The “Etimad” platform has enabled private sector and non-profit organizations to submit requests for installment payments of eligible government fines registered on the “Iva” platform, following procedures that require disclosure of bank accounts and financial statements, with the possibility of submitting credit reports and documents proving financial obligations, while the requests are subject to review by the relevant government authorities before approval of the payment plan.
According to the violation installment service guide, which “Okaz” reviewed, the service allows organizations to select one or several eligible violations for installment payments registered on the national violations platform “Iva,” displaying the total amounts due and entering the proposed installment period, so that the system calculates the installment amount electronically before submitting the request to the relevant authorities.
Disclosure of Deposits and Balances
The guide indicated that the required data includes the bank name, account statement period, total deposits, and closing balance, in addition to providing financial statements, with the option to attach a letter stating that the organization does not have financial statements.
Supporting documents for the request also include the credit report issued by the Saudi Credit Bureau “Simah,” commercial debtor movement, proof of financial obligations, and contractual obligations with the government, in addition to other documents that support the study of the organization’s financial situation and its ability to meet the installments.
Government Review Before Approval
Installment requests are subject to review by the government authority that issued the violation, followed by completing the study procedures with the relevant authorities and the Ministry of Finance, before a decision is made regarding approval or rejection, and the approval of the payment plan and due installments upon approval.
The published guide did not specify a minimum or maximum limit for the value of eligible violations for installment payments, or a ceiling for the number of installments and their duration, while allowing the applicant to propose the repayment period, subject to review and approval of the plan.
The service allows for tracking the stages of the request electronically, starting from the review by the government authority and the specialized committee, leading to approval or rejection, with linking collection invoices to the installment plan and updating the status of violations on the “Iva” platform according to the decision issued regarding the request.
