The relationship between Ukraine and the United States is experiencing an extremely difficult week, as tensions have escalated between U.S. President Donald Trump and his Ukrainian counterpart Volodymyr Zelensky, amid threats to reduce intelligence support, disruptions affecting military communication services relied upon by Kyiv, and U.S. moves to increase Russian fuel supplies. These developments raise concerns about a decline in American support at a time when Ukraine is preparing to face a new winter of Russian attacks on its energy infrastructure.

The crisis has intensified with repeated criticisms from Trump directed at Zelensky, linked to rising energy and fuel prices, which the U.S. president partially attributes to Ukrainian strikes targeting Russian oil refineries.

Zelensky responded with sharp public criticisms of Trump, suggesting that Washington seems to favor Moscow’s interests, and asserting that his country will not comply with demands to cease targeting Russian energy facilities as long as Russia continues its attacks on Ukraine.

The widening rift has raised fears that the troubled relationship between the two presidents could have more severe repercussions for Kyiv, including the possibility of restricting U.S. arms supplies or halting the exchange of battlefield intelligence, as well as further economic agreements with Moscow.

Kyiv Sticks to Dialogue Despite Disagreements

Despite the sharp exchanges of statements, Ukraine continues to seek dialogue with Trump’s envoys, Steve Witkoff and Jared Kushner, the U.S. president’s son-in-law, according to reports from Reuters citing Ukrainian officials familiar with the talks.

Dennis Sinick, the chargé d’affaires at the Ukrainian embassy in Washington, stated in remarks to Newsmax (on Friday) that his country is grateful to Trump and his team for their efforts to end the war, emphasizing Kyiv’s readiness to engage in talks with Russia.

For his part, Trump told reporters (on Friday) that he would continue to engage with both Zelensky and Russian President Vladimir Putin, adding, “I want this war to end.”

However, ongoing communications do not alleviate Ukrainian concerns that political disagreements could translate into decisions that directly affect the country’s ability to continue fighting and countering Russian attacks.

Former U.S. Official: Consequences Harm Chances of Ending the War

Daniel Fried, a former senior official at the U.S. State Department for European Affairs from 2005 to 2009, noted that it is unclear whether Washington is heading toward a long-term change in its policy toward Ukraine, but he warned that the consequences of the current disagreement harm the chances of ending the war that began with the comprehensive Russian invasion in 2022.

Fried, who currently works at the Atlantic Council research center in Washington, stated that what is happening represents not just a lost opportunity but is causing real suffering for Ukrainians and encouraging Putin to continue the war, asserting that these developments have a humanitarian and political cost.

The relationship between Trump and Zelensky has not been stable from the outset; in February 2025, Trump and his vice president, J.D. Vance, publicly reprimanded the Ukrainian president during a meeting in the Oval Office, reflecting the level of tension between the two sides.

Since Trump’s return to the White House, Washington has halted some military aid to Ukraine or slowed its pace, while allowing European allies to purchase American weapons for Kyiv.

The relationship had seen some stability before disagreements resurfaced this year, with Ukrainian strikes on Russian energy facilities contributing to rising tensions over fuel prices.

Fuel Prices Push Trump Toward Moscow

High gasoline and diesel prices pose a political challenge for Trump ahead of the midterm elections scheduled for November, during which Republicans are seeking to maintain their majority in the U.S. Congress, according to analysts.

However, experts believe that the sharp rise in energy costs is primarily linked to the U.S.-Israeli war with Iran, followed by Iranian attacks on energy facilities, along with widespread disruptions to shipping in the Strait of Hormuz, a vital passage for global oil supplies.

According to a source familiar with internal discussions in the U.S. administration, Trump’s frustration with Zelensky has led him to turn to Russia in search of increased fuel supplies and price containment.

Trump announced on October 9 that he had reached an agreement with Putin to temporarily lift sanctions on Russian fuel, allowing for the import of diesel from Russia.

This move raises concerns in Kyiv that Moscow could benefit economically from the easing of restrictions at a time when it needs financial resources to continue its war against Ukraine.

Concerns Over Declining U.S. Intelligence Support

For Kyiv, the risks are not only related to political disagreements but extend to its ability to detect and respond to Russian attacks.

Zelensky stated (on Tuesday) that Ukraine did not receive a warning from its Western partners before a deadly Russian attack targeted the capital. Any decline in the exchange of U.S. intelligence could make it more difficult to track Russian missiles and drones, especially the attacks that frequently target energy facilities during the winter.

Although Trump stated that the U.S. is still sharing intelligence with Ukraine, Zelensky informed National Public Radio (NPR) that U.S. officials warned Ukrainian leaders of the possibility of reducing or completely cutting this support.

Concerns increased following disruptions to “Starshield,” the military version of SpaceX’s “Starlink” service, which Ukraine relies on for its military communications.

Reuters reported (on Thursday), citing U.S. officials and a Western official familiar with the matter, that the disruption came after an order from the White House. The service was partially restored, but the incident highlighted the extent of Ukraine’s reliance on technology managed by American companies, which could be affected by decisions from the Trump administration.

This reliance gives Washington a potential leverage in its efforts to push Kyiv toward negotiations with Moscow.

Congress’s Calculations Could Complicate Trump’s Options

Nevertheless, Trump may face resistance within Congress if Republicans believe his approach weakens Ukraine and grants Russia additional gains. The Ukrainian president still enjoys support from some Republicans, who believe that Washington should not pressure Kyiv to accept a settlement on terms favorable to Moscow.

Brett Bruin, a former foreign policy advisor in the administration of former President Barack Obama, stated that Zelensky’s sharp responses to Trump carry risks, but he may be betting on a shift in the balance of power in Congress after the midterm elections, making it more difficult for Trump to ease sanctions on Russia or further reduce military aid to Ukraine.

Bruin added that Zelensky is aware of the nature of his dealings with Trump, considering that the U.S. president’s threats no longer carry the same impact they did when Vance attempted to embarrass him during the Oval Office meeting.

Amid pressures related to energy, threats associated with intelligence, and the potential for a shift in Washington’s policy toward Moscow, Ukraine finds itself in a sensitive phase, at a time when the end of the war remains far from clear, and Kyiv’s ability to endure is largely tied to the future of American and European support.
