كشفت تحقيقات أمريكية وهندية شبكة احتيال هائلة في برنامج تأشيرات H-1B، الذي يستهدف استقطاب العمالة ذات المهارات العالية إلى الولايات المتحدة.
ووفقاً لتصريحات نشرتها مجلة نيوزويك، أكدت دبلوماسية أمريكية سابقة عملت في القنصلية بتشيناي أن ما بين 80 إلى 90% من طلبات تأشيرات H-1B القادمة من الهند خلال فترة عملها كانت تحتوي على وثائق مزورة أو مقدمين غير مؤهلين فعلياً.
وفي عملية ضبط كبرى أجريت أخيراً، صادرت الشرطة الهندية، خصوصاً في ولاية كيرلا، أكثر من 100000 شهادة جامعية مزيفة مرتبطة بشبكة تشمل 22 جامعة، وتُقدر التحقيقات أن أكثر من مليون شهادة مزيفة قد تكون متداولة.
ومن أبرز حالات الجامعات المزيفة للشهادات، جامعة ماناف بهارتي، والتي باعت أكثر من 36000 شهادة مزيفة، بتكلفة لا تتجاوز 1400 دولار للشهادة الواحدة شملت ختم وهولوغرام رسميين.
ووفقاً للمجلة الأمريكية، كانت هذه الشهادات تباع لأشخاص لا يملكون أي مؤهلات عليا، وغالباً ما تستخدم للحصول على وظائف أو تأشيرات عمل في الخارج، بما في ذلك الولايات المتحدة.
وتأشيرة H-1B هي تأشيرة عمل أمريكية تسمح للشركات بتوظيف متخصصين أجانب في مجالات مثل التكنولوجيا، الهندسة، والطب. يسيطر الهنود على نحو 70% من التأشيرات الممنوحة سنوياً.
وتعود مشكلة الشهادات المزيفة في الهند إلى سنوات، لكنها اكتسبت زخماً كبيراً مع الطلب المتزايد على تأشيرات H-1B، خصوصاً مع ازدحام البرنامج وارتفاع معدلات الرفض.
وتُتهم مكاتب استشارات في مدن مثل حيدر آباد بتنظيم «صناعة» كاملة تشمل شهادات مزورة، مقابلات وهمية، وعروض عمل وهمية.
وأثارت هذه الفضيحة جدلاً واسعاً في الولايات المتحدة حول نزاهة برنامج H-1B، ومطالبات بتشديد التحقق من الشهادات الأجنبية ومكافحة الاحتيال.
American and Indian investigations have revealed a massive fraud network in the H-1B visa program, which aims to attract highly skilled workers to the United States.
According to statements published by Newsweek magazine, a former American diplomat who worked at the consulate in Chennai confirmed that between 80 to 90% of H-1B visa applications coming from India during her tenure contained forged documents or applicants who were not actually qualified.
In a major crackdown recently, Indian police, particularly in the state of Kerala, seized over 100,000 fake university degrees linked to a network involving 22 universities, with investigations estimating that more than a million fake degrees may be in circulation.
Among the most notable cases of universities issuing fake degrees is Manav Bharti University, which sold over 36,000 fake degrees at a cost of no more than $1,400 per degree, including an official seal and hologram.
According to the American magazine, these degrees were sold to individuals who had no higher qualifications and were often used to obtain jobs or work visas abroad, including in the United States.
The H-1B visa is an American work visa that allows companies to employ foreign specialists in fields such as technology, engineering, and medicine. Indians hold about 70% of the visas granted annually.
The issue of fake degrees in India has been ongoing for years, but it has gained significant momentum with the increasing demand for H-1B visas, especially with the program’s congestion and rising rejection rates.
Consulting offices in cities like Hyderabad are accused of organizing a complete “industry” that includes forged degrees, fake interviews, and bogus job offers.
This scandal has sparked widespread debate in the United States about the integrity of the H-1B program, with calls for stricter verification of foreign degrees and anti-fraud measures.
