«هيئة العقار» للملاك: تحققوا من«الصكوك».. بدء السجل في الرياض ومكة والشرقية – أخبار السعودية – ن والقلم

أعلنت الهيئة العامة للعقار بدء أعمال التسجيل العيني للعقار لـ(81,849) قطعة عقارية في مناطق الرياض ومكة المكرمة والشرقية، ابتداءً من الأحد 7 يونيو 2026 حتى نهاية يوم الخميس 10 سبتمبر 2026.

وأوضحت أن الأحياء المستفيدة من السجل العقاري في هذه المرحلة بمنطقة الرياض تشمل، في محافظة شقراء: حي النخيل، حي الريان، حي القرية، حي الرحاب، حي النهضة، حي غسلة، حي البساتين، حي قرطبة، حي الوقف، حي الشفاء، حي الياسمين، حي الخزامى، حي الصفراء، حي الملقا، حي الفلاح، حي الصناعية، حي الجامعة، حي الرحبة، حي النرجس)، فيما يشمل التسجيل في محافظة ضرما: (أجزاء من أحياء مناطق مفتوحة تابعة لبلدية نمار)، بينما يبدأ التسجيل في محافظة أشيقر بالأحياء التالية: (حي مخطط رقم 247، حي مخطط رقم 126، حي مخطط رقم 980، حي مخطط رقم 456، حي مخطط رقم 250-أ، حي مخطط رقم 725، حي مخطط رقم 333، حي مخطط رقم 822، حي مخطط رقم 956، حي مخطط رقم 571، حي مخطط رقم 603، حي مخطط رقم 928).

وأضافت الهيئة أن التسجيل يبدأ في محافظة الحيانية وبرك بالأحياء التالية: (جزء من حي مركز مصدة، جزء من حي فرية الرجبة)، فيما سيبدأ التسجيل في عدد من القطع العقارية بمحافظات: (الحصاة، حريملاء، الرين، المزاحمية).

وفي مدينة مكة المكرمة يبدأ التسجيل في الأحياء التالية: (جزء من حي الحديبية، جزء من حي البساتين، جزء من حي أم الجود، جزء من حي وادي جليل، جزء من حي الخضراء، جزء من حي العدل، جزء من حي جبل النور، جزء من حي التنعيم، وجزء من حي قرطبة).

وسيبدأ التسجيل في المنطقة الشرقية بمحافظة حفر الباطن في الأحياء التالية: (حي اليرموك، حي غرناطة)، فيما سيبدأ التسجيل بمحافظة الخفجي في الأحياء التالية: (جزء من حي الخليج العربي الشرقي، جزء من حي الخليج العربي الغربي، حي غرناطة)، مبينةً أن اختيار الأحياء تم وفق معايير محددة، وسيُعلن تباعًا عن بقية المناطق والمحافظات والأحياء التي ستخضع لأعمال التسجيل العيني للعقار في مختلف مناطق المملكة خلال الفترات المقبلة.

وأشارت «هيئة العقار» إلى أن التسجيل الأول للعقارات في هذه المناطق والأحياء سيكون متاحًا عبر منصة السجل العقاري الإلكترونية، أو عن طريق مراكز الخدمة، مشيرةً إلى أن التسجيل العيني يشترط وجود صك ملكية مستوفٍ للمتطلبات النظامية لإتمام عملية التسجيل.

دعت الهيئة مُلاك العقارات في المناطق والأحياء الخاضعة للتسجيل العيني إلى التحقق من صكوك ملكيات العقارات وتوفر الاشتراطات اللازمة استعدادًا لبدء التسجيل، مؤكدةً إمكانية الاستفسار عن خطوات التسجيل من خلال المنصات الرسمية للهيئة.

