•• في البداية، أتقدم بخالص الشكر والتقدير لصحيفة «عكاظ»، على اهتمامها بالشأن اليمني ومواكبتها المستمرة لتطورات الأوضاع في بلادنا أولاً بأول، لا سيما في المراحل الحرجة التي تمر بها، ودورها الإعلامي في تسليط الضوء على التحديات التي يواجهها شعبنا، ونقل همومه وتطلعاته إلى استعادة الأمن والاستقرار. أما بشأن الانتصارات التي تحققها قواتنا المسلحة في مختلف الجبهات، فإننا ننظر إليها بفخر واعتزاز، ونعدّها ثمرة لتضحيات جسيمة وصمود وطني في مواجهة مليشيا الحوثي الإرهابية ومشروعها المدعوم من إيران. وما نشهده اليوم يؤكد أن إرادة الشعوب أقوى من مشاريع الهيمنة، وأن المليشيا مهما امتلكت من السلاح والدعم الخارجي، لن تستطيع كسر إرادة أبناء هذا الوطن. وثقتنا كبيرة بأن هذه الانتصارات ستكون دافعاً لتحركات أوسع، تتجدد معها الانتصارات في بقية الجبهات، وصولاً إلى استعادة مؤسسات الدولة وإنهاء الانقلاب.

• كيف تقيمون طرد الحوثيين من مواقع مهمة في باب المندب وكسر شوكتهم في هذه الجبهة؟
•• إن استعادة المواقع الإستراتيجية في باب المندب تمثل إنجازاً عسكرياً بالغ الأهمية، يتجاوز أثره حدود الجبهة إلى الأمن الوطني والإقليمي والدولي، فنحن نتحدث عن واحد من أهم الممرات الملاحية في العالم، وأي تهديد لأمنه ينعكس مباشرة على حركة التجارة الدولية واستقرار المنطقة. وما حققته قواتنا يؤكد أهمية صمودها في جبهات الجنوب والساحل الغربي، ودورها في حماية هذا الموقع الإستراتيجي، غير أن استعادة الأرض ينبغي أن تتبعها جهود مستدامة لتأمينها ومنع تكرار التهديدات، لأن أمن باب المندب جزء لا يتجزأ من أمن اليمن والمنطقة.
«فجر اليمن» ووحدة الصف
• ماذا تحتاج عملية «فجر اليمن» لكي تحقق أهدافها وصولاً إلى صنعاء؟
•• بلا شك أن عملية «فجر اليمن» تحتاج إلى استمرار وحدة الصف والتنسيق بين مختلف القوى العسكرية والوطنية، وإلى دعم سياسي وإقليمي ودولي يواكب التطورات الميدانية، ويحافظ على زخم ما تحقق من إنجازات. شخصياً، أرى أن الطريق إلى صنعاء يتطلب رؤية وطنية متكاملة لإدارة المناطق المحررة، وتعزيز حضور مؤسسات الدولة، وحماية المدنيين، واستعادة الخدمات، حتى يشعر المواطن بأن كل انتصار يفتح أمامه باباً جديداً للأمن والاستقرار، فغايتنا ليست مجرد الوصول إلى صنعاء، وإنما استعادة الدولة وإنهاء أسباب الحرب، وبناء سلام عادل ومستدام.
• كيف تنظرون إلى عمليات التخريب الحوثية لمقدرات الدولة وكل ما يهم الشعب اليمني؟
•• إن ما تمارسه مليشيا الحوثي الإرهابية، تحت شعارات وطنية وقومية زائفة، من استهداف للمنشآت المدنية والبنية التحتية والمرافق الاقتصادية والخدمية، يعكس طبيعة مشروع لا يقيم وزناً لحياة المواطنين ومصالحهم. فحين تستهدف المطارات والطرق وشبكات المياه والمنشآت الحيوية، فإن الضرر يمتد إلى حياة ملايين اليمنيين ومصادر رزقهم ومستقبل أبنائهم. وهذه الممارسات تؤكد أن المليشيا لم تكتف بتقويض مؤسسات الدولة، بل جعلت من مقدرات الشعب وحاجاته الأساسية أدوات في حربها، وهو سلوك يستوجب الإدانة والمساءلة، والعمل الجاد لحماية ما تبقى من البنية الوطنية.
