When you read the headlines about conflicts happening around the world, there are categories of victims that the world’s conscience is supposed to be shaken more by, such as women and children, or purely civilian workers like medical teams and journalists trying to convey the image. However, the headline often hides many devils in its details.

Speaking of the war in Yemen, it is important to highlight the black record of the Houthis in recruiting children, as the United Nations has verified at least 1,851 individual cases of child recruitment or use by the Houthis since 2010. This is a documented minimum, not the total number of children recruited by the Houthis. The UN expert team received a list of 1,406 children recruited by the Houthis who were killed in battles in 2020.

If we look into the methods of recruitment, it should first be noted that this recruitment began in the 1990s with the “Believing Youth” movement in Saada, using modern means such as tapes and videos to brainwash the youth of northern Yemen and train them on the Houthi slogan. Although the organization was not officially established until 1992, by 1995, between 15,000 and 20,000 students had joined its summer camps.

According to UN experts, the Houthis have a system of indoctrination that includes using humanitarian aid to pressure families. Their 2023 report documented the distribution of food baskets to the families of recruits. A Human Rights Watch activist reported that recruitment activities in schools increased significantly after October 7, 2023, including through school scouts. Experts found that the Houthi militia taught children as young as seven how to clean weapons and evade missiles.

When searching for the reasons driving the militia, a lack of fighters appears as a primary reason, while not overlooking that children are easier to mold and can be brainwashed, resulting in greater loyalty. This loyalty is based on the fact that the child does not have a party or tribal mindset, with additional coerced loyalty through the aid provided to their families, which is mostly food aid, and incidentally, this aid is stolen from UN assistance. This creates another benefit, as many child fighters on the front lines do not receive wages, making them cheaper than adult fighters.

There is an important layer of discussion examining what is Yemeni and what is imported in child recruitment. Several studies have pointed to local reasons, including poverty and the deterioration of educational opportunities, as well as the custom that considered a young man to be an adult at the age of seventeen carrying a weapon, before the Houthis exaggeratedly lowered this age to ten.

The imported aspect is evident in a study by the Combating Terrorism Center at West Point, which reported that Hussein al-Houthi spent a year in Khartoum (1999-2000) when Sudan was the most active station for the Revolutionary Guard on the Red Sea, before moving to Iran. Upon his return, he launched the slogan: “Death to America, death to Israel, curse on the Jews, victory for Islam.” This slogan is the first thing a child repeats in the summer camp.

Of course, Badr al-Din and Hussein al-Houthi were very impressed by the model of the Iranian revolution, to the extent that they considered the differences between Zaidis and Twelvers to be a minor detail. Thus, they imported a culture of breaking the fear through martyrdom in the minds of children, with the slogan being chanted during morning assembly, keeping their minds in a constant state of readiness to rush to the battlefield.

This leads us to explore the topic from its source. One important book in this regard is by Ian Brown, the last representative of the Swiss organization “Man’s Land,” who studied Iranian student prisoners in the Ramadi camp. In his book titled “The Forgotten Children of Khomeini: The Story of Child Soldiers in Iran,” he discusses the recruitment of children in violation of all international treaties, which is practiced by the Basij through summer camps, just as the Houthis do by emulating them.

However, what truly deserves attention is that these boys were forgotten twice: first, when they were sent by a regime that glorifies martyrdom to die, like the Iranian regime, and then when they were left in Iraqi camps for years after the ceasefire in 1988. This is summarized by a question from one of the prisoners: “During the war, we didn’t think about returning to our homes, so why are we still here after it ended?”

What Iran did back then is no different from what it does with its allies whenever it no longer needs them, and it aligns with what the Houthis are doing today by spreading images of children as casualties while they are being treated in hospitals under the care of the Yemeni government.
