أدرجت المفوضية الأوروبية شركة الطيران الجزائرية «أير إكسبريس ألجيريا» ضمن قائمة السلامة الجوية للاتحاد الأوروبي، ما يعني حظر تشغيلها داخل أجواء الاتحاد الأوروبي ومنعه من الهبوط في المطارات الأوروبية.
وقالت المفوضية في بيان رسمي إن هذا القرار جاء بناءً على مخاوف جدية تتعلق بالسلامة، ظهرت خلال تقييمات أجراها خبراء السلامة الجوية في الاتحاد الأوروبي.
وأوضحت المفوضية أن التقييمات رصدت قصوراً في مدى التزام الشركة بالمعايير الدولية للسلامة، خصوصاً في مجالات الصيانة، التدريب، والرقابة التشغيلية.
وتُعد قائمة السلامة الجوية الأوروبية المعروفة شعبياً بـ«القائمة السوداء» أداة أوروبية لحماية المسافرين، وتُحدَّث بشكل دوري بناءً على تقارير الوكالة الأوروبية لسلامة الطيران ونتائج التدقيق الدولي.
ويأتي إدراج «أير إكسبريس ألجيريا» في التحديث الـ48 للقائمة، في الوقت الذي أزالت المفوضية جميع شركات الطيران المعتمدة في قرغيزستان من القائمة، تقديراً للتقدم الكبير الذي أحرزته البلاد في مجال الرقابة على سلامة الطيران خلال العقدين الماضيين.
وتضم القائمة حالياً عدة شركات من دول مختلفة، من بينها 22 شركة روسية وشركات أخرى من زيمبابوي وفنزويلا وإيران والعراق، إضافة إلى الشركة الجزائرية الجديدة.
ويُعد هذا الحظر ضربة للشركة الجزائرية التي كانت تقوم برحلات إلى بعض الدول الأوروبية، وسيؤثر على خططها التوسعية، إذ من المتوقع أن يدفع القرار السلطات الجزائرية والشركة إلى اتخاذ إجراءات تصحيحية عاجلة لمعالجة النواقص المسجلة، بهدف رفع الحظر في التحديثات المستقبلية.
ويُسمح للشركات المدرجة في القائمة بتشغيل رحلات إلى أوروبا في حالات استثنائية فقط مثل رحلات الإجلاء أو الرحلات الإنسانية وبموافقة خاصة من الدول الأعضاء.
The European Commission has included the Algerian airline “Air Express Algeria” on the EU Air Safety List, which means it is banned from operating within EU airspace and prohibited from landing at European airports.
The Commission stated in an official statement that this decision was made based on serious safety concerns that emerged during assessments conducted by EU air safety experts.
The Commission clarified that the assessments identified shortcomings in the company’s compliance with international safety standards, particularly in the areas of maintenance, training, and operational oversight.
The European Air Safety List, commonly known as the “blacklist,” is a European tool to protect travelers and is updated periodically based on reports from the European Union Aviation Safety Agency and the results of international audits.
The inclusion of “Air Express Algeria” in the 48th update of the list comes at a time when the Commission has removed all airlines certified in Kyrgyzstan from the list, in recognition of the significant progress the country has made in aviation safety oversight over the past two decades.
The list currently includes several airlines from different countries, including 22 Russian airlines and others from Zimbabwe, Venezuela, Iran, and Iraq, in addition to the new Algerian company.
This ban is a blow to the Algerian airline, which was operating flights to some European countries, and it will affect its expansion plans, as the decision is expected to prompt the Algerian authorities and the company to take urgent corrective measures to address the identified deficiencies, with the aim of lifting the ban in future updates.
Companies listed on the list are allowed to operate flights to Europe only in exceptional cases, such as evacuation flights or humanitarian flights, and with special approval from member states.
