The positive atmosphere surrounding the mediation between Tehran and Washington did not transform into an agreement, as it was closer to a shared desire to keep the window of diplomacy open than to evidence of substantial progress. When both parties talk about the possibility of understanding while simultaneously exchanging threats, we are faced with negotiations managed by the logic of deterrence rather than trust, where positive signals are used more to buy time than to build a settlement. The crux of these negotiations lies not only in the content but also in the arrangement: Washington wants to include the nuclear file from the very beginning, while Tehran conditions the lifting of the blockade on its ports and the easing of restrictions on its oil before moving on to any other file. This turns the issue of who goes first into a question of who holds the guarantees and who bears the cost of the initiative, which is a classic dilemma between adversaries deepened by a crisis of trust, where every concession is read as weakness and every flexibility is interpreted as a trap. At the heart of the equation, Qatar operates as more than just a mediator; Doha is directly concerned with preventing a new war that would affect its security, economy, and facilities. Therefore, mediation for it seems to be an extension of survival calculations rather than merely a diplomatic role. However, the limits of mediation are known; it can facilitate formulations and open channels but cannot create trust where it is absent, nor can it impose on major powers what they do not see as in their interest. The American discourse carries a notable duality, as President Trump speaks of the possibility of an agreement while simultaneously threatening to strike Iranian targets. A sober analysis requires distinguishing between negotiating pressure and readiness for a military decision; threats alone are not enough to conclude that an attack has been decided upon, and may be part of the pressure engineering that precedes serious negotiations. Meanwhile, Tehran continues to maintain communication channels through intermediaries and seeks to expedite the implementation of its proposal, but it insists on its conditions and warns of a broad response to any new attack, combining flexibility in discourse with firmness in deterrence, betting that the cost of war for its adversaries may exceed the cost of a settlement. The Israeli role adds another layer of complexity, as media reports, attributed to sources rather than official announcements, have spoken of Israeli pressure to resume strikes after the elections, in contrast to Trump’s inclination to give negotiations more time. This reveals a potential divergence in Washington and Tel Aviv’s perceptions of the end of the crisis: is a temporary agreement sufficient to neutralize the threat, or is it necessary to dismantle the capability itself? All of this cannot be separated from the American internal calendar; congressional elections are an influential factor in timing and discourse, without assuming that war will automatically begin after the vote. Gulf countries have enough concern to grant them a direct interest in building a regional position that pressures for de-escalation, and in being a partner in shaping the solution rather than a battleground for its repercussions. The Strait of Hormuz remains more than just a bargaining chip, as the security of navigation, oil, gas, and marine insurance are all contingent upon escalation, and the cost will be borne by consumers and the global economy alike, far from the negotiating table and its participants. The deeper question is: do strikes resolve the crisis or merely postpone it? Even if a military operation hits specific targets, it does not end the political and nuclear dispute, leaving the peoples of the region to pay the cost of mutual responses. Thus, scenarios remain open: a phased settlement to build trust, ongoing negotiations under threat, a limited strike that both parties respond to, or a broader confrontation that is difficult to control. Each scenario has its indicators, but none should be presented as an inevitable fate. Major crises are not resolved by declared intentions but by what actors decide when options narrow and the hour of truth approaches.
