تشهد الساحة السياسية البريطانية تصاعدًا ملحوظًا في الضغوط المطالِبة بحظر استخدام وسائل التواصل الاجتماعي للأطفال دون سن 16 عامًا، على غرار النموذج الأسترالي، بعد أن غمرت عشرات الآلاف من الرسائل البريدية صناديق نواب البرلمان خلال الأيام الماضية.
وأفاد منظمو حملة «طفولة بلا هواتف ذكية» بأن أكثر من 100 ألف شخص تواصلوا مع نواب دوائرهم الانتخابية منذ إطلاق حملة بريد إلكتروني مساء (الثلاثاء)، دعت إلى فرض «حدود معقولة ومناسبة للأعمار» على استخدام الأطفال لمنصات التواصل.
تلميحات من رئيس الوزراء
وبحسب صحيفة «الغارديان»، ألمح رئيس الوزراء البريطاني كير ستارمر إلى أن فرض حظر على وسائل التواصل الاجتماعي للأطفال قد أصبح أقرب من أي وقت مضى، مؤكدًا ضرورة «حماية الأطفال بشكل أفضل من تأثيرات وسائل التواصل».
وعند سؤاله عن دعمه لحظر مماثل لما طُبق في أستراليا، قال ستارمر إن الحكومة «تتابع التجربة الأسترالية باهتمام»، مضيفًا: «جميع الخيارات مطروحة فيما يتعلق بمزيد من إجراءات الحماية، سواءً كان ذلك حظر وسائل التواصل الاجتماعي لمن هم دون 16 عامًا، أو قضية أخرى تثير قلقي الشديد وهي وقت الشاشات للأطفال دون الخامسة»، وأشار إلى أن أطفالًا «يصلون إلى سن الرابعة ويدخلون المدرسة وقد أمضوا وقتًا مفرطًا أمام الشاشات».
تحذيرات صحية وتشبيه لافت
من جانبه، حذّر وزير الصحة ويس ستريتينغ من المخاطر المصاحبة لوسائل التواصل الاجتماعي، رغم إقراره بدورها في تعزيز التواصل والانتماء. وقال في حديث لإذاعة BBC إن هذه المنصات قد تُلحق «ضررًا بالغًا بالعقول النامية» للأطفال، فضلًا عن تعريضهم لمحتوى «مظلم ومتطرف».
وشبّه ستريتينغ الوضع الحالي بتسليم طفل في الحضانة أدوات خطرة دون إشراف، قائلًا: «لم يكن من المقبول أبدًا أن نترك طفلًا صغيرًا وحده مع مطرقة ومسامير، وهذا بالضبط ما نفعله اليوم مع الهواتف الذكية».
تغيير في موقف ستارمر
وكان ستارمر قد عارض سابقًا فكرة حظر وسائل التواصل الاجتماعي على الأطفال، معتبرًا أن تطبيقه سيكون صعبًا وقد يدفع المراهقين إلى استخدام الإنترنت المظلم، إلا أنه أبلغ نواب حزب العمال هذا الأسبوع باستعداده للنظر في «جميع الخيارات» للحد من وصول الشباب إلى هذه المنصات.
وقال جو رايري، الشريك المؤسس لمنظمة «طفولة بلا هواتف ذكية»، إن جميع نواب البرلمان تلقوا رسائل بشأن القضية، مشيرًا إلى أن بعضهم استقبل أكثر من ألف رسالة من ناخبيه. وأضاف: «الأمر خرج عن السيطرة وينمو بسرعة هائلة، العائلات في كل أنحاء البلاد تقول الشيء نفسه: أطفالنا بحاجة إلى حماية قوية من منصات عالمية صُممت لتعظيم الانتباه والأرباح».
تأثير النموذج الأسترالي
وجاء هذا الجدل بعد أسابيع من الجدل حول استخدام أداة الذكاء الاصطناعي Grok التابعة لإيلون ماسك في إنتاج صور مزيفة تُظهر نساءً وأطفالًا دون ملابسهم رقميًا، ما زاد الضغط على الحكومة البريطانية للتحرك.
وكانت أستراليا قد فرضت حظرًا على وسائل التواصل الاجتماعي لمن هم دون 16 عامًا الشهر الماضي، وأسفر ذلك عن حذف أكثر من 4.7 ملايين حساب يُعتقد أنها تعود لأطفال خلال الأيام الأولى من تطبيق القانون.
