فيما كشف مجلس الشورى جملة من الملاحظات على أداء 9 جامعات سعودية، وضع عدد من الأكاديميين لـ«عكاظ» خريطة طريق، تبدأ بتحويل ملاحظات المجلس إلى برامج تنفيذية معلنة، ومؤشرات أداء قابلة للقياس والمتابعة، بما يضمن الانتقال من رصد الملاحظات إلى تحقيق نتائج ملموسة.
وتركزت ملاحظات المجلس على تعثر بعض المبتعثين، وحسن استثمار الموارد والأصول، ورفع كفاءة البحث العلمي والابتكار، وتطوير القياس والتقويم والتحول الرقمي، إلى جانب تعزيز الشراكات والاستدامة المالية، وربط المخرجات البحثية بحاجات الاقتصاد والمجتمع.
تطوير الأداء الجامعي
أكد رئيس قسم الإعلام وعلوم الاتصال بجامعة الطائف الدكتور محسن القرني لـ«عكاظ»، أن توجيهات مجلس الشورى لعدد من الجامعات تؤكد أهمية تطوير الأداء الجامعي بصورة متكاملة، تشمل تنمية الموارد الذاتية، وحسن استثمار الأصول والمرافق، ورفع كفاءة البحث والابتكار، وتطوير التحول الرقمي والقياس والتقويم، وتعزيز الشراكات مع القطاع الخاص والمجتمع. وأوضح القرني، أن الجامعات بحاجة إلى النظر إلى هذه الملفات بوصفها فرصاً لتطوير كفاءتها المؤسسية، والاستفادة بصورة أكبر من مواردها البشرية والمعرفية، وتفعيل خبراتها وشراكاتها بما يحقق عوائد وأثراً قابلاً للقياس. وأكد القرني، أن المطلوب هو تحويل الملاحظات إلى فرص للتطوير، وبناء حلول مؤسسية مستدامة تعزز كفاءة الجامعات وقدرتها على صناعة الأثر.
تحول جذري
من جانبه، أكد أستاذ اقتصاديات التعليم الدكتور بدر سالم البدراني لـ«عكاظ»، أن المرحلة الحالية تتطلب تحولاً جذرياً نحو اقتصاد المعرفة، بحيث لا تُقاس جودة البحث برقم المجلد الذي نُشر فيه فقط، وإنما بقدرته على حل مشكلة صناعية، أو تسجيل براءة اختراع قابلة للتسويق، أو تقديم حلول وسياسات عامة للقطاعات الحكومية.
منح الجامعات الاستقلالية
وأضاف البدراني، أن طرح مجلس الشورى لهذه الملفات بشفافية يمثل حراكاً صحياً، ورسالة إلى الجامعات بأن المرحلة الحالية هي مرحلة «قياس الأثر والإنتاجية»، وأن الجامعات مطالبة بإعادة هيكلة آليات الابتعاث، وربط أبحاثها بحاجات التنمية ورؤية السعودية 2030 بصورة ملموسة.
برامج للتحسين
وقال عضو هيئة التدريس بجامعة الباحة الدكتور مطير سعيد الزهراني لـ«عكاظ»: «إن الملاحظات المتعلقة بأداء الجامعات تكتسب قيمتها من قدرتها على إحكام العمل الجامعي وتوجيه إمكاناته نحو الغايات الوطنية». وأشار إلى أن المطالب المتعلقة بتطوير المؤشرات، وتنويع الموارد، وتحسين المخرجات، وتعزيز البحث والشراكات، يمكن النظر إليها بوصفها مداخل متكاملة لتجويد العلاقة بين ما تمتلكه الجامعة وما تقدمه للإنسان والمجتمع. ويرى الزهراني، أن معالجة الملاحظات ينبغي أن تبدأ بتحديد النتيجة المشتركة التي تخدمها، موضحاً أن تحسين الإرشاد الأكاديمي، وتنمية الإيرادات، وتفعيل المرافق البحثية، كلها ترتبط بجودة البيئة المنتجة للمعرفة، وأن الربط بين هذه العناصر يمنح الجامعة قدرة أكبر على تحديد أولوياتها وتقدير حاجاتها، ويجعل عملية التطوير أكثر اتساقاً مع رسالتها.
متابعة المعالجة
وأوضح، أن المطلب المتعلق بالبحث العلمي، على سبيل المثال، يستدعي النظر في تأهيل الباحث، وإتاحة التجهيزات، وكفاءة التمويل، وفرص الشراكة، ثم قياس الإضافة العلمية والمنفعة المتحققة، مشيراً إلى أن هذا الأسلوب يتيح متابعة المعالجة في سياقها الكامل، وتعديلها استناداً إلى الأدلة. وأضاف، أن تبادل التجارب الناجحة بين الجامعات، يمكن أن يوسع أثر التحسين، مع مراعاة خصوصية التخصص والمنطقة. وأوضح أنه بهذا المنظور تصبح الملاحظات رصيداً للتعلم المؤسسي، وتتـكامل المراجعة مع مسؤولية الجامعات عن التطوير، وتتحقق مواءمة العمل الجامعي مع رؤية السعودية 2030، حين تُقاس ثماره في قدرات الخريجين، وجودة المعرفة، وكفاءة توظيف الموارد، وإسهامه في التنمية، لتستند الثقة بالمؤسسة إلى أثر واضح، وتتجدد طموحاتها على أساس معرفة دقيقة بما أنجزته وما تستطيع بلوغه.
