قال أمين مجلس التعاون، في لقاء مع بودكاست عرب فيوز، إن إجراءات السماح لمواطني خمس دول خليجية هي: السعودية، والكويت، والبحرين، وقطر، وسلطنة عمان، أصبحت قريبة جداً من إعفاء مواطنيها من تأشيرات الدخول للدول الأوروبية.
وأشار إلى أن هناك تطورات إيجابية في هذا الملف، والذي سوف يناقش في القمة الخليجية – الأوروبية، التي سوف تعقد في الرياض في 24 أكتوبر الجاري.
هذا الإعفاء إن تم فله انعكاسات مهمة للجانبين الخليجي والأوروبي ويعكس حالة التكامل في مجالات عدة بين الطرفين، وخاصة في المجال التجاري والاقتصادي وحرية حركة رجال الأعمال، إضافة إلى الجوانب السياحية لمواطني دول مجلس التعاون في دول الاتحاد الأوروبي، وسوف يوفر عليهم الكثير من الجهود والمتطلبات المعلوماتية والمالية التي يقدمونها للحصول على تأشيرة «شنغن» في الوقت الحالي، قد يكون هذا الإعفاء فيه مصلحة الجانبين في العديد من الجوانب، وقد يكون له مزايا إيجابية لدول الخليج العربي من حيث سهولة التنقل واقتناص الفرص، والتي قد تعيقها في بعض الأوقات الحصول أو الرفض على التأشيرة المطلوبة، وسوف يستفيد قطاع التعليم والجامعات في الجانب الأوروبي من هذه التسهيلات في الحصول على تأشيرات الدخول للدول الأوروبية.
هذه المعاملة الجماعية من قبل دول الشنغن لمواطني دول مجلس التعاون تعكس أهمية التكتلات الاقتصادية والسياسية في العالم، ومنظومة دول المجلس من النماذج الناجحة في العديد من هذه الجوانب، من حيث سهولة الحركة بين مواطنيه داخل دول المجلس وحرية التملك لهم في دول المجلس، هذه المنظومة دفعت دولاً ومنظومات سياسية واقتصادية ممتثلة ومنها دول الاتحاد الأوروبي لتصل إلى مثل هذه الاتفاقات المهمة للجانبين، العالم اليوم يعاني من حروب وأزمات في إمدادات الطاقة، التي تعتبر منطقة الخليج من أهم مراكزها، ونشاهد في بعض الدول الأوروبية أزمات وأحداثاً بسبب الأوضاع الاقتصادية الصعبة التي تعيشها بعض تلك الدول، حرية تنقل الأفراد والأموال في العالم مهمة جداً لاقتصاد أي دولة في العالم، فنحن نشاهد مثلاً هروب المليونيرات من بعض الدول الأوروبية بسبب الضرائب المرتفعة وتوجههم إلى دول أقل في الضرائب على الأموال والشركات، ومن هذه الوجهات لأصحاب البلايين هي بعض الدول الخليجية، فالعالم الآن رغم كل الحدود أصبح منظومة واحدة الكل يعمل فيها لاقتناص الفرص بكافة أشكالها، من سياحة وتعليم وثقافة واقتصاد، دول الخليج استثمرت لعقود طويلة في شتى مجالات اقتصاداتها وأصبحت تمثل قوة وازنة في الاقتصاد الدولي، وما نشهده من اتفاقيات مع قوى عالمية مثل الصين وروسيا والهند مثلاً هو دليل على أهمية المنظومة الخليجية بعيداً عن النفط، فلديها مواقع إستراتيجية مهمة للاقتصاد العالمي، وتتمتع المملكة خاصة بمكانة مميزة من حيث الأبعاد الإستراتيجية بكل أشكالها، وأهمها بعدها الديني والثقافي في العالم الإسلامي والدولي.
نتمنى التعجيل في حسم هذا الملف المهم مع الجانب الأوروبي، إضافة إلى ملف التأشيرة الخليجية الموحدة التي بشر به معالي أمين مجلس التعاون عن قرب إقرارها، وإن تم ذلك مع الإعفاء من تأشيرة «شنغن»، فهذا تطور مضاعف للمنطقة الخليجية وسوف يكون له انعكاسات إيجابية لدول الخليج العربي، وخاصة أن أغلب دول مجلس التعاون تعمل في خططها الشاملة على اقتصاد ما بعد النفط.
The Secretary-General of the Gulf Cooperation Council stated in an interview with the Arab Views podcast that the procedures for allowing citizens of five Gulf countries—Saudi Arabia, Kuwait, Bahrain, Qatar, and Oman—are very close to exempting their citizens from entry visas to European countries.
He pointed out that there are positive developments in this file, which will be discussed at the Gulf-European summit to be held in Riyadh on October 24 of this month.
If this exemption is granted, it will have significant implications for both the Gulf and European sides and reflects the state of integration in several areas between the two parties, especially in trade, economy, and the freedom of movement for businessmen, in addition to the tourism aspects for the citizens of the Gulf Cooperation Council in European Union countries. It will save them a lot of effort and informational and financial requirements currently needed to obtain a “Schengen” visa. This exemption may serve the interests of both sides in many aspects and could have positive advantages for the Gulf Arab states in terms of ease of movement and seizing opportunities, which may sometimes be hindered by obtaining or being denied the required visa. The education sector and universities on the European side will benefit from these facilities in obtaining entry visas to European countries.
This collective treatment by Schengen countries for the citizens of the Gulf Cooperation Council reflects the importance of economic and political blocs in the world, and the Council’s system is one of the successful models in many of these aspects, in terms of ease of movement among its citizens within the Council’s countries and their freedom of ownership in those countries. This system has prompted countries and political and economic systems, including European Union countries, to reach such important agreements for both sides. The world today is suffering from wars and crises in energy supplies, of which the Gulf region is one of the most important centers. We see in some European countries crises and events due to the difficult economic conditions that some of those countries are experiencing. The freedom of movement of individuals and money in the world is very important for the economy of any country. For example, we see millionaires fleeing from some European countries due to high taxes and heading to countries with lower taxes on money and companies. Among these destinations for billionaires are some Gulf countries. The world now, despite all the borders, has become a single system where everyone works to seize opportunities in all its forms, including tourism, education, culture, and economy. The Gulf countries have invested for decades in various fields of their economies and have become a significant force in the international economy. The agreements we witness with global powers such as China, Russia, and India, for example, are evidence of the importance of the Gulf system beyond oil, as it has important strategic locations for the global economy. The Kingdom, in particular, enjoys a distinguished position in terms of strategic dimensions in all their forms, the most important of which is its religious and cultural dimension in the Islamic and international world.
We hope for a swift resolution of this important file with the European side, in addition to the file of the unified Gulf visa, which the Secretary-General of the Gulf Cooperation Council has announced is close to being approved. If this is achieved along with the exemption from the “Schengen” visa, it will be a compounded development for the Gulf region and will have positive implications for the Gulf Arab states, especially since most Gulf Cooperation Council countries are working in their comprehensive plans on a post-oil economy.