• ما انعكاسات ذلك على الوضع الإنساني، خاصة في ظل نزوح مئات الآلاف هرباً من جحيم الحرب؟
•• الانعكاسات الإنسانية كارثية، والمواطن هو من يدفع الثمن الأكبر لهذه الحرب. فقد أدت موجات التصعيد الأخيرة إلى نزوح أعداد كبيرة من الأسر، لتنضم إلى ملايين اليمنيين الذين يعانون أصلاً من تداعيات النزاع وتدهور الخدمات والظروف الاقتصادية والمعيشية. والأكثر إيلاماً أن النساء والأطفال وكبار السن والأشخاص ذوي الإعاقة يتحملون النصيب الأكبر من هذه المعاناة، في ظل حاجات متزايدة للغذاء والمأوى والرعاية الصحية والحماية الاجتماعية. ولذلك فإن حماية المدنيين وضمان وصول المساعدات الإنسانية دون عوائق يجب أن تظلا أولوية لا تقبل التأجيل، بالتوازي مع العمل على معالجة أسباب النزوح وتهيئة ظروف العودة الآمنة والكريمة.
الشعب اليمني ضحية الحوثيين
• بماذا تصفون أعمال الحوثيين التخريبية في مقدرات الشعب اليمني؟
•• نصفها بأنها اعتداءات جسيمة على حقوق الشعب اليمني ومقدراته ومستقبله، وانتهاكات لا يجوز التعامل معها باعتبارها مجرد تداعيات طبيعية للحرب. فالمنشآت المدنية والمرافق الخدمية ومصادر المياه والغذاء ليست أهدافاً مشروعة للانتقام أو الضغط السياسي والعسكري.
وإن ما يتعرض له المدنيون وممتلكاتهم يستوجب التوثيق والتحقيق والمساءلة وفق القانون الدولي الإنساني، لأن الإفلات من العقاب يشجع على تكرار الانتهاكات ويضاعف معاناة اليمنيين.
إعادة تأهيل المناطق المتضررة
• ما خططكم لترميم ما تم تخريبه من قبل الحوثيين في المناطق التي سيطروا عليها؟
•• إن إعادة تأهيل المناطق المتضررة تمثل مسؤولية وطنية مشتركة، تتطلب تكامل جهود مؤسسات الدولة والسلطات المحلية والشركاء الدوليين، وفق أولويات تبدأ بتقييم الأضرار واستعادة الخدمات الأساسية، ثم إعادة تأهيل المؤسسات والمرافق العامة ودعم التعافي الاقتصادي والاجتماعي. وفي نطاق مسؤوليات وزارة الشؤون الاجتماعية والعمل، نعطي أهمية خاصة لإعادة تفعيل منظومة الحماية الاجتماعية، وتأهيل المرافق التي تخدم الفئات الأشد احتياجاً، وحماية الأطفال، ودعم الأشخاص ذوي الإعاقة، إلى جانب تعزيز برامج التدريب والتأهيل المهني والتمكين الاقتصادي. وهدفنا أن تنتقل المجتمعات المتضررة من الاعتماد على المساعدات الطارئة إلى مرحلة التعافي واستعادة فرص العمل والإنتاج والحياة الكريمة.
• ما دوركم في دعم النازحين والتخفيف من معاناتهم، وما كلمتكم للدول والمنظمات للتفاعل مع هذه المأساة؟
•• نتعامل مع ملف النزوح باعتباره أحد الأولويات الإنسانية والوطنية الملحة، ونعمل بالتنسيق مع السلطات المحلية والشركاء الإنسانيين على حشد الموارد وتوسيع نطاق الاستجابة العاجلة، وتلبية حاجات الأسر النازحة، مع إعطاء الأولوية للأطفال والنساء والفئات الأشد ضعفاً. وفي هذا السياق، أجرينا سلسلة من اللقاءات مع المسؤولين في المملكة العربية السعودية الشقيقة، وتلقينا وعوداً بتقديم الدعم اللازم لمواجهة الحاجات الإنسانية المتزايدة. ونثمن عالياً الجهود التي يبذلها مركز الملك سلمان للإغاثة والأعمال الإنسانية في دعم المتضررين والتخفيف من معاناتهم، إلى جانب الدور المهم الذي يضطلع به البرنامج السعودي لتنمية وإعمار اليمن في تنفيذ المشاريع التنموية، وإعادة تأهيل المرافق والخدمات الأساسية. كما تلقينا وعوداً بالدعم خلال لقاءاتنا مع الأصدقاء الأمريكيين والألمان وغيرهم، فيما بادرت فرنسا واليابان إلى تقديم مساعدات عاجلة للاستجابة لحاجات النازحين، وهي مواقف نقدرها ونتطلع إلى البناء عليها لتعزيز الاستجابة الإنسانية.
