It is expected that U.S. envoy Steve Witkoff will present an updated plan to Russian President Vladimir Putin today (Wednesday) to end the war in Ukraine, following talks with Ukrainian President Volodymyr Zelensky in Oslo.
An American official told Axios that the White House envoy will meet Putin in St. Petersburg and will present him with an updated proposal to end the war in Ukraine. Jared Kushner, son-in-law and advisor to former President Donald Trump, will join the meeting virtually.
The White House hopes that Putin will show a greater willingness to make concessions after Trump agreed to lift sanctions on Russian diesel sales and took other steps welcomed by Moscow.
Witkoff arrives in Russia after a day of talks in Oslo, Norway, with Zelensky, alongside the leaders of Norway and Finland, and representatives from France, Britain, Germany, Poland, the European Union, and NATO.
Zelensky stated yesterday (Tuesday) that the next step should be to hold a trilateral meeting that includes him, Putin, and Trump, a format that Russia has so far rejected. An American official reported that Washington hopes the new proposal will “create a pathway for direct trilateral negotiations and broader multilateral talks.” He announced after the meeting that he is ready to halt strikes on Russian oil refineries if Moscow takes similar steps.
The discussions in Oslo focused on preparing a unified proposal for a “framework agreement” to end the war. The American official stated that Ukraine presented new ideas and proposals that were discussed in detail, adding that the parties made tangible progress and have a “strong consensus at the working level” regarding the next steps.
According to a source familiar with the talks, Kushner joined the meeting virtually and reiterated Trump’s demand that Ukraine stop its strikes on Russian oil refineries. The source noted, “Jared was very direct.”
Trump announced (Tuesday) that Russia is interested in reaching an agreement, but he expressed doubts about Zelensky’s willingness to end the war. He added, “If he doesn’t want that, it will be very bad. We want Zelensky to make a deal. If they don’t reach an agreement, things will get worse for Ukraine.”
An American official revealed to Reuters that Ukraine proposed new ideas and proposals during the Oslo talks, and that participants made “tangible progress” toward defining a coordinated approach to dealing with Russia.
The official added that the talks included “key elements of a comprehensive peace framework,” including security guarantees for Ukraine, a post-war economic plan, and a broader European security architecture. He confirmed that Witkoff will seek to “find a pathway to direct trilateral negotiations.”
