أكد مدير عام الهيئة العامة لإدارة المعادن الثمينة في سورية مصعب الأسود، أن الرقابة المشددة ضمنت مطابقة الذهب للمواصفات، وأن ما يتم تداوله حول انتشار الذهب المغشوش في الأسواق السورية يعود بمعظمه إلى وقت سابق.
وبين الأسود أنه خلال فترة ما قبل التحرير ارتفع مستوى الفساد وضعفت الرقابة ما أتاح لبعض ضعاف النفوس اللجوء إلى التزوير والرشوة وإدخال مشغولات مخالفة للمواصفات القياسية السورية إلى الأسواق.
وأضاف: «بدأت الهيئة بعد التحرير الإشراف المباشر على جمعيات الصاغة وتغيير القائمين عليها، وتعيين كوادر جديدة موثوقة، إضافة إلى استقدام أجهزة معايرة حديثة وتشديد الرقابة، بما يضمن عدم إنتاج أي غرام ذهب غير مطابق للمواصفات القياسية السورية»، وفقاً لـ(سانا).
آلية الرقابة
وأوضح الأسود أن الرقابة التي تنفذها الهيئة تتم على شقين، الأول يتعلق بضمان مطابقة الذهب الذي تشرف عليه جمعيات الصاغة ويتم وسمه بالعيارات النظامية، والثاني مراقبة الذهب المتداول في الأسواق عبر جولات دورية وأخذ عينات من مختلف المحافظات للتأكد من جودة المشغولات الذهبية سواء كانت قديمة أو حديثة.
وأضاف أن الهيئة تعمل حالياً على تعزيز الرقابة عبر استقدام أجهزة معايرة محمولة من أفضل الماركات العالمية، متوقعاً وصولها خلال الأشهر الثلاثة القادمة، بما يتيح إجراء فحوص مباشرة داخل المحلات وأثناء الجولات الرقابية على كميات كبيرة من القطع الذهبية.
وأوضح الأسود أن أي حالة مخالفة يتم التعامل معها بحسب طبيعتها؛ ففي المخالفات البسيطة يتم إتلاف القطع المخالفة، أما في حالات التزوير الواضح فيتم تتبع المصدر ومحاسبة المنتج والموزع والبائع وفق الأنظمة النافذة.
وفيما يتعلق بحقوق المواطنين، أشار الأسود إلى أن المواطن الذي يشتري الذهب بفاتورة نظامية واضحة ومختومة من محل مرخص لا يتحمل أي خسارة ناتجة عن اختلاف العيار أو مخالفته للمواصفات بل يتحملها الصائغ البائع، مؤكداً أهمية حصول المواطن على فاتورة نظامية تتضمن الوزن والتاريخ والختم الرسمي لضمان حقوقه.
وقال إن الصائغ يقوم باستلام الذهب المخالف من المواطن وإعادته بالسعر الحقيقي طالما توجد فاتورة أو وثيقة تثبت أن القطعة تم شراؤها من المحل نفسه، مبيناً أن الصائغ بدوره يطالب الورشة أو الجهة التي أنتجت الذهب المغشوش بتحمل المسؤولية وإعادة حقوقه.
The General Director of the General Authority for Precious Metals Management in Syria, Musab Al-Aswad, confirmed that strict monitoring has ensured the compliance of gold with specifications, and that the rumors about the spread of counterfeit gold in the Syrian markets mostly date back to an earlier time.
Al-Aswad explained that during the period before liberation, the level of corruption increased and monitoring weakened, which allowed some unscrupulous individuals to resort to forgery and bribery, introducing products that did not meet the Syrian standard specifications into the markets.
He added: “After liberation, the authority began direct supervision over the goldsmith associations, changing their management, appointing new trusted staff, in addition to bringing in modern calibration devices and tightening monitoring, ensuring that no gram of gold is produced that does not comply with the Syrian standard specifications,” according to (SANA).
Monitoring Mechanism
Al-Aswad clarified that the monitoring carried out by the authority consists of two aspects: the first relates to ensuring the compliance of gold supervised by the goldsmith associations, which is marked with standard grades, and the second involves monitoring the gold circulating in the markets through periodic rounds and taking samples from various governorates to ensure the quality of gold products, whether they are old or new.
He added that the authority is currently working to enhance monitoring by bringing in portable calibration devices from the best global brands, expecting their arrival within the next three months, which will allow for direct testing inside shops and during monitoring rounds on large quantities of gold pieces.
Al-Aswad explained that any case of violation is dealt with according to its nature; in simple violations, the non-compliant pieces are destroyed, while in cases of clear forgery, the source is traced, and the producer, distributor, and seller are held accountable according to the applicable regulations.
Regarding citizens’ rights, Al-Aswad pointed out that a citizen who purchases gold with a clear and stamped official invoice from a licensed shop does not bear any loss resulting from a discrepancy in grade or non-compliance with specifications, but rather the seller goldsmith bears that loss. He emphasized the importance of the citizen obtaining an official invoice that includes the weight, date, and official stamp to ensure their rights.
He stated that the goldsmith receives the non-compliant gold from the citizen and returns it at the actual price as long as there is an invoice or document proving that the piece was purchased from the same shop, indicating that the goldsmith, in turn, demands that the workshop or entity that produced the counterfeit gold take responsibility and restore his rights.
