رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، الجلسة التي عقدها مجلس الوزراء الثلاثاء في جدة، وسط متابعة للتطورات الإقليمية الراهنة، وإقرار حزمة من القرارات التنموية والتنظيمية، شملت دعم الأشخاص ذوي الإعاقة المحتاجين، والموافقة على اللائحة التنفيذية لنظام جمع التبرعات، وتنظيم المركز الوطني للصقور.
وفي مستهل الجلسة، أطلع ولي العهد المجلس على مضامين الرسائل التي تلقاها خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود وسموه، من رئيس جمهورية زيمبابوي إيمرسون منانغاغوا، ورئيس جمهورية رواندا بول كاغامي، ورئيس جمهورية أوزبكستان شوكت ميرضيائيف، ورئيسة وزراء اليابان ساناي تاكيتشي.
إدانة الاعتداءات الإيرانية على الإمارات
وأحاط ولي العهد المجلس بفحوى الاتصال الهاتفي مع رئيس دولة الإمارات العربية المتحدة الشيخ محمد بن زايد آل نهيان، وما تضمنه من إدانة الاعتداءات الإيرانية التي استهدفت دولة الإمارات الشقيقة، والتأكيد على وقوف المملكة إلى جانبها في الدفاع عن أمنها واستقرارها.
وشدّد مجلس الوزراء، خلال متابعته التطورات الإقليمية الراهنة، على ضرورة التهدئة ودعم الوساطة الباكستانية والجهود الدبلوماسية للوصول إلى حل سياسي يجنّب المنطقة مزيدًا من التوتر وزعزعة الأمن والاستقرار.
كما جدّد المجلس التأكيد على أهمية عودة حرية الملاحة البحرية الدولية في مضيق هرمز إلى وضعها الطبيعي كما كانت قبل 28 فبراير الماضي، وضمان مرور السفن بأمن وسلامة دون قيود.
دعم لذوي الإعاقة وتحمل رسوم العمالة المنزلية
وفي أحد أبرز القرارات الاجتماعية، وافق مجلس الوزراء على أن يشمل تحمّل الدولة عن الأشخاص ذوي الإعاقة المحتاجين الرسوم المتعلقة بتأشيرات الاستقدام والخروج والعودة، إضافة إلى إصدار الإقامة وتجديدها لمهن العمالة المنزلية المعتمدة لدى وزارة الموارد البشرية والتنمية الاجتماعية، في خطوة تستهدف تخفيف الأعباء وتعزيز جودة الحياة لهذه الفئة.
«جمع التبرعات» و«الصقور»
ووافق المجلس على اللائحة التنفيذية لنظام جمع التبرعات، بما يعزز الحوكمة والشفافية ويرفع كفاءة تنظيم العمل الخيري.
كما وافق على تنظيم المركز الوطني للصقور، في إطار دعم هذا القطاع وتنظيم أنشطته والمحافظة على الإرث الثقافي المرتبط برياضة الصقور.
تعاون دولي واتفاقيات متنوعة
وأوضح وزير الإعلام سلمان الدوسري، عقب الجلسة، أن المجلس تناول نتائج مشاركات المملكة في الاجتماعات الإقليمية والدولية، في إطار الحرص على تعزيز التعاون مع الدول الشقيقة والصديقة، ودعم التنسيق المشترك في مختلف المجالات.
وشهدت الجلسة الموافقة على سلسلة من الاتفاقيات ومذكرات التفاهم، من بينها:
• اتفاقية مع الهند بشأن الإعفاء المتبادل من متطلبات تأشيرة الإقامة القصيرة لحاملي الجوازات الدبلوماسية والخاصة والرسمية.
• اتفاقية مع تونس حول التعاون والمساعدة المتبادلة في المسائل الجمركية.
• مذكرة تفاهم مع باكستان في مجالي العدل والقانون.
• مذكرة تفاهم مع البرازيل للتعاون في مجال الثروة المعدنية.
• مذكرة تفاهم مع تركيا بين الهيئة العامة للغذاء والدواء ووكالة اعتماد الحلال.
كما شملت القرارات الموافقة على مذكرات تفاهم في مجالات الأمن الصناعي، والقطاع البريدي، والمعرفة والنشر، والمراجعة الداخلية، وتنمية القطاع الزراعي.
مؤشرات الأداء و«أسبوع البيئة»
وفي الشأن المحلي، استعرض المجلس مؤشرات الأداء العام لعدد من القطاعات الحيوية، في ظل تسارع وتيرة الإنجاز في الإستراتيجيات والمبادرات الوطنية، وما تحقق من نمو في المحتوى المحلي والتوسع في سلاسل الإمداد الوطنية.
وعدّ المجلس تدشين «أسبوع البيئة السعودي 2026» امتدادًا لجهود المملكة في تعزيز المشاركة المجتمعية لحماية البيئة وتنميتها، مشيرًا إلى عدد من المنجزات، بينها زيادة مساحة المناطق المحمية إلى أربعة أضعاف، وإعادة تأهيل أكثر من مليون هكتار من الأراضي المتصحرة، وزراعة 159 مليون شجرة باستخدام مصادر المياه المتجددة، وإطلاق آلاف الكائنات الفطرية المهددة بالانقراض.
تعيينات وترقيات واعتماد حسابات
ووافق المجلس على تعيين الدكتور كامل بن محمد بن أحمد شيخو عضوًا في مجلس إدارة المركز الوطني للأرصاد، واعتماد الحسابات الختامية لجامعات نجران والمجمعة والجوف والحدود الشمالية وبيشة لعامين ماليين سابقين.
