportunities.
Quality Initiatives
The venture capital sector has witnessed exceptional growth, driven by quality initiatives, the most prominent of which is the establishment of the Saudi Venture Capital Company (SVC), which has contributed to stimulating investment funds, leading to a twenty-five-fold increase in venture capital investment from 2018 until the end of 2025, solidifying the Kingdom’s position as an advanced destination for entrepreneurs and innovators.
The impact of this integration has extended to the entrepreneurial environment, as the Kingdom achieved a qualitative leap in global rankings, advancing to the 23rd position among the best entrepreneurial environments globally after being in the 83rd position in 2021, reflecting the maturity of the business environment and the increasing attractiveness of the Saudi market for innovative projects.
On the international front, the Saudi Export-Import Bank continued to support the competitiveness of national exports by providing credit facilities amounting to 116 billion riyals during 2025, while non-oil exports recorded their highest historical levels at 622.87 billion riyals, reflecting the growing presence of Saudi products in global markets.