ورسالتنا إلى الدول المانحة والمنظمات الدولية أن حجم المأساة يتطلب استجابة أوسع وأكثر استدامة، وترجمة التعهدات إلى تدخلات ملموسة تصل إلى مستحقيها، مع تعزيز قدرات المؤسسات الوطنية والمجتمعات المحلية. فالنازحون، إلى جانب حاجتهم إلى الغذاء والمأوى، يحتاجون أيضاً إلى الحماية والرعاية والخدمات الأساسية، وإلى فرصة لاستعادة حياتهم بكرامة. وهدفنا دائماً هو الانتقال من الاستجابة الطارئة إلى حلول مستدامة تهيئ الظروف لعودة النازحين بأمان وكرامة إلى مناطقهم.
إدانات المجتمع الدولي لا تكفي
• ما المطلوب من المجتمع الدولي لمواجهة فوضى المليشيات الحوثية؟
•• المجتمع الدولي مطالب اليوم، أكثر من أي وقت مضى، بالانتقال من بيانات الإدانة والاستنكار إلى مواقف وإجراءات عملية تضع حداً للانتهاكات المتكررة التي ترتكبها مليشيا الحوثي الإرهابية بحق المدنيين والمنشآت الحيوية، وتهديدها لأمن اليمن والمنطقة والملاحة الدولية. وهذا يتطلب موقفاً دولياً أكثر حزماً تجاه مصادر تسليح المليشيا ودعمها، وتفعيل آليات المساءلة عن الانتهاكات، وتعزيز دعم مؤسسات الدولة الشرعية، وضمان حماية المدنيين ووصول المساعدات الإنسانية.
ونؤكد، أن اليمنيين يتطلعون إلى سلام حقيقي ينهي الحرب وأسبابها، ويضمن حلولاً عادلة لمختلف قضاياهم، ويعيد للدولة مؤسساتها وسيادتها، لا إلى تسويات مؤقتة تمنح المليشيا فرصة لإعادة تموضعها وإنتاج الأزمة من جديد. فاستقرار اليمن مصلحة وطنية وإقليمية ودولية، وأمن المنطقة لن يكتمل ما دامت المليشيات المسلحة قادرة على تهديد حياة الشعوب ومقدراتها.

• كيف تنظرون إلى مكرمة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، بتصحيح أوضاع اليمنيين في المملكة، وما انعكاساتها على العمالة اليمنية؟
•• تمثل مكرمة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، امتداداً للمواقف الأخوية والإنسانية الراسخة للمملكة تجاه بلادنا وشعبنا، وتحمل أهمية كبيرة لآلاف الأسر اليمنية، لما تتيحه من فرص لتصحيح أوضاع العمالة وتعزيز استقرارها الوظيفي والمعيشي، والتخفيف من الأعباء الاقتصادية عن أسرها في ظل الظروف الصعبة التي يمر بها اليمن. ونثمن عالياً هذه المبادرة الكريمة، ونجدد شكرنا وتقديرنا لخادم الحرمين الشريفين وولي العهد الأمير محمد بن سلمان، مؤكدين حرصنا على تعزيز التعاون مع الجهات المختصة في المملكة، بما يضمن استفادة العمالة اليمنية من هذه التوجيهات وحفظ حقوقها.

•• إن استهداف مطار الملك خالد الدولي بالرياض، يمثل اعتداءً خطيراً على منشأة مدنية حيوية، ويؤكد استمرار تهديد مليشيا الحوثي الإرهابية لأمن المنطقة وسلامة المدنيين والملاحة الجوية. ومن المؤسف أن تتعرض المملكة لهذه الاعتداءات في الوقت الذي تواصل فيه جهودها الإنسانية والتنموية ومواقفها الأخوية الداعمة للشعب اليمني.
ونجدد تضامننا الكامل مع المملكة، قيادة وحكومة وشعباً، ونؤكد أن أمنها واستقرارها جزء لا يتجزأ من أمن المنطقة. كما ندعو المجتمع الدولي إلى تجاوز بيانات الإدانة نحو إجراءات حازمة توقف هذه الاعتداءات وتضمن مساءلة مرتكبيها، بما يحفظ أمن المنطقة واستقرارها.

We stand in reverence before the sacrifices of the martyrs, the wounded, and all those stationed who defend the land and human dignity. In an interview with “Okaz,” he stated that the recovery of strategic positions in Bab al-Mandab represents a highly significant military achievement, whose impact transcends the front lines to national, regional, and international security. He added, “We are talking about one of the most important maritime corridors in the world, and any threat to its security directly affects international trade movement and regional stability.” He clarified that the “Yemen Dawn” operation requires continued unity of ranks and coordination among various military and national forces, as well as political, regional, and international support that keeps pace with field developments and maintains the momentum of the achievements made. The Minister of Social Affairs and Labor discussed important topics through the following dialogue:
• How do you view the victories achieved on some fronts?
