كشفت وسائل إعلام أمريكية اليوم (الخميس) عن إجراء أمريكا وروسيا محادثات لمحاولة التوصل إلى اتفاق لمواصلة الالتزام ببنود معاهدة «نيو ستارت»، للحد من الأسلحة النووية.
ونقل موقع «أكسيوس» عن 3 مصادر مطلعة قولها: إن الولايات المتحدة وروسيا تجريان محادثات في أبوظبي، لمحاولة التوصل إلى اتفاق لمواصلة الالتزام ببنود معاهدة «نيو ستارت»، للحد من الأسلحة النووية، والتي تنتهي صلاحيتها الخميس، وذلك بعد انقضاء أجلها، وإنهما تقتربان من التوصل إلى اتفاق، موضحة أن الخطة الأولية لا تزال بحاجة إلى موافقة رئيسي البلدين.
وذكر مصدر ثالث للموقع أن مفاوضات جرت خلال الساعات الأربع والعشرين الماضية، من دون تأكيد التوصل إلى اتفاق نهائي.
وأفادت المصادر أن ستيف ويتكوف وجاريد كوشنر مبعوثا الرئيس الأمريكي دونالد ترمب يقودان التفاوض مع مسؤولين روس بشأن «نيو ستارت»، فيما قال مسؤول أمريكي كبير: «اتفقنا مع روسيا على العمل بحسن نية وبدء نقاش حول السبل الممكنة لتحديثها».
وكان الكرملين قد قال في وقت سابق اليوم، إن روسيا ستتبنى نهجاً مسؤولاً وحذراً تجاه قضية الاستقرار الإستراتيجي في مجال الأسلحة النووية، مبيناً أنهم لم يتلقوا رداً على مبادرتهم بخصوص معاهدة «نيو ستارت» من الأمريكيين.
ومع انتهاء صلاحية المعاهدة، لا يزال من غير الواضح ما إذا كان الاتفاق على الالتزام ببنودها لفترة إضافية قد تمتد لستة أشهر، سيكرس في صيغة رسمية أم لا، مع أن معاهدة «ي» تضع سقفاً لعدد الرؤوس النووية التي يمكن للولايات المتحدة وروسيا نشرها على الغواصات والصواريخ والقاذفات، وتتضمن آليات شفافية مهمة.
وذكر موقع «أكسيوس»، أن السبب الرئيسي لتشكك البيت الأبيض في تمديد «نيو ستارت»، هو أنها لا تفرض قيوداً على الصين، التي تمتلك ترسانة أصغر حجماً لكنها تتقدم بسرعة.
American media revealed today (Thursday) that the United States and Russia are holding talks in an attempt to reach an agreement to continue adhering to the terms of the “New START” treaty, aimed at reducing nuclear weapons.
Axios reported from three informed sources that the United States and Russia are conducting discussions in Abu Dhabi to try to reach an agreement to continue adhering to the terms of the “New START” treaty, which expires on Thursday. They are reportedly close to reaching an agreement, although the initial plan still requires the approval of the leaders of both countries.
A third source mentioned to the site that negotiations took place over the past twenty-four hours, without confirming the achievement of a final agreement.
The sources indicated that Steve Biegun and Jared Kushner, envoys of President Donald Trump, are leading the negotiations with Russian officials regarding “New START,” while a senior American official stated: “We have agreed with Russia to work in good faith and start discussions on possible ways to update it.”
The Kremlin had previously stated today that Russia would adopt a responsible and cautious approach to the issue of strategic stability in the field of nuclear weapons, noting that they had not received a response to their initiative regarding the “New START” treaty from the Americans.
With the treaty’s expiration, it remains unclear whether the agreement to adhere to its terms for an additional six-month period will be formalized, although the treaty sets a ceiling on the number of nuclear warheads that the United States and Russia can deploy on submarines, missiles, and bombers, and includes important transparency mechanisms.
Axios noted that the main reason for the White House’s skepticism about extending “New START” is that it does not impose restrictions on China, which has a smaller arsenal but is rapidly advancing.
