نعيش في زمن الرؤية التي يقودها سمو ولي العهد الأمير محمد بن سلمان يحفظه الله، لهذه الرؤية جوانب إنسانية مهمة يأتي المواطن والمقيم في المملكة على أولوية مخرجات برامج هذه الرؤية المباركة. بعيداً عن الاقتصاد وأرقامه، أتحدث هنا عن موقع الإنسان في برامج الرؤية وخاصة برامج جودة الحياة وأنسنة المدن وجعلها جاذبة للحياة بكل أشكالها للجميع ومن كل الثقافات، مثلاً مشروع الرياض الخضراء والمحميات الملكية ذات المساحات الضخمة في المملكة سوف يكون لها انعكاسات إيجابية على المناخ وصحة الإنسان في العقود المقبلة، وقد بدأنا نشهد تحقيق بعض هذه الأهداف؛ مثل انخفاض نسب العواصف التي كانت تضرب مدننا وقد يكون للمشاريع البيئية الخضراء دور في زيادة ملحوظة في نسب الأمطار في المملكة في السنوات الأخيرة مع استخدام تقنيات متقدمة في الاستمطار.

أمانة الرياض تعمل بجهد واضح في مجال جودة الحياة لسكان المدينة والزائرين لها من خلال افتتاح المئات من الحدائق في العاصمة الرياض، وأنا على ثقة أن جميع مدن وقرى المملكة تشهد مثل هذا التوجه الإيجابي، الذي ينعكس على حياة السكان والتخفيف من التوتر الذي يصاحب الحياة المعاصرة، وهذا موجود في كل مدن العالم، لندن العاصمة البريطانية حدائقها الجميلة والمنظمة على طول الزمن تعتبر من معالم بريطانيا، وليس لندن فقط فيها النظام وقمة النظافة وتقام فيها الفعاليات الثقافية والاجتماعية، هنا في العاصمة الرياض مشاريع خضراء وحدائق عالمية يُعمل عليها، وتأتي حديقة الملك سلمان في وسط الرياض كواجهة بيئية وثقافية وتجارية ننتظر افتتاحها، وهناك مشاريع حدائق عامة ضخمة في شمال وجنوب الرياض، لكن هذا يعني الاهتمام والمتابعة من حدائق الأحياء في الرياض، التي تعتبر مساحات للتنفيس والراحة لسكان الأحياء، هناك حدائق متوسطة الحجم هي مقصد السكان المحليين وعمال التوصيل التي يتواجدون فيها بكثرة للراحة والنوم، وهذه ليست دعوة لإبعادهم، فهم جزء مهم من المجتمع المحلي ولكن النوم هناك يجب أن يُعالج ويمنع، هناك قضية النظافة من رواد الحدائق تجد الإهمال وعدم المسؤولية من البعض، ولا يعني وجود عمال مسؤولين عن هذه الجوانب أن يتمادى البعض في ترك ورمي مخلفاته في الحدائق، فهذا المكان ليس ملكية خاصة، وأستغرب عدم وجود كاميرات ذكية أو غير ذكية تراقب الحدائق على مدار الساعة رغم وجود أخبار عن خطة رقابة رقمية على مثل هذه المنشآت الإنسانية، منظر بعض الحدائق في نهاية أيام الإجازات الأسبوعية لا يسر من حيث المخلفات المتروكة بعد الزائرين، أتمنى أن يشدد وتطبق إجراءات وغرامات مالية على المخالفين، سلوكيات أخرى هي استخدام الدراجات والسكوترات بشكل يهدد مستخدمي الحدائق، ونجد عربات تؤجر هذه الدراجات المتنوعة على الصغار خاصة، ولكن كثرتها يجعل الحديقة مكاناً مزعجاً لمن يمارسون المشي في ممرات الحديقة، كلنا نتمنى أن يسعد الأطفال ويمارسون الألعاب وهذا حق لهم بل يجب أن تعد مثل هذه الأماكن لهم؛ لكي يلعبوا بكل أمان وبدون مضايقة الآخرين، خاصة أن بعض الحدائق فيها مناطق مجهزة للعب في وسط الحدائق .

لا أعرف عن نظامية وجود عربات تأجير الدراجات والسكوترات في الحدائق، والأكيد أن وجودها يزعج المرتادين ممن يمارسون المشي أو الالتقاء مع الأصدقاء، هذا الإزعاج يفسد الغرض من إنشاء هذه الحدائق فبدلاً من أن تكون ملاذاً للراحة النفسية أصبحت مصدر إزعاج لمرتاديها وللمنازل المحيطة بها.

We live in a time of the vision led by His Royal Highness Crown Prince Mohammed bin Salman, may God protect him. This vision has important humanitarian aspects, placing citizens and residents in the Kingdom as a priority in the outputs of the programs of this blessed vision. Far from the economy and its figures, I am speaking here about the position of the individual in the programs of the vision, especially the quality of life programs and the humanization of cities, making them attractive for life in all its forms for everyone from all cultures. For example, the Green Riyadh project and the vast royal reserves in the Kingdom will have positive impacts on the climate and human health in the coming decades. We have already begun to witness the achievement of some of these goals, such as the decrease in the frequency of storms that used to hit our cities, and the green environmental projects may play a significant role in the noticeable increase in rainfall in the Kingdom in recent years, along with the use of advanced technologies in cloud seeding.

The Riyadh Municipality is working diligently in the field of quality of life for the city’s residents and visitors by opening hundreds of parks in the capital, Riyadh. I am confident that all cities and villages in the Kingdom are witnessing such a positive trend, which reflects on the lives of residents and alleviates the stress associated with contemporary life. This is evident in cities around the world; London, the British capital, with its beautiful and well-organized gardens throughout time, is considered one of the landmarks of Britain. Not only London has order and cleanliness, but it also hosts cultural and social events. Here in the capital Riyadh, there are green projects and world-class gardens being developed, with King Salman Park in the center of Riyadh serving as an environmental, cultural, and commercial front that we await its opening. There are also massive public garden projects in the north and south of Riyadh. However, this means attention and follow-up are needed for the neighborhood gardens in Riyadh, which are considered spaces for relaxation and comfort for the residents. There are medium-sized gardens that attract local residents and delivery workers who frequent them for rest and sleep. This is not a call to exclude them; they are an important part of the local community, but sleeping there should be addressed and prevented. There is the issue of cleanliness among park visitors, where neglect and irresponsibility can be found among some. The presence of workers responsible for these aspects does not justify some individuals leaving and throwing their waste in the gardens. This place is not private property, and I am surprised by the lack of smart or non-smart cameras monitoring the parks around the clock, despite news of a digital monitoring plan for such human facilities. The sight of some parks at the end of weekends is disheartening due to the litter left behind by visitors. I hope that strict measures and financial fines are enforced on violators. Other behaviors include the use of bicycles and scooters in a way that threatens park users, and we find vendors renting out these various bicycles, especially to children. However, their abundance makes the park an annoying place for those walking on the park paths. We all wish for children to be happy and play, and this is their right; such places should be prepared for them to play safely and without disturbing others, especially since some parks have designated play areas within them.

I am not aware of the regulations regarding the presence of bicycle and scooter rental carts in the parks, but it is certain that their presence annoys visitors who are walking or meeting friends. This annoyance undermines the purpose of creating these parks; instead of being a refuge for mental relaxation, they have become a source of disturbance for their visitors and the surrounding homes.