•• First, I extend my sincere thanks and appreciation to “Okaz” newspaper for its interest in Yemeni affairs and its continuous follow-up of developments in our country, especially during the critical stages it is going through, and its media role in shedding light on the challenges faced by our people, conveying their concerns and aspirations to restore security and stability. Regarding the victories achieved by our armed forces on various fronts, we view them with pride and honor, considering them the fruit of immense sacrifices and national steadfastness in the face of the terrorist Houthi militia and its Iran-backed project. What we witness today confirms that the will of the people is stronger than projects of hegemony, and that the militia, no matter how much weaponry and external support it possesses, will not be able to break the will of the people of this homeland. We have great confidence that these victories will motivate broader movements, renewing victories on the remaining fronts, leading to the restoration of state institutions and the end of the coup.
An Honorable Image of Sacrifice and Steadfastness
• Tell us about the determination of all forces on the fronts, and how can the Iranian project in Yemen be eliminated?
•• What the heroes of the armed forces, the Southern Giants Forces, the National Shield, and all military formations and tribal men are accomplishing on various fronts represents an honorable image of sacrifice, steadfastness, and courage. We stand in reverence before the sacrifices of the martyrs, the wounded, and all those stationed who defend the land and human dignity. We believe that ending the Iranian project in Yemen requires, alongside decisive field action, unifying efforts and national decisions, strengthening state institutions, confronting the sources of funding and arming the militia, and expanding partnerships with brothers and friends. The battle is one to restore the state, protect national identity, and uphold our people’s right to determine their future themselves.
Bab al-Mandab: A Global Corridor
• How do you assess the expulsion of the Houthis from important positions in Bab al-Mandab and breaking their power on this front?
•• The recovery of strategic positions in Bab al-Mandab represents a highly significant military achievement, whose impact transcends the front lines to national, regional, and international security. We are talking about one of the most important maritime corridors in the world, and any threat to its security directly affects international trade movement and regional stability. What our forces have achieved confirms the importance of their steadfastness on the southern fronts and the western coast, and their role in protecting this strategic site. However, the recovery of land must be followed by sustained efforts to secure it and prevent the recurrence of threats, as the security of Bab al-Mandab is an integral part of the security of Yemen and the region.
“Yemen Dawn” and Unity of Ranks
• What does the “Yemen Dawn” operation need to achieve its goals towards Sana’a?
•• Undoubtedly, the “Yemen Dawn” operation requires continued unity of ranks and coordination among various military and national forces, as well as political, regional, and international support that keeps pace with field developments and maintains the momentum of the achievements made. Personally, I believe that the road to Sana’a requires a comprehensive national vision for managing the liberated areas, enhancing the presence of state institutions, protecting civilians, and restoring services, so that citizens feel that every victory opens a new door for security and stability. Our goal is not merely to reach Sana’a, but to restore the state, end the causes of war, and build a just and sustainable peace.
• How do you view the Houthi sabotage operations against the state’s capabilities and everything that concerns the Yemeni people?
•• What the terrorist Houthi militia practices, under false national and pan-Arab slogans, by targeting civil facilities, infrastructure, and economic and service facilities, reflects the nature of a project that does not value the lives and interests of citizens. When airports, roads, water networks, and vital facilities are targeted, the damage extends to the lives of millions of Yemenis, their livelihoods, and the future of their children. These practices confirm that the militia has not only undermined state institutions but has also turned the capabilities and basic needs of the people into tools in its war, which is behavior that warrants condemnation and accountability, as well as serious efforts to protect what remains of the national infrastructure.
• What are the implications of this on the humanitarian situation, especially in light of the displacement of hundreds of thousands fleeing the horrors of war?
•• The humanitarian implications are catastrophic, and the citizen is paying the highest price for this war. Recent waves of escalation have led to the displacement of large numbers of families, joining millions of Yemenis who are already suffering from the repercussions of the conflict and the deterioration of services and economic and living conditions. What is most painful is that women, children, the elderly, and persons with disabilities bear the brunt of this suffering, amid increasing needs for food, shelter, healthcare, and social protection. Therefore, protecting civilians and ensuring the unobstructed delivery of humanitarian aid must remain a priority that cannot be postponed, alongside efforts to address the causes of displacement and create conditions for safe and dignified return.
