A Long Period of UncertaintyThe Possibility of the Nuclear Crisis ResurfacingIsrael as a Factor of Instability

Despite the widespread welcome of the memorandum of understanding between the U.S. and Iran, the “New York Times” considered that world leaders are still dealing with the interim agreement with extreme caution, viewing it as a first step toward reducing tension rather than a final resolution to the crisis.

A Long Period of Uncertainty

The newspaper observed that international reactions are a mix of hope and anxiety at the same time: hope for the return of stability to energy markets and global trade, which have been severely affected by the war, and anxiety because core issues have been postponed to later negotiations, which could keep the region and the world in a state of uncertainty for a long time.

According to observers, the agreement in its current form has succeeded in halting direct military escalation and opening a window for dialogue, but it has not provided decisive solutions to the most sensitive issues, foremost among them the Iranian nuclear program and the future of security balances in the Middle East.

Many Western and Arab governments view the agreement as a temporary political truce rather than a final agreement that addresses the roots of the crisis, especially since the Strait of Hormuz, through which about one-fifth of global oil trade passes, has returned to operation temporarily and not permanently.

The Possibility of the Nuclear Crisis Resurfacing

According to the newspaper’s analysis, this means that any setback in the upcoming negotiations could lead to the re-imposition of restrictions or fees on navigation, which could raise oil prices and increase transportation and energy costs globally, directly impacting the economies of Asia, Europe, and emerging markets.

As for the Iranian nuclear file, which has been the main point of contention for years, it remains unresolved, as the document does not require Tehran to transfer its stockpile of enriched materials outside the country, nor does it clearly prevent it from continuing enrichment operations in the future, raising concerns among European countries and the United States about the possibility of the nuclear crisis resurfacing once the current calm period ends.

Regional concerns are not limited to the nuclear aspect alone but extend to Iran’s conventional military capabilities, such as ballistic missiles and drones that were used during recent confrontations and remain outside the scope of the agreement.

This concern is heightened by expectations that easing economic pressures on Iran could provide additional financial resources that could be used to rebuild its military capabilities and enhance its regional presence; therefore, several Arab capitals view the agreement as an incomplete step that does not address the security concerns that have accumulated over the past years, according to the analysis.

Israel as a Factor of Instability

The analysis warned that Israel represents a major factor of instability in the future of the agreement, as the government there has explicitly stated that it does not consider itself bound by its terms, and it has continued to carry out military operations inside Lebanon despite international calls to adhere to a ceasefire.

This raises concerns that any new escalation between Israel and Hezbollah or between Israel and Iran could lead to the collapse of the current understandings and return the region to a state of war, despite U.S. pressure and that of several European countries on Benjamin Netanyahu to halt military operations, as the success of the negotiations requires a comprehensive calm on various fronts.

The newspaper concluded that the international community views the agreement as an important opportunity to avoid a broader confrontation in the Middle East, but it is still far from providing real guarantees for lasting stability; therefore, the coming weeks will be crucial in determining whether the interim agreement will mark the beginning of a long-term peace process or merely a short truce preceding a new round of tension and conflict.