فحص أبحاث الترقية
من جانبها، اقترحت أستاذ النقد والفلسفة بجامعة الملك سعود الدكتورة منال عبدالعزيز العيسى، في حديثها لـ«عكاظ»، تشكيل لجنة عليا لفحص أبحاث الترقية في كل قسم، يرأسها رئيس القسم، وتضم متخصصين من أعضاء هيئة التدريس، على أن تتولى فحص الملفات والأبحاث، وقبولها أو رفضها أو طلب تعديلها، قبل إحالتها إلى المجالس العلمية.
آليات تنفيذ قابلة للمساءلة
وقال أستاذ تحليل القرارات المشارك بجامعة الملك فيصل الدكتور ملفي الرشيدي لـ«عكاظ»: «إن توصيات مجلس الشورى بشأن تقارير الجامعات تمثل أداة مهمة لدعم التطوير المؤسسي وتعزيز جودة الأداء، وإن الدعوة إلى «تعزيز الجودة» أو «تطوير الموارد البشرية» أو «رفع التنافسية» تعبّر عن توجهات وتوصيات مهمة»، ويرى الرشيدي، ضرورة عدم الاكتفاء بمطالبة الجامعة بأن «تسعى» أو «تعزز» أو «تعمل على»، بل مطالبتها بتحديد الفجوة القائمة وقياسها، وإعلان مستهدف واضح لمعالجتها، ثم تقديم دليل في التقرير اللاحق يوضح ما تحقق، وما لم يتحقق، وأسباب ذلك.
The Shura Council revealed a number of observations regarding the performance of 9 Saudi universities. Several academics provided a roadmap to “Okaz,” starting with transforming the council’s observations into announced executive programs and measurable performance indicators, ensuring a shift from merely noting observations to achieving tangible results.
The council’s observations focused on the difficulties faced by some scholarship students, the effective investment of resources and assets, enhancing the efficiency of scientific research and innovation, developing measurement and evaluation, and digital transformation, in addition to strengthening partnerships and financial sustainability, and linking research outputs to the needs of the economy and society.
Improving University Performance
Dr. Mohsen Al-Qarni, head of the Media and Communication Sciences Department at Taif University, confirmed to “Okaz” that the Shura Council’s directives to several universities emphasize the importance of comprehensively improving university performance. This includes developing self-resources, effectively investing in assets and facilities, enhancing research and innovation efficiency, advancing digital transformation and measurement and evaluation, and strengthening partnerships with the private sector and the community. Al-Qarni explained that universities need to view these issues as opportunities to develop their institutional efficiency, make greater use of their human and knowledge resources, and activate their expertise and partnerships to achieve measurable returns and impact. He emphasized that the goal is to transform observations into opportunities for development and to build sustainable institutional solutions that enhance universities’ efficiency and their ability to create impact.
Radical Transformation
For his part, Dr. Badr Salem Al-Badrani, a professor of educational economics, confirmed to “Okaz” that the current phase requires a radical transformation towards a knowledge economy, where the quality of research is not measured solely by the volume number in which it was published, but by its ability to solve an industrial problem, register a marketable patent, or provide solutions and public policies for government sectors.
Granting Universities Autonomy
Al-Badrani added that the Shura Council’s transparent presentation of these issues represents a healthy movement and a message to universities that the current phase is one of “measuring impact and productivity,” and that universities are required to restructure their scholarship mechanisms and link their research to development needs and Saudi Vision 2030 in a tangible manner.
Improvement Programs
Dr. Muteer Saeed Al-Zahrani, a faculty member at Al-Baha University, told “Okaz”: “The observations related to university performance gain their value from their ability to tighten university work and direct its capabilities towards national goals.” He pointed out that the demands related to developing indicators, diversifying resources, improving outputs, and enhancing research and partnerships can be viewed as integrated approaches to improve the relationship between what the university possesses and what it offers to individuals and society. Al-Zahrani believes that addressing the observations should begin by identifying the common outcome they serve, explaining that improving academic advising, generating revenue, and activating research facilities are all linked to the quality of the environment that produces knowledge, and that linking these elements gives the university a greater ability to determine its priorities and assess its needs, making the development process more consistent with its mission.
Monitoring the Treatment
He clarified that the demand related to scientific research, for example, requires examining the qualification of the researcher, providing equipment, funding efficiency, and partnership opportunities, and then measuring the scientific contribution and the realized benefit, noting that this approach allows for monitoring the treatment in its complete context and adjusting it based on evidence. He added that exchanging successful experiences between universities can expand the impact of improvement, taking into account the specificity of the specialty and the region. He explained that from this perspective, observations become a resource for institutional learning, and the review integrates with the universities’ responsibility for development, achieving alignment between university work and Saudi Vision 2030 when its fruits are measured in graduates’ capabilities, the quality of knowledge, the efficiency of resource utilization, and its contribution to development, thus basing confidence in the institution on a clear impact and renewing its ambitions based on accurate knowledge of what it has achieved and what it can achieve.
Reviewing Promotion Research
For her part, Dr. Manal Abdulaziz Al-Issa, a professor of criticism and philosophy at King Saud University, suggested in her talk to “Okaz” the formation of a high committee to review promotion research in each department, chaired by the department head, and including specialists from the faculty members, to examine the files and research, accept or reject them, or request modifications before referring them to the scientific councils.
Accountable Implementation Mechanisms
Dr. Malfi Al-Rashidi, an associate professor of decision analysis at King Faisal University, told “Okaz”: “The Shura Council’s recommendations regarding university reports represent an important tool for supporting institutional development and enhancing performance quality. The call to ‘enhance quality’ or ‘develop human resources’ or ‘increase competitiveness’ reflects significant trends and recommendations.” Al-Rashidi sees the necessity of not merely asking the university to “strive” or “enhance” or “work on,” but rather demanding it to identify the existing gap, measure it, and announce a clear target to address it, then provide evidence in the subsequent report showing what has been achieved and what has not, along with the reasons for that.