The Yemeni People: Victims of the Houthis
• How do you describe the destructive actions of the Houthis against the capabilities of the Yemeni people?
•• We describe them as serious assaults on the rights of the Yemeni people, their capabilities, and their future, and violations that should not be treated as mere natural consequences of war. Civil facilities, service facilities, and sources of water and food are not legitimate targets for revenge or political and military pressure.
What civilians and their properties are subjected to necessitates documentation, investigation, and accountability under international humanitarian law, because impunity encourages the repetition of violations and exacerbates the suffering of Yemenis.
Rehabilitation of Affected Areas
• What are your plans to restore what has been destroyed by the Houthis in the areas they controlled?
•• The rehabilitation of affected areas represents a shared national responsibility, requiring the integration of efforts from state institutions, local authorities, and international partners, according to priorities that begin with assessing damages and restoring basic services, then rehabilitating institutions and public facilities and supporting economic and social recovery. Within the scope of the responsibilities of the Ministry of Social Affairs and Labor, we give special importance to reactivating the social protection system, rehabilitating facilities that serve the most vulnerable groups, protecting children, and supporting persons with disabilities, alongside enhancing training and vocational rehabilitation programs and economic empowerment. Our goal is for affected communities to transition from reliance on emergency aid to a phase of recovery and the restoration of job and production opportunities and a decent life.
• What is your role in supporting the displaced and alleviating their suffering, and what is your message to countries and organizations to engage with this tragedy?
•• We treat the displacement file as one of the urgent humanitarian and national priorities, and we work in coordination with local authorities and humanitarian partners to mobilize resources and expand the scope of urgent response, addressing the needs of displaced families, prioritizing children, women, and the most vulnerable groups. In this context, we have held a series of meetings with officials in the sister Kingdom of Saudi Arabia, and we have received promises of providing the necessary support to meet the increasing humanitarian needs. We highly appreciate the efforts made by the King Salman Humanitarian Aid and Relief Center in supporting the affected and alleviating their suffering, alongside the important role played by the Saudi Program for Development and Reconstruction of Yemen in implementing development projects and rehabilitating essential facilities and services. We have also received promises of support during our meetings with our American, German, and other friends, while France and Japan have initiated urgent assistance to respond to the needs of the displaced, which are positions we value and look forward to building upon to enhance humanitarian response.
Our message to donor countries and international organizations is that the scale of the tragedy requires a broader and more sustainable response, translating commitments into tangible interventions that reach those in need, while enhancing the capacities of national institutions and local communities. Displaced persons, alongside their need for food and shelter, also need protection, care, and basic services, and an opportunity to restore their lives with dignity. Our goal is always to transition from emergency response to sustainable solutions that prepare the conditions for the safe and dignified return of the displaced to their areas.
International Community Condemnations Are Not Enough
• What is required from the international community to confront the chaos of the Houthi militias?
•• The international community is called upon today, more than ever, to move from statements of condemnation and denunciation to positions and practical measures that put an end to the repeated violations committed by the terrorist Houthi militia against civilians and vital facilities, and its threats to the security of Yemen, the region, and international navigation. This requires a firmer international stance towards the sources of arming and supporting the militia, activating accountability mechanisms for violations, enhancing support for legitimate state institutions, and ensuring the protection of civilians and the delivery of humanitarian aid.
We affirm that Yemenis are looking forward to a real peace that ends the war and its causes, guarantees just solutions to their various issues, and restores the state’s institutions and sovereignty, not to temporary settlements that give the militia a chance to reposition itself and reproduce the crisis anew. The stability of Yemen is a national, regional, and international interest, and the security of the region will not be complete as long as armed militias are capable of threatening the lives and capabilities of peoples.
A Royal Grant and Fraternal Positions
• How do you view the royal grant of King Salman bin Abdulaziz to correct the status of Yemenis in the Kingdom, and what are its implications for the Yemeni workforce?

•• Targeting King Khalid International Airport in Riyadh represents a serious assault on a vital civil facility, and it confirms the continued threat of the terrorist Houthi militia to the security of the region and the safety of civilians and air navigation. It is unfortunate that the Kingdom is subjected to these attacks at a time when it continues its humanitarian and developmental efforts and its fraternal positions supporting the Yemeni people.
We renew our full solidarity with the Kingdom, its leadership, government, and people, and we affirm that its security and stability are an integral part of the security of the region. We also call on the international community to move beyond statements of condemnation towards decisive measures that stop these assaults and ensure accountability for their perpetrators, preserving the security and stability of the region.
