كشفت صحيفة «فايننشال تايمز»، أن أوكرانيا شرعت في التخطيط للانتخابات الرئاسية والاستفتاء على اتفاقيات السلام مع روسيا، ومن المقرر إجراء كلا التصويتين بحلول 15 مايو القادم.
ويأتي هذا التحرك، بحسب الصحيفة، تحت ضغط من الإدارة الأمريكية بهدف الدفع نحو إنهاء الصراع الأوكراني بحلول الربيع.
ولفتت إلى أن الرئيس الأوكراني فولوديمير زيلينسكي يدرس حالياً مسألة الإعلان عن انتخابات رئاسية واستفتاء على تسوية الصراع الأوكراني يوم 24 فبراير. وقال مسؤول غربي: إن الأوكرانيين لديهم قناعة راسخة بأن كل هذه الإجراءات مرتبطة بإعادة انتخاب زيلينسكي.
فيما أفاد مقربون من زيلينسكي بأن السلطات مستعدة لتنظيم عملية التصويت في أسرع وقت ممكن، رغم التحديات المرتبطة بالجانب اللوجستي والتقني للعملية الانتخابية.
وذكرت فايننشال تايمز أن البرلمان الأوكراني سيعمل خلال شهري مارس وأبريل على إعداد تعديلات تشريعية تتيح إجراء الانتخابات في ظل حالة الأحكام العرفية.
يذكر أن ولاية زيلينسكي الرئاسية انتهت رسمياً في 20 مايو 2024، ولكن كييف قررت عدم إجراء انتخابات، بحجة استحالة ذلك قبل رفع الأحكام العرفية.
وأعلن زيلينسكي مراراً استعداده لإجراء الانتخابات الرئاسية، إلا أنه أكد ضرورة إجراء تعديلات تشريعية وتدابير أمنية لضمان تمكّن العسكريين من الإدلاء بأصواتهم. وطلب من البرلمانيين إعداد تعديلات تشريعية، ومن الولايات المتحدة وأوروبا ضمان أمن عملية التصويت.
وكان الرئيس الروسي فلاديمير بوتين، اعتبر أن الولاية الرئاسية لزيلينسكي انتهت ومعها شرعيته، التي لا يمكن استعادتها بأية حال، معيداً للأذهان أن روسيا أجرت انتخابات خلال فترة العملية العسكرية الخاصة دون طرح أية مطالب تتعلق بضمانات إضافية.
The Financial Times revealed that Ukraine has begun planning for presidential elections and a referendum on peace agreements with Russia, with both votes scheduled to take place by May 15.
This move, according to the newspaper, comes under pressure from the U.S. administration aimed at pushing for an end to the Ukrainian conflict by spring.
It noted that Ukrainian President Volodymyr Zelensky is currently considering the announcement of presidential elections and a referendum on resolving the Ukrainian conflict on February 24. A Western official stated that Ukrainians are firmly convinced that all these actions are linked to Zelensky’s re-election.
Meanwhile, close associates of Zelensky reported that the authorities are ready to organize the voting process as soon as possible, despite the challenges related to the logistical and technical aspects of the electoral process.
The Financial Times mentioned that the Ukrainian parliament will work during March and April to prepare legislative amendments that would allow elections to be held under martial law.
It is worth noting that Zelensky’s presidential term officially ends on May 20, 2024, but Kyiv has decided not to hold elections, citing the impossibility of doing so before lifting martial law.
Zelensky has repeatedly announced his readiness to conduct presidential elections, but he emphasized the need for legislative amendments and security measures to ensure that military personnel can cast their votes. He requested that lawmakers prepare legislative amendments, and that the United States and Europe ensure the security of the voting process.
Russian President Vladimir Putin has stated that Zelensky’s presidential term has ended along with his legitimacy, which cannot be restored in any case, recalling that Russia held elections during the special military operation without raising any demands related to additional guarantees.
