يستعد قادة الاتحاد الأوروبي لإجراء محادثات محتملة مع الرئيس الروسي فلاديمير بوتين، وسط تزايد استياء العواصم الأوروبية من المفاوضات التي يقودها الرئيس الأمريكي دونالد ترمب لإنهاء الحرب في أوكرانيا.
روسيا ليست جادة
ونقلت صحيفة «فاينانشيال تايمز» عن رئيس المجلس الأوروبي أنطونيو كوستا، قوله خلال فعالية أُقيمت بمعهد الجامعة الأوروبية في فلورنسا: إنه يعتقد بوجود إمكانية لتفاوض الاتحاد الأوروبي مع بوتين، لافتا إلى أن التكتل يحظى بدعم الرئيس الأوكراني فولوديمير زيلينسكي للقيام بذلك. وأضاف أنه في الوقت الراهن، لم يلحظ أحد أي مؤشر من روسيا على رغبتها الجادة في الدخول في مفاوضات حقيقية.
وأفاد بأنه يقوم بمحادثات مع قادة الدول الأعضاء الـ 27 في الاتحاد الأوروبي، لبحث أفضل السبل لتنظيم جهودنا وتحديد ما نحتاج إلى مناقشته بفعالية مع روسيا عندما يحين الوقت المناسب.
وقال إن بروكسل ستتجنب عرقلة العملية التي يقودها الرئيس ترمب، وأقر بأنه لم يصدر أي إشارة من الكرملين تفيد بأن بوتين مستعد للجلوس مع أي ممثل عن الاتحاد.
قناة للمحادثات مع الكرملين
وأثار بعض قادة الاتحاد الأوروبي بمن فيهم رئيس الوزراء البلجيكي بارت دي ويفر، احتمال محاولة فتح قناةٍ للمحادثات مع الكرملين، بينما يقول آخرون إنه لا يوجد إجماع بين القادة الـ 27 حول من ينبغي تعيينه للتحدث باسم التكتل، ومتى ينبغي بذلُ مثل هذا الجهد، وما هي الرسالة التي ستُقدم إلى بوتين.
وجاءت أحدث مناشدة أوروبية لروسيا عندما زار مستشار الأمن القومي الفرنسي إيمانويل بون ومستشاره برتراند بوخوالتر موسكو في فبراير الماضي، لإبلاغ الكرملين بأن أوروبا «تستحق مقعداً على طاولة المفاوضات».
ورفض يوري أوشاكوف، مستشار بوتين للشؤون الخارجية، وإيجور كوستيوكوف، رئيس الاستخبارات العسكرية، بشكل قاطع المبادرات الفرنسية، لكنهما قالا إن موسكو «ستكون منفتحة على رسالة أوروبية مختلفة».
مستعدون للتعاون البناء
وقال مصدر مقرب من الرئيس الروسي إن رسالة بوتين العامة للجميع هي أننا مستعدون للتعاون البناء إذا كنتم مستعدين للتعاون البناء. أما إذا لم تكونوا كذلك، فنحن غير مهتمين.
وطالب بوتين أوكرانيا بسحب قواتها من منطقة دونباس الواقعة على خط المواجهة، والتي تسيطر عليها كييف، كشرط مسبق للمحادثات القادمة، حيث يعتزم الرئيس الروسي استعادة ما تبقى من المنطقة هذا العام بالقوة قبل بدء أي محادثات مستقبلية.
وتتمثل سياسة الاتحاد الأوروبي الراسخة في معارضة أي مناقشات أو قرارات بشأن أوكرانيا دون مشاركة كييف، لكن يخشى العديد من القادة أن محادثات السلام بين الولايات المتحدة وروسيا وأوكرانيا لإنهاء الحرب المستمرة منذ أكثر من 4 سنوات لم تحرز تقدماً يُذكر، وأن الاتحاد الأوروبي بات مهمشاً بشكل خطير وعرضة للإجبار على قبول اتفاق لا يوافق عليه.
تنشيط العملية الدبلوماسية
وأكد مكتب زيلينسكي إجراء نقاش مع كوستا، وقال مسؤول أوكراني: نحن بحاجة إلى مزيد من التنسيق على المستوى الأوروبي، مضيفاً أن ذلك قد يتخذ شكل قائد يُمثل جميع الأوروبيين ويتحدث إلى روسيا لممارسة مزيد من الضغط عليها.