تصويت مرتقب في البرلمان
ومن المتوقع أن تبلغ القضية ذروتها الأسبوع القادم، إذ يستعد مجلس اللوردات للتصويت على تعديل في مشروع قانون رفاه الأطفال والمدارس، يمنع من هم دون 16 عامًا من الوصول إلى وسائل التواصل الاجتماعي، وفي حال إقراره، سيُلزم مجلس العموم بإجراء تصويت حاسم خلال الأشهر القادمة، وقد أيد سياسيون من مختلف الأطياف هذا التوجه، كما دعت نقابة المعلمين الكبرى إلى فرض حظر شامل.
في المقابل، اعتبرت مؤسسة Molly Rose Foundation المعنية بالصحة النفسية للشباب أن الحظر «ليس الحل»، محذّرة من أنه «يعاقب الأطفال بدلًا من محاسبة شركات التكنولوجيا والحكومات المتعاقبة على فشلها في التنظيم».
موقف الحكومة
وأكد متحدث باسم وزارة العلوم والابتكار والتكنولوجيا أن قانون السلامة على الإنترنت اتخذ «خطوات جريئة» لحماية الأطفال، مشددًا على أن حظر وسائل التواصل الاجتماعي «ليس سياسة حكومية حالية»، لكنه أضاف: «نراجع جميع الخيارات باستمرار بناءً على الأدلة، مع الحرص على تحقيق توازن بين حماية الأطفال وتمكينهم من الاستفادة الآمنة من العالم الرقمي».

Campaign organizers for “Childhood Without Smartphones” reported that more than 100,000 people have contacted their local MPs since the launch of the email campaign on Tuesday evening, calling for the imposition of “reasonable and age-appropriate limits” on children’s use of social media platforms.
Hints from the Prime Minister
According to The Guardian, British Prime Minister Keir Starmer hinted that a ban on social media for children may be closer than ever, emphasizing the need to “better protect children from the effects of social media.”
When asked about his support for a ban similar to that implemented in Australia, Starmer stated that the government is “following the Australian experiment with interest,” adding: “All options are on the table regarding further protective measures, whether that is a ban on social media for those under 16, or another issue that greatly concerns me, which is screen time for children under five.” He noted that children “are reaching the age of four and entering school having spent excessive time in front of screens.”
Health Warnings and a Striking Analogy
For his part, Health Minister Wes Streeting warned of the risks associated with social media, despite acknowledging its role in enhancing communication and belonging. In a conversation with BBC Radio, he stated that these platforms could cause “severe harm to developing minds” in children, in addition to exposing them to “dark and extreme” content.
Streeting likened the current situation to handing a child in daycare dangerous tools without supervision, saying: “It has never been acceptable to leave a young child alone with a hammer and nails, and that is exactly what we are doing today with smartphones.”
A Change in Starmer’s Position
Starmer had previously opposed the idea of banning social media for children, considering its implementation difficult and potentially pushing teenagers to use the dark web. However, he informed Labour MPs this week of his willingness to consider “all options” to limit young people’s access to these platforms.
Joe Rairie, co-founder of the “Childhood Without Smartphones” organization, stated that all MPs have received messages regarding the issue, noting that some have received over a thousand messages from their constituents. He added: “The situation has spiraled out of control and is growing at an enormous rate; families across the country are saying the same thing: Our children need strong protection from global platforms designed to maximize attention and profits.”
The Impact of the Australian Model
This debate comes after weeks of controversy surrounding the use of Elon Musk’s AI tool Grok in producing fake images depicting women and children without their clothes digitally, which increased pressure on the British government to take action.
Australia imposed a ban on social media for those under 16 last month, resulting in the deletion of more than 4.7 million accounts believed to belong to children during the early days of the law’s implementation.
Upcoming Vote in Parliament
The issue is expected to reach its peak next week, as the House of Lords prepares to vote on an amendment to the Children and Schools Welfare Bill, which would prevent those under 16 from accessing social media. If approved, it will require the House of Commons to hold a decisive vote in the coming months, with politicians from various parties supporting this direction, and the major teachers’ union calling for a comprehensive ban.
In contrast, the Molly Rose Foundation, which focuses on youth mental health, argued that the ban “is not the solution,” warning that it “punishes children instead of holding technology companies and successive governments accountable for their failure to regulate.”
The Government’s Stance
A spokesperson for the Department for Science, Innovation, and Technology confirmed that the Online Safety Bill has taken “bold steps” to protect children, stressing that a ban on social media “is not current government policy.” However, they added: “We continuously review all options based on evidence, ensuring a balance between protecting children and enabling them to safely benefit from the digital world.”
