في خضمّ التحوّلات المتسارعة التي يشهدها اليمن، تعود الأسئلة الكبرى لتفرض نفسها بإلحاح: سؤال الدولة، ووحدة الأرض، وحدود التدخل، ومعنى الأمن القومي في منطقةٍ تتقاطع فيها الجغرافيا مع السياسة، وتتشابك فيها المصالح مع المصائر، فاليمن، بحكم جواره المباشر للمملكة العربية السعودية، ليس ساحةً بعيدة ولا ملفًا عابرًا؛ بل امتدادٌ جغرافي وأمني، وأي اختلالٍ فيه يتردد صداه على الحدود الجنوبية، وفي الممرات البحرية، وفي توازن الإقليم بأسره.
ينطلق الخطاب السعودي تجاه اليمن من رؤيةٍ واضحة المعالم، تتأسس على أن أمن المملكة غير قابل للمساومة، وأن حماية حدودها وشعبها واجب سيادي لا يخضع للحسابات الظرفية، غير أن هذا الحرص الأمني لا ينفصل عن إدراكٍ عميق بأن استقرار اليمن الحقيقي لا يتحقق بالقوة المجردة، ولا بتكريس الانقسامات، بل بإعادة الاعتبار للدولة اليمنية الجامعة، القادرة على بسط سيادتها على كامل أراضيها، وضبط السلاح، واحتواء التنوع السياسي والاجتماعي في إطار وطني واحد.
ومن هذا المنطلق، تتعامل المملكة بحذرٍ بالغ مع أي مسارات تُفضي إلى تفتيت اليمن أو تحويل جنوبه إلى كيانٍ منفصل بحكم الأمر الواقع، فدعم النزعات الانفصالية، مهما كانت الذرائع، لا يفتح باب الاستقرار، بل يشرعن الانقسام، ويغذّي صراعاتٍ طويلة الأمد، ويجعل من السلاح لغة السياسة الوحيدة، كما أن تدفّق السلاح خارج الأطر المتفق عليها يضاعف من هشاشة المشهد، ويحوّل الجنوب من فضاءٍ للتنمية المحتملة إلى مسرح تنافسٍ مسلح يهدد الداخل والخارج معًا.
أما فيما يتصل بالعلاقة مع دولة الإمارات العربية المتحدة، فإن الموقف السعودي يمكن قراءته بوصفه اختلافًا في مقاربات لا صدامًا في الأهداف المعلنة، فالمملكة تؤكد، في خطابها وسلوكها، أن أي دور إقليمي ينبغي أن يكون منسجمًا مع وحدة اليمن وسيادته، وألا يتحول الدعم الأمني أو العسكري إلى عاملٍ يعيد رسم الخرائط أو يفرض وقائع سياسية جديدة بقوة النفوذ، هذا الموقف لا يستهدف دولةً بعينها، بقدر ما يحذر من منطق التجزئة الذي أثبتت تجارب المنطقة أنه لا يُنتج إلا دواماتٍ جديدة من الصراع.
وفي الإطار الأوسع، يتجاوز خطاب المملكة اليمن ليعكس رؤيةً مبدئية تجاه العالم العربي والشرق الأوسط قاطبة، قوامها أن وحدة الدول هي صمام أمانها، وأن تفكيك الكيانات الوطنية تحت أي مسمى سياسي أو طائفي أو جهوي لا يخدم إلا الفوضى، ويقوّض فرص التنمية، ويحوّل الخلافات القابلة للإدارة إلى أزمات وجودية، لذلك تؤكد المملكة، في أكثر من ملف إقليمي، دعمها لوحدة الأراضي، ورفضها لمنطق الكيانات المتنازعة داخل الدولة الواحدة.
إن جوهر الخطاب السعودي في اليمن ليس خطاب مواجهة، بل خطاب تحذير ومسؤولية؛ تحذير من مغبة تحويل الخلافات إلى حدود، والمسؤولية في الدفاع عن الأمن القومي دون التخلي عن مبدأ الدولة الواحدة، وبين هذين الحدّين، تسعى المملكة إلى ترسيخ معادلة صعبة لكنها ضرورية، مفادها: أمنٌ لا ينفصل عن وحدة، ووحدةٌ لا تُفرض بالقوة بل تُبنى بالتوافق، وسيادةٌ لا تستقيم إلا حين تكون الدولة أقوى من السلاح، وأوسع من الانقسام.
Amid the rapid transformations taking place in Yemen, the major questions re-emerge with urgency: the question of the state, the unity of the land, the limits of intervention, and the meaning of national security in a region where geography intersects with politics, and interests intertwine with destinies. Yemen, due to its direct proximity to the Kingdom of Saudi Arabia, is neither a distant arena nor a fleeting file; rather, it is a geographical and security extension, and any disruption within it reverberates on the southern borders, in maritime passages, and in the balance of the entire region.
The Saudi discourse towards Yemen is based on a clearly defined vision, which asserts that the security of the Kingdom is non-negotiable, and that protecting its borders and its people is a sovereign duty that does not yield to circumstantial calculations. However, this security concern is inseparable from a deep understanding that true stability in Yemen cannot be achieved through sheer force or by entrenching divisions, but rather by reinstating the Yemeni state that is inclusive, capable of asserting its sovereignty over all its territories, controlling weapons, and accommodating political and social diversity within a single national framework.
From this standpoint, the Kingdom deals with extreme caution regarding any paths that may lead to the fragmentation of Yemen or the transformation of its south into a de facto separate entity. Supporting separatist tendencies, regardless of the justifications, does not open the door to stability; rather, it legitimizes division, fuels long-term conflicts, and makes weapons the sole language of politics. Additionally, the flow of weapons outside the agreed frameworks exacerbates the fragility of the scene, transforming the south from a space for potential development into a theater of armed competition that threatens both the interior and the exterior.
As for the relationship with the United Arab Emirates, the Saudi position can be interpreted as a difference in approaches rather than a clash in declared objectives. The Kingdom asserts, in its discourse and behavior, that any regional role must be consistent with the unity and sovereignty of Yemen, and that security or military support should not become a factor that redraws maps or imposes new political realities through the force of influence. This position does not target any specific state, but rather warns against the logic of fragmentation that regional experiences have shown produces only new cycles of conflict.
In a broader context, the Kingdom’s discourse transcends Yemen to reflect a principled vision towards the entire Arab world and the Middle East, based on the belief that the unity of states is their safety valve, and that dismantling national entities under any political, sectarian, or regional pretext serves only chaos, undermines development opportunities, and transforms manageable disputes into existential crises. Therefore, the Kingdom reaffirms, in more than one regional file, its support for territorial unity and its rejection of the logic of conflicting entities within a single state.
The essence of the Saudi discourse in Yemen is not one of confrontation, but rather one of warning and responsibility; a warning against the consequences of turning disputes into borders, and the responsibility to defend national security without abandoning the principle of a single state. Between these two limits, the Kingdom seeks to establish a difficult but necessary equation, which is: security that is inseparable from unity, and unity that is not imposed by force but built through consensus, and sovereignty that is only valid when the state is stronger than weapons and broader than division.