وتبادلت كييف وموسكو مقترحات متضاربة لوقف الهجمات هذا الأسبوع، إذ قال بوتين إن القوات الروسية ستلتزم بهدنة قصيرة لكي تتمكن موسكو من إقامة عرضها السنوي بمناسبة يوم النصر في 9 مايو، وتوقع منها أن توقف أوكرانيا غاراتها أيضاً، إلا أن زيلينسكي بادر بإعلان وقف نار من جانب واحد في 6 مايو، وأبلغ مكتبه أن الرئيس أراد أن يُظهر أنه إذا تمكنت روسيا من تأمين هدنة ليوم النصر، فبإمكانها توسيع نطاقها لتشمل جبهة القتال بأكملها، وكشف التناقض المتمثل في مطالبة بوتين بتأمين عرضه العسكري، بينما يواصل عملياته الهجومية داخل أوكرانيا.
وبعد ذلك بوقت قصير، شنت روسيا غارات جوية، أسفرت عن سقوط 27 شخصاً في مدن أوكرانية وإصابة 120 آخرين على الأقل.
EU leaders are preparing for potential talks with Russian President Vladimir Putin, amid growing discontent in European capitals over the negotiations led by U.S. President Donald Trump to end the war in Ukraine.
Russia is not serious
The Financial Times reported that European Council President Antonio Costa stated during an event held at the European University Institute in Florence that he believes there is a possibility for the EU to negotiate with Putin, noting that the bloc has the support of Ukrainian President Volodymyr Zelensky to do so. He added that, at present, no one has noticed any indication from Russia of its serious desire to engage in real negotiations.
He mentioned that he is in talks with the leaders of the 27 EU member states to discuss the best ways to organize our efforts and determine what we need to effectively discuss with Russia when the time is right.
He said that Brussels will avoid obstructing the process led by President Trump and acknowledged that no signal has been sent from the Kremlin indicating that Putin is ready to sit down with any representative of the EU.
A channel for talks with the Kremlin
Some EU leaders, including Belgian Prime Minister Bart De Wever, have raised the possibility of trying to open a channel for talks with the Kremlin, while others say there is no consensus among the 27 leaders on who should be appointed to speak on behalf of the bloc, when such an effort should be made, and what message should be delivered to Putin.
The latest European appeal to Russia came when French National Security Advisor Emmanuel Bonne and his advisor Bertrand Boucault visited Moscow last February to inform the Kremlin that Europe “deserves a seat at the negotiating table.”
Yuri Ushakov, Putin’s foreign affairs advisor, and Igor Kostyukov, head of military intelligence, categorically rejected the French initiatives but stated that Moscow “would be open to a different European message.”
Ready for constructive cooperation
A source close to the Russian president indicated that Putin’s public message to everyone is that we are ready for constructive cooperation if you are ready for constructive cooperation. However, if you are not, we are not interested.
Putin has demanded that Ukraine withdraw its forces from the Donbas region along the front line, which is controlled by Kyiv, as a precondition for upcoming talks, as the Russian president intends to reclaim what remains of the region this year by force before any future negotiations begin.
The EU’s established policy is to oppose any discussions or decisions regarding Ukraine without Kyiv’s participation, but many leaders fear that peace talks between the U.S., Russia, and Ukraine to end the war that has lasted for more than four years have made little progress, and that the EU has become dangerously marginalized and at risk of being forced to accept an agreement it does not agree with.
Revitalizing the diplomatic process
Zelensky’s office confirmed a discussion with Costa, and a Ukrainian official stated: We need more coordination at the European level, adding that this could take the form of a leader representing all Europeans and speaking to Russia to exert more pressure on it.
Kyiv and Moscow exchanged conflicting proposals to halt attacks this week, as Putin stated that Russian forces would adhere to a short ceasefire to allow Moscow to hold its annual Victory Day parade on May 9, expecting Ukraine to halt its strikes as well. However, Zelensky initiated a unilateral ceasefire announcement on May 6, informing his office that the president wanted to show that if Russia could secure a ceasefire for Victory Day, it could extend it to cover the entire front line, revealing the contradiction of Putin demanding to secure his military parade while continuing offensive operations inside Ukraine.
Shortly thereafter, Russia launched airstrikes, resulting in 27 deaths in Ukrainian cities and injuring at least 120 others.
