أكدت الهيئة السعودية للتخصصات الصحية أن الالتزام بأخلاقيات المهن الصحية ليس توجيهاً استرشادياً أو خياراً مهنياً، بل التزام مهني ونظامي أصيل يرتبط بالتسجيل والتصنيف المهني والعضوية المهنية، وبما يقتضيه واجب الممارس الصحي في صون ثقة المجتمع وحماية المستفيدين من أي ممارسات قد تنطوي على تضليل أو ادعاءات غير منضبطة علمياً أو مهنياً.
وشددت الهيئة على أن جميع الممارسين الصحيين ملزمون بما ورد في نظام مزاولة المهن الصحية ولائحته التنفيذية، ودليل أخلاقيات الممارس الصحي، ووثيقة أسس أخلاق المهن الصحية، وغيرها من الأدلة والوثائق المهنية والأخلاقية التي تصدرها أو تعتمدها الهيئة.
وأشارت الهيئة إلى اللائحة التنفيذية لنظام مزاولة المهن الصحية التي نصت على سريان دليل أخلاقيات مزاولة المهنة الصحية والأدلة المعتمدة من الهيئة على ممارسي المهن الصحية، كما أوجبت لائحة عضوية الهيئة على العضو العامل الالتزام بميثاق أخلاقيات الممارس الصحي.
وتؤكد الهيئة أن طرح التجارب أو الادعاءات أو المستجدات الطبية والصحية أمام العموم يجب أن يكون منضبطاً بالأسس العلمية والضوابط المهنية والتنظيمية المعتمدة، وأن تتم مناقشتها وتقييمها العلمي في القنوات المناسبة، بما في ذلك المؤتمرات والندوات العلمية، والقاعات الدراسية والتدريبية، والمنصات المهنية المتخصصة، وبما يضمن عدم تضليل المستفيدين أو التأثير على قراراتهم الصحية أو المساس بثقة المجتمع بالممارس الصحي والمهن الصحية.
تعليق وإلغاء العضوية
أوضحت الهيئة أن الإخلال بأخلاقيات المهنة يعرّض الممارس الصحي للإجراءات النظامية والتأديبية المقررة، بما في ذلك ما تختص به لجنة النظر في مخالفات الأعضاء العاملين وفقاً للائحة عضوية الهيئة، التي تشمل- بحسب طبيعة المخالفة وجسامتها والظروف المحيطة بها- الإحالة إلى التقويم المهني، أو تعليق العضوية العاملة، أو إلغاءها.
وأكدت الهيئة أنها ستتخذ الإجراءات النظامية اللازمة حيال أي ممارسات أو سلوكيات مهنية تتعارض مع أحكام الأنظمة واللوائح والمواثيق المهنية، بما يعزز سلامة الممارسة الصحية، ويحفظ كرامة المهنة، ويصون ثقة المجتمع بالممارسين الصحيين.
The Saudi Commission for Health Specialties confirmed that adherence to the ethics of health professions is not merely a guideline or a professional choice, but a fundamental professional and regulatory commitment linked to registration, professional classification, and professional membership. It is essential for health practitioners to uphold the trust of the community and protect beneficiaries from any practices that may involve misleading information or scientifically or professionally unsubstantiated claims.
The Commission emphasized that all health practitioners are obligated to comply with the provisions of the Health Professions Practice Law and its executive regulations, the Code of Ethics for Health Practitioners, the Document of Ethical Principles for Health Professions, and other professional and ethical guidelines and documents issued or endorsed by the Commission.
The Commission pointed out that the executive regulations of the Health Professions Practice Law stipulate the applicability of the Code of Ethics for Health Practice and the guidelines approved by the Commission to health practitioners. Additionally, the membership regulations require active members to adhere to the Code of Ethics for Health Practitioners.
The Commission affirms that presenting experiments, claims, or medical and health updates to the public must be conducted in accordance with established scientific foundations and professional and regulatory standards. Such matters should be discussed and scientifically evaluated in appropriate channels, including conferences, scientific seminars, educational and training sessions, and specialized professional platforms, ensuring that beneficiaries are not misled or that their health decisions are not influenced, thereby maintaining community trust in health practitioners and health professions.
Suspension and Cancellation of Membership
The Commission clarified that violating professional ethics exposes the health practitioner to regulatory and disciplinary actions, including those specific to the Committee for Reviewing Violations of Active Members according to the membership regulations, which may involve—depending on the nature and severity of the violation and the surrounding circumstances—referral for professional evaluation, suspension of active membership, or cancellation.
The Commission confirmed that it will take the necessary regulatory actions regarding any practices or professional behaviors that contradict the provisions of laws, regulations, and professional charters, thereby enhancing the safety of health practice, preserving the dignity of the profession, and maintaining community trust in health practitioners.