كما وجّه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول الأعمال، من بينها تقارير سنوية لهيئة تطوير منطقة مكة المكرمة، والهيئة العامة للولاية على أموال القاصرين ومن في حكمهم، وجامعة شقراء.
وشملت القرارات أيضًا الموافقة على ترقيات بالمرتبتين الخامسة عشرة والرابعة عشرة، تضمنت ترقية نواف بن قاعد الغبيوي العتيبي إلى وظيفة مستشار أول أعمال بوزارة الداخلية، وترقية بدر بن عبدالرحمن الحميد إلى وظيفة مدير فرع بالأحوال المدنية، وترقية فيصل بن سعد آل فردان القحطاني إلى وظيفة مستشار مالي بوزارة المالية.
Crown Prince and Prime Minister Mohammed bin Salman chaired the session held by the Council of Ministers on Tuesday in Jeddah, amidst a follow-up on current regional developments and the approval of a package of developmental and organizational decisions, which included support for persons with disabilities in need, approval of the executive regulations for the fundraising system, and the organization of the National Falcon Center.
At the beginning of the session, the Crown Prince informed the council about the contents of the messages received by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and himself, from the President of the Republic of Zimbabwe Emerson Mnangagwa, the President of the Republic of Rwanda Paul Kagame, the President of the Republic of Uzbekistan Shavkat Mirziyoyev, and the Prime Minister of Japan Sanae Takaichi.
Condemnation of Iranian Attacks on the UAE
The Crown Prince briefed the council on the details of the phone call with the President of the United Arab Emirates Sheikh Mohammed bin Zayed Al Nahyan, which included a condemnation of the Iranian attacks targeting the sisterly UAE, and emphasized the Kingdom’s support for it in defending its security and stability.
The Council of Ministers stressed, during its follow-up on current regional developments, the necessity of de-escalation and support for Pakistani mediation and diplomatic efforts to reach a political solution that spares the region further tension and destabilization.
The council also reiterated the importance of restoring international maritime navigation in the Strait of Hormuz to its normal state as it was before February 28, ensuring the safe and secure passage of ships without restrictions.
Support for Persons with Disabilities and Coverage of Domestic Labor Fees
In one of the most prominent social decisions, the Council of Ministers approved that the state would cover the fees related to visas for recruitment, exit, and return for persons with disabilities in need, in addition to issuing and renewing residency for domestic workers approved by the Ministry of Human Resources and Social Development, in a step aimed at alleviating burdens and enhancing the quality of life for this group.
“Fundraising” and “Falcons”
The council approved the executive regulations for the fundraising system, which enhances governance and transparency and raises the efficiency of organizing charitable work.
It also approved the organization of the National Falcon Center, as part of supporting this sector, organizing its activities, and preserving the cultural heritage associated with falconry.
International Cooperation and Various Agreements
Minister of Media Salman Al-Dosari clarified, following the session, that the council discussed the results of the Kingdom’s participation in regional and international meetings, as part of its keenness to enhance cooperation with brotherly and friendly countries and support joint coordination in various fields.
The session witnessed the approval of a series of agreements and memoranda of understanding, including:
• An agreement with India regarding mutual exemption from short-stay visa requirements for holders of diplomatic, special, and official passports.
• An agreement with Tunisia on cooperation and mutual assistance in customs matters.
• A memorandum of understanding with Pakistan in the fields of justice and law.
• A memorandum of understanding with Brazil for cooperation in the field of mineral wealth.
• A memorandum of understanding with Turkey between the General Authority for Food and Drug and the Halal Accreditation Agency.
The decisions also included the approval of memoranda of understanding in the fields of industrial security, the postal sector, knowledge and publishing, internal auditing, and the development of the agricultural sector.
Performance Indicators and “Saudi Environment Week”
On the local front, the council reviewed the overall performance indicators for several vital sectors, amid the accelerating pace of achievement in national strategies and initiatives, and the growth achieved in local content and expansion in national supply chains.
The council considered the launch of “Saudi Environment Week 2026” as an extension of the Kingdom’s efforts to enhance community participation in environmental protection and development, pointing to several achievements, including increasing the area of protected areas to four times, rehabilitating more than one million hectares of desertified land, planting 159 million trees using renewable water sources, and releasing thousands of endangered wildlife species.
Appointments, Promotions, and Approval of Accounts
The council approved the appointment of Dr. Kamel bin Mohammed bin Ahmed Sheikho as a member of the Board of Directors of the National Center for Meteorology, and the approval of the final accounts for the universities of Najran, Al-Majma’ah, Al-Jouf, Northern Borders, and Bisha for the previous two financial years.
It also directed what is necessary regarding several items listed on the agenda, including annual reports for the Development Authority of Makkah Region, the General Authority for the Guardianship of the Funds of Minors and Those in Their Care, and Shaqra University.
The decisions also included the approval of promotions at the fifteenth and fourteenth ranks, which included the promotion of Nawaf bin Qaid Al-Ghabiyawi Al-Otaibi to the position of Senior Business Consultant at the Ministry of Interior, the promotion of Badr bin Abdulrahman Al-Humaid to the position of Branch Manager at the Civil Status, and the promotion of Faisal bin Saad Al-Fardan Al-Qahtani to the position of Financial Consultant at the Ministry of Finance.
