أعلنت وزارة الخارجية الأمريكية إلغاء أكثر من 300 ألف تأشيرة دخول إلى الولايات المتحدة منذ بدء الولاية الرئاسية الثانية للرئيس دونالد ترمب في يناير 2025، في خطوة تعكس تسارع وتيرة الإجراءات المرتبطة بحملة الإدارة لتشديد سياسات الهجرة.
وأوضحت الوزارة أن عدد التأشيرات الملغاة ارتفع بوتيرة متسارعة خلال الأسابيع الأخيرة، بعدما كانت قد أعلنت، في تحديث صدر في 10 أغسطس، إلغاء أكثر من 175 ألف تأشيرة منذ بداية الولاية الثانية لترمب.
وقال المتحدث باسم وزارة الخارجية الأمريكية، تومي بيغوت، في منشور عبر منصة «إكس»، إن إدارة ترمب ألغت تأشيرات بوتيرة أسرع من أي إدارة أمريكية أخرى في التاريخ، مؤكداً أن الحكومة تتبنى سياسة «عدم التسامح مطلقاً» مع الأجانب الموجودين في الولايات المتحدة بموجب تأشيرات، إذا ارتكبوا مخالفات قانونية أو عمليات احتيال أو أفعالاً تهدد الأمن القومي.
الأمن القومي في مواجهة انتقادات حقوقية
وتقول إدارة ترمب إن حملتها لتشديد إجراءات الهجرة وتكثيف عمليات الترحيل تهدف إلى تعزيز الأمن الداخلي، والحد من المخالفات المرتبطة بدخول الأجانب وإقامتهم في البلاد.
في المقابل، انتقد مدافعون عن حقوق الإنسان هذه الإجراءات، معتبرين أنها تثير مخاوف تتعلق بضمانات الإجراءات القانونية وحرية التعبير، فضلاً عن تداعياتها على الأقليات العرقية والمجتمعات المهاجرة، التي أعربت عن مخاوف من احتمال تعرض أفرادها للاستهداف على أساس عرقي.
ومن بين الحالات التي أثارت انتقادات حقوقية إلغاء تأشيرات أجانب شاركوا في احتجاجات مؤيدة للفلسطينيين ومعارضة للهجمات الإسرائيلية على قطاع غزة، إلى جانب حالات طالت أجانب بسبب تعليقات نشروها على وسائل التواصل الاجتماعي بشأن اغتيال المعلق السياسي المحافظ تشارلي كيرك.
تدقيق مشدد على حسابات التواصل الاجتماعي
ولم تقتصر الإجراءات الأمريكية على إلغاء التأشيرات أو محاولات ترحيل المشاركين في الاحتجاجات، بل شملت أيضاً تشديد عمليات التدقيق في حسابات التواصل الاجتماعي الخاصة بالمهاجرين والمتقدمين للحصول على تأشيرات.
ويرى مدافعون عن الحقوق أن الإدارة الأمريكية تستخدم مبررات مرتبطة بالأمن القومي لاستهداف منتقدي سياساتها، كما يشيرون إلى أن حالات احتيال فردية استُخدمت لتوسيع نطاق التدقيق ليشمل مجتمعات مهاجرة بأكملها، من بينها الجالية الصومالية الأمريكية في ولاية مينيسوتا.
وتأتي هذه الإجراءات ضمن نهج أوسع تبنته إدارة ترمب لتشديد الرقابة على الهجرة، في وقت تواجه فيه سياساتها انتقادات بشأن تأثيرها في الحقوق المدنية والحريات العامة.
تشديد لا يقتصر على الهجرة غير النظامية
ورغم أن ترمب تعهّد خلال حملته الانتخابية عام 2024 بوقف الهجرة غير النظامية، فإن إجراءات إدارته امتدت أيضاً إلى مسارات الهجرة القانونية، من خلال تشديد شروط وإجراءات الحصول على بعض التأشيرات، وفرض رسوم مرتفعة على فئات معينة من تأشيرات العمل.
ويعكس إلغاء أكثر من 300 ألف تأشيرة اتساع نطاق حملة الإدارة الأمريكية لتشديد سياسات الدخول والإقامة، وسط استمرار الجدل بين المسؤولين الذين يربطون هذه التدابير بالأمن القومي، ومنظمات حقوقية تحذّر من انعكاساتها على الحريات والضمانات القانونية للمهاجرين والأجانب.
The U.S. Department of State announced the cancellation of more than 300,000 visas for entry into the United States since the beginning of President Donald Trump’s second presidential term in January 2025, in a move that reflects the accelerating pace of actions related to the administration’s campaign to tighten immigration policies.
The department clarified that the number of canceled visas has risen rapidly in recent weeks, after it announced, in an update issued on August 10, the cancellation of more than 175,000 visas since the start of Trump’s second term.
U.S. State Department spokesperson, Tommy Pigott, stated in a post on the platform “X” that the Trump administration has canceled visas at a faster rate than any other U.S. administration in history, emphasizing that the government adopts a policy of “zero tolerance” for foreigners in the United States on visas if they commit legal violations, fraud, or actions that threaten national security.
National Security Facing Human Rights Criticism
The Trump administration claims that its campaign to tighten immigration procedures and intensify deportation efforts aims to enhance domestic security and reduce violations related to the entry and residency of foreigners in the country.
In contrast, human rights advocates have criticized these measures, arguing that they raise concerns regarding due process guarantees and freedom of expression, as well as their implications for racial minorities and immigrant communities, which have expressed fears that their members may be targeted based on race.
Among the cases that have drawn human rights criticism are the cancellations of visas for foreigners who participated in pro-Palestinian protests opposing Israeli attacks on the Gaza Strip, alongside cases affecting foreigners due to comments they posted on social media regarding the assassination of conservative political commentator Charlie Kirk.
Increased Scrutiny on Social Media Accounts
The U.S. actions have not been limited to canceling visas or attempts to deport protest participants, but have also included tightening scrutiny of the social media accounts of immigrants and visa applicants.
Rights advocates believe that the U.S. administration is using national security justifications to target critics of its policies, noting that individual fraud cases have been used to expand scrutiny to encompass entire immigrant communities, including the Somali American community in Minnesota.
These measures come as part of a broader approach adopted by the Trump administration to tighten immigration oversight, at a time when its policies face criticism regarding their impact on civil rights and public freedoms.
Tightening Not Limited to Irregular Immigration
Although Trump pledged during his 2024 election campaign to stop irregular immigration, his administration’s actions have also extended to legal immigration pathways by tightening the conditions and procedures for obtaining certain visas and imposing high fees on specific categories of work visas.
The cancellation of more than 300,000 visas reflects the expanding scope of the U.S. administration’s campaign to tighten entry and residency policies, amidst ongoing debate between officials who link these measures to national security and human rights organizations warning of their repercussions on the freedoms and legal guarantees for immigrants and foreigners.
