Two hostages (Austrian and Swiss) held by the terrorist organization (ISIS in the Sahel) in Niger for more than 18 months have been released and arrived in the city of Benghazi (eastern Libya), in preparation for their handover to the authorities of their countries; according to Libyan officials.

The case dates back to January 2025, when the Austrian Eva G., in her seventies, was kidnapped in the desert city of Agadez in central Niger. Information available about the group that held her, the circumstances of her captivity, and the demands of the kidnappers remained limited throughout her detention.

In April of the same year, another Swiss woman was kidnapped, whose identity had not been previously disclosed by the Swiss Foreign Ministry. According to the announced information, sufficient details about the circumstances of her kidnapping or the nature of the communications that preceded her release remain unclear.

Officials stated that the two women would be handed over to the authorities of their countries after completing the necessary procedures, noting that the operation was overseen by Saad al-Hifter, the deputy commander of the Libyan armed forces. The announced information did not provide complete details about the location of the hostages’ detention or the mechanism that led to their release, nor was it revealed whether a ransom was paid.

The case gains importance amid the deteriorating security situation in the African Sahel region, where armed groups linked to (ISIS) and (al-Qaeda) are active, targeting security forces and civilians. Kidnapping operations have become one of the sources of funding and pressure used by some armed groups, including targeting foreigners and humanitarian workers.

Niger, along with Mali and Burkina Faso, is facing an extended armed rebellion that has its modern roots in the unrest in northern Mali in 2012, before the activities of jihadist groups expanded to large parts of the Sahel region. The violence has resulted in the deaths of thousands and the displacement of millions, while authorities in the three countries have faced increasing difficulties in asserting control over remote areas and desert roads.

Agadez, located in northern Niger, is a strategic area on desert transit routes and represents a connection point between the northern parts of the country and the border areas extending towards Libya and Algeria, where vast spaces and the difficulty of monitoring borders complicate the tracking of armed groups and smuggling and kidnapping networks.

The release of the two women comes at a time when concerns about the safety of foreigners in the Sahel region are increasing, amid reports of intensified kidnapping operations in Niger over the past year, while the details of the Libyan operation, including the role of the entities involved and the nature of the arrangements that led to the release, still require broader official clarification.
