كشفت الهيئة العامة للمنافسة أن أسعار الاستقدام في المملكة تُعد من الأعلى خليجياً، مقارنة بدول مجلس التعاون. وأكدت قيامها بدراسة تلخَّص عنها أن أربع شركات كبرى تستحوذ على 42.6% من سوق وكالات التوظيف (الاستقدام) بالمملكة خلال عام.
وأوضحت الهيئة، في دراسة حديثة حول سوق وكالات التوظيف (الاستقدام)، أنّ الحد الأعلى لأسعار الاستقدام في السعودية يفوق نظيره في كلٍّ من الكويت والإمارات، باستثناء العمالة الإثيوبية، بينما جاءت قطر كأعلى دول دعم رفع كفاءة وجودة الخدمات للأفراد والمنشآت.
الجهات المرخصة
وأظهرت نتائج الدراسة أن عدد مكاتب وشركات الاستقدام المرخصة في المملكة بلغ 1384 شركة ومكتباً، تتركز غالبيتها في مناطق الرياض والشرقية ومكة المكرمة، التي تستحوذ مجتمعة على نحو 77% من إجمالي منشآت القطاع.
كما أشارت الدراسة إلى ارتفاع معدل التركز السوقي تدريجياً من 1036 نقطة في عام 2016 إلى 1200 نقطة في عام 2024، فيما ارتفعت الحصة السوقية لأكبر أربع شركات من 40.2% إلى 42.6% خلال الفترة نفسها، في مؤشر على تنامي قوة الشركات الكبرى داخل السوق.
ولفتت الدراسة إلى أن وزارة الموارد البشرية والتنمية الاجتماعية أطلقت قواعد ممارسة نشاط الاستقدام وتقديم الخدمات العمالية في مارس 2021، قبل تعديلها في مارس 2025؛ بهدف تنظيم القطاع، ورفع كفاءة الخدمات، وحماية حقوق الأطراف، بما يتوافق مع مستهدفات رؤية السعودية 2030.
مهلة التحول
وتضمنت التعديلات الجديدة إلزام مكاتب الاستقدام بالتحول إلى شركات مساهمة مغلقة عبر الترقية أو الاندماج أو الاستحواذ، مع منح مهلة تمتد لعامين لتصحيح أوضاعها النظامية، تبدأ المهلة من شهر شعبان الماضي.
وخلصت الدراسة إلى أن السوق لا تزال تتمتع بمستويات مرتفعة من المنافسة؛ نتيجة كثرة المنشآت العاملة واستقرار المؤشرات الرئيسية، إلا أن التحولات التنظيمية المرتقبة قد تسهم في تقليص عدد الكيانات الصغيرة وزيادة نفوذ الشركات الكبرى، بما يعزز كفاءة القطاع ويرفع مستويات الامتثال والشفافية وجودة الخدمات المقدمة للمستفيدين.

The General Authority for Competition revealed that recruitment prices in the Kingdom are among the highest in the Gulf region, compared to the Gulf Cooperation Council countries. It confirmed that it conducted a study which summarized that four major companies hold 42.6% of the recruitment agency market in the Kingdom over the course of a year.
The Authority explained, in a recent study on the recruitment agency market, that the maximum recruitment prices in Saudi Arabia exceed those in both Kuwait and the UAE, except for Ethiopian labor, while Qatar emerged as the country with the highest support for enhancing the efficiency and quality of services for individuals and establishments.
Licensed Entities
The study results showed that the number of licensed recruitment offices and companies in the Kingdom reached 1,384, with the majority concentrated in the Riyadh, Eastern, and Makkah regions, which collectively account for about 77% of the total establishments in the sector.
The study also indicated a gradual increase in market concentration from 1,036 points in 2016 to 1,200 points in 2024, while the market share of the largest four companies rose from 40.2% to 42.6% during the same period, indicating the growing strength of major companies within the market.
The study pointed out that the Ministry of Human Resources and Social Development launched the rules for practicing recruitment activities and providing labor services in March 2021, before amending them in March 2025; aiming to regulate the sector, enhance service efficiency, and protect the rights of parties, in line with the objectives of Saudi Vision 2030.
Transition Period
The new amendments included requiring recruitment offices to transition into closed joint-stock companies through upgrading, merging, or acquiring, with a two-year grace period granted to correct their legal status, starting from the past month of Sha’ban.
The study concluded that the market still enjoys high levels of competition due to the abundance of operating establishments and the stability of key indicators; however, the anticipated regulatory transformations may contribute to reducing the number of small entities and increasing the influence of major companies, thereby enhancing the efficiency of the sector and raising levels of compliance, transparency, and the quality of services provided to beneficiaries.
