أعلن الممثل التجاري للولايات المتحدة جيميسون جرير أن الصين بدأت خطوات لتسهيل الواردات من واشنطن، مشيراً إلى أنه سيتم عرض خيارات على الرئيس دونالد ترمب لاتخاذ إجراءات بشأن بكين إذا خلصت التحقيقات الأمريكية إلى أن فائض الطاقة الإنتاجية الصناعية يؤثر على الصادرات الصينية.
مشكلة كبيرة
وأوضح جرير اليوم في مقابلة مع شبكة (سي بي إس) الأمريكية: «بالتأكيد سنعرض على الرئيس تلك الخيارات إذا أظهرت التحقيقات ما نتوقع أن تُظهره، وهو وجود مشكلة كبيرة في فائض الطاقة الإنتاجية في الصين ودول أخرى».
وأضاف جرير: «لا يمكنني استباق نتائج تلك التحقيقات» التي قد تمنح ترمب صلاحية اتخاذ إجراءات مثل فرض رسوم جمركية أو رسوم على الخدمات أو الحصص.

وكان ملف التجارة محوراً رئيسياً خلال القمة التي استضاف خلالها الرئيس الصيني شي جين بينغ نظيره الأمريكي دونالد ترمب الأسبوع الماضي، رغم أن الجانبين لم يقدما سوى تفاصيل محدودة عن الاتفاقات، فيما قال ترمب إن الرسوم الجمركية لم تكن محل نقاش.
وأعاد ترمب ضبط استراتيجيته التجارية منذ أن ألغت المحكمة العليا الأمريكية رسومه الجمركية العالمية في فبراير الماضي، متحولاً إلى إجراء مزيد من التحقيقات التقليدية بشأن الممارسات التجارية لدول أخرى، التي يمكن أن تفضي إلى إجراءات تشمل فرض رسوم جمركية.
U.S. Trade Representative Jamison Greer announced that China has begun steps to facilitate imports from Washington, noting that options will be presented to President Donald Trump to take action regarding Beijing if U.S. investigations conclude that the industrial overcapacity is affecting Chinese exports.
Major Issue
Greer explained today in an interview with CBS News: “We will certainly present those options to the president if the investigations show what we expect them to show, which is that there is a major issue with overcapacity in China and other countries.”
He added: “I cannot preempt the results of those investigations,” which could grant Trump the authority to take actions such as imposing tariffs or fees on services or quotas.
Key Focus
The trade issue was a key focus during the summit where Chinese President Xi Jinping hosted his U.S. counterpart Donald Trump last week, although both sides provided only limited details about the agreements, while Trump stated that tariffs were not under discussion.
Trump has recalibrated his trade strategy since the U.S. Supreme Court struck down his global tariffs last February, shifting to conduct more traditional investigations into the trade practices of other countries, which could lead to actions including the imposition of tariffs.
