أقر مجلس وزراء خارجية الدول الأعضاء في منظمة التعاون الإسلامي في دورته الثانية والخمسين إنشاء «مجلس وزراء الأمن السيبراني لدول منظمة التعاون الإسلامي»، بناءً على مقترحٍ تقدمت به المملكة.
وتتضمن أهداف المجلس الوزاري تعزيز الأمن السيبراني في الدول الأعضاء بالمنظمة، لحماية مصالحها الحيوية، وأمنها الوطني، وتنمية التعاون وتوثيقه، والعمل على حماية مصالح الدول الأعضاء بالمنظمة في المنظمات الدولية ذات الصلة بالأمن السيبراني.
وتضمن قرار مجلس وزراء خارجية الدول الأعضاء في المنظمة أن يكون المجلس جهازاً متفرعاً عن منظمة التعاون الإسلامي، ومرجعاً لكافة الموضوعات ذات الصلة بالأمن السيبراني تحت مظلة منظمة التعاون الإسلامي، وأن يكون للمجلس أمانة عامة ومكتب تنفيذي مقرهما الرياض، ويرأس كلاً منهما ممثلاً من دولة المقر، ويتألف المجلس من الجهات المعنية بالأمن السيبراني في الدول الأعضاء في المنظمة.
وفي هذا الشأن أوضح محافظ الهيئة الوطنية للأمن السيبراني المهندس ماجد بن محمد المزيد أن مقترح المملكة بإنشاء المجلس يأتي في وقت تشهد فيه الساحة الدولية تزايداً للتهديدات السيبرانية التي تمثل خطراً على مصالح الدول الحيوية والبنى التحتية الحساسة، والقطاعات ذات الأولوية، والخدمات والأنشطة الحكومية؛ الأمر الذي يؤكد أهمية تعزيز الأمن السيبراني في الدول الأعضاء بمنظمة التعاون الإسلامي بوصفه مقوماً رئيساً لنمو الاقتصادات ورخاء المجتمعات وازدهار الأفراد، فضلاً عن كونه ركناً أصيلاً في منظومة الحفاظ على الأمن والسلم الدوليين.
وثمن المزيد ما يحظى به قطاع الأمن السيبراني في المملكة من القيادة من رعاية ودعم كبيرين، مقدماً شكره وتقديره لأعضاء مجلس إدارة الهيئة برئاسة وزير الدولة عضو مجلس الوزراء الدكتور مساعد بن محمد العيبان؛ على متابعتهم واهتمامهم الدائم.
وأشار إلى أن المملكة تنطلق من رصيد طويل في قيادة المبادرات الدولية الرامية إلى تعزيز استقرار الفضاء السيبراني، واستضافتها المقار والكيانات الإقليمية والدولية ذات الصلة بالأمن السيبراني، وسجلها الحافل بالنجاحات على صعيد دعم المبادرات الإستراتيجية ذات الصلة بالأمن السيبراني؛ مضيفاً أن اختيار الرياض مقراً لمجلس وزراء الأمن السيبراني لدول منظمة التعاون الإسلامي التي تمثل ثاني أكبر منظمة حكومية دولية بعد الأمم المتحدة، وتضم في عضويتها (57) دولة عضواً؛ يعكس ثقة دول العالم الإسلامي في قيادة المملكة المبادرات والمشاريع ذات البعد الدولي، وتفعيلها على نحو يحقق أهدافها الإستراتيجية، ويسهم في تعزيز التعاون المشترك بين الدول الأعضاء في المجالات كافة، ومنها الأمن السيبراني.
يذكر أن المملكة قادت إنشاء كيانات دولية وإقليمية، ومنها إنشاء مؤسسة المنتدى الدولي للأمن السيبراني، إضافة إلى إنشاء مجلس وزراء الأمن السيبراني العرب بناءً على مقترحٍ من المملكة، واختيار الرياض مقراً لأمانته ومكتبه التنفيذي، وكذلك إنشاء مركز الاقتصاديات السيبرانية بالشراكة بين مؤسسة المنتدى الدولي للأمن السيبراني والمنتدى الاقتصادي العالمي (WEF)، وأخيراً احتضان الرياض لأول مكتب أمن سيبراني تابع لمعهد الأمم المتحدة للتدريب والبحث (UNITAR).
The Council of Foreign Ministers of the member states of the Organization of Islamic Cooperation (OIC) has approved the establishment of the “Cybersecurity Ministers Council for OIC Member States” during its fifty-second session, based on a proposal submitted by the Kingdom.
The objectives of the ministerial council include enhancing cybersecurity in the member states of the organization to protect their vital interests, national security, and to develop and strengthen cooperation, as well as to work on protecting the interests of the member states in relevant international organizations concerned with cybersecurity.
The decision of the Council of Foreign Ministers of the member states of the organization stipulated that the council would be an affiliate of the Organization of Islamic Cooperation and a reference for all issues related to cybersecurity under the umbrella of the OIC. The council will have a general secretariat and an executive office based in Riyadh, each headed by a representative from the host country, and will consist of entities concerned with cybersecurity in the member states of the organization.
In this regard, the Governor of the National Cybersecurity Authority, Engineer Majid bin Mohammed Al-Mazid, clarified that the Kingdom’s proposal to establish the council comes at a time when the international arena is witnessing an increase in cyber threats that pose a danger to the vital interests of countries, sensitive infrastructure, priority sectors, and government services and activities. This underscores the importance of enhancing cybersecurity in the member states of the OIC as a key component for the growth of economies, the prosperity of societies, and the flourishing of individuals, in addition to being an essential pillar in the system for maintaining international peace and security.
Al-Mazid praised the significant leadership and support that the cybersecurity sector in the Kingdom receives, expressing his gratitude and appreciation to the members of the Board of Directors of the authority, chaired by the Minister of State and Member of the Council of Ministers, Dr. Musaed bin Mohammed Al-Aiban, for their continuous follow-up and interest.
He pointed out that the Kingdom is building on a long history of leading international initiatives aimed at enhancing the stability of cyberspace, hosting regional and international entities related to cybersecurity, and its record of successes in supporting strategic initiatives related to cybersecurity. He added that the choice of Riyadh as the headquarters for the Cybersecurity Ministers Council for OIC Member States, which represents the second largest intergovernmental organization after the United Nations and includes 57 member states, reflects the confidence of the Islamic world in the Kingdom’s leadership of international initiatives and projects, activating them in a way that achieves their strategic goals and contributes to enhancing joint cooperation among member states in all fields, including cybersecurity.
It is noteworthy that the Kingdom has led the establishment of international and regional entities, including the establishment of the International Cybersecurity Forum, in addition to the establishment of the Arab Cybersecurity Ministers Council based on a proposal from the Kingdom, with Riyadh chosen as the headquarters for its secretariat and executive office. Furthermore, the Kingdom established the Cyber Economics Center in partnership with the International Cybersecurity Forum and the World Economic Forum (WEF), and finally hosted the first cybersecurity office affiliated with the United Nations Institute for Training and Research (UNITAR) in Riyadh.