وابتدءً من الموعد المحدد لبدء التسجيل، سيصدر «رقم عقار» وصك تسجيل ملكية لكل وحدة عقارية تُسجل، وسيتضمن صك تسجيل الملكية بيانات العقار وأوصافه وحالته وما يتبعه من حقوق والتزامات مرتبطة بالمعلومات الجيومكانية الدقيقة؛ بما يُسهم في تعزيز البنية التحتية واستدامة القطاع العقاري، حيث يهدف نظام التسجيل العيني للعقار إلى رفع الموثوقية العقارية وتعزيز الشفافية في القطاع العقاري.

The General Authority for Real Estate has announced the commencement of the land registration works for (81,849) real estate units in the regions of Riyadh, Makkah, and the Eastern Province, starting from Sunday, June 7, 2026, until the end of Thursday, September 10, 2026.

It clarified that the neighborhoods benefiting from the real estate register in this phase in the Riyadh region include, in the province of Shuqra: Al-Nakheel neighborhood, Al-Rayan neighborhood, Al-Qarya neighborhood, Al-Rihab neighborhood, Al-Nahda neighborhood, Al-Ghasla neighborhood, Al-Basateen neighborhood, Qurtubah neighborhood, Al-Waqf neighborhood, Al-Shifa neighborhood, Al-Yasmeen neighborhood, Al-Khuzama neighborhood, Al-Safra neighborhood, Al-Malqa neighborhood, Al-Falah neighborhood, Al-San’ah neighborhood, Al-Jami’a neighborhood, Al-Ruhbah neighborhood, and Al-Narjis neighborhood. Meanwhile, registration in the province of Dhurma includes: parts of open areas belonging to the Municipality of Namar, while registration in the province of Ushaiger will start in the following neighborhoods: (Planning Area No. 247, Planning Area No. 126, Planning Area No. 980, Planning Area No. 456, Planning Area No. 250-A, Planning Area No. 725, Planning Area No. 333, Planning Area No. 822, Planning Area No. 956, Planning Area No. 571, Planning Area No. 603, Planning Area No. 928).

The authority added that registration will begin in the province of Al-Hayaniya and Barak in the following neighborhoods: (part of the Al-Masda Center neighborhood, part of the Faraya Al-Rujbah neighborhood), while registration will start in several real estate units in the provinces of: (Al-Hasa, Huraymila, Al-Rain, Al-Muzahmiya).

In the city of Makkah, registration will begin in the following neighborhoods: (part of the Al-Hudaybiyah neighborhood, part of the Al-Basateen neighborhood, part of the Umm Al-Jud neighborhood, part of the Wadi Jalil neighborhood, part of the Al-Khadra neighborhood, part of the Al-Adl neighborhood, part of the Jabal Al-Nour neighborhood, part of the Al-Tan’eem neighborhood, and part of the Qurtubah neighborhood).

Registration will begin in the Eastern Province in the province of Hafr Al-Batin in the following neighborhoods: (Al-Yarmouk neighborhood, Al-Gurnata neighborhood), while registration will start in the province of Al-Khafji in the following neighborhoods: (part of the Eastern Arabian Gulf neighborhood, part of the Western Arabian Gulf neighborhood, Al-Gurnata neighborhood), indicating that the selection of neighborhoods was based on specific criteria, and the remaining regions, provinces, and neighborhoods that will be subject to land registration works across various regions of the Kingdom will be announced subsequently during the upcoming periods.

The “Real Estate Authority” indicated that the initial registration of properties in these areas and neighborhoods will be available through the electronic real estate register platform or through service centers, noting that land registration requires the existence of a title deed that meets the legal requirements to complete the registration process.

The authority called on property owners in the areas and neighborhoods subject to land registration to verify their property title deeds and the necessary requirements in preparation for the start of registration, confirming that inquiries about the registration steps can be made through the authority’s official platforms.

Starting from the specified date for the commencement of registration, a “Property Number” and a title deed for ownership registration will be issued for each real estate unit registered, and the title deed will include property data, descriptions, condition, and associated rights and obligations linked to accurate geospatial information; contributing to enhancing infrastructure and the sustainability of the real estate sector, as the land registration system aims to increase real estate reliability and enhance transparency in the real estate sector.
