أشادت وزيرة الدولة لشؤون المرأة في الحكومة اليمنية الدكتورة عهد جعسوس، بالدور السعودي في مساندة اليمن في مختلف الأوقات والظروف، وبمستوى الدعم الذي تقدمه في المجالات التنموية والاقتصادية كافة، معتبرة ذلك يعكس متانة العلاقات بين البلدين اليمن والسعودية. وقالت في حوار أجرته معها «عكاظ»: «نحن في اليمن نثمّن تلك المواقف الأخوية الصادقة والدعم المتواصل الذي تقدمه المملكة العربية السعودية بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي عهده الأمين رئيس مجلس الوزراء الأمير محمد بن سلمان، وهو دعم واضح وكبير لليمن وفي المجالات الاقتصادية والإنسانية كافة».
وأكدت أهمية الدور المحوري الذي تضطلع به المرأة اليمنية بعد أن تمكنت من تخطي الكثير من العوائق، ولم تعد مجرد طرف يحتاج الحماية أو اسم في كشوفات المساعدات، بل أصبحت صمام الأمان في تماسك المجتمع وصوت العقل في صناعة السلام.
وتحدثت الوزيرة اليمنية عن عدد من المواضيع المهمة من خلال الحوار التالي:
• كيف تقيّمين الدعم الذي تقدمه السعودية لليمن؟ وما دلالاته؟
•• أرحب بصحيفة «عكاظ» العريقة، وأثمّن عالياً اهتمامها بنقل نبض المرأة اليمنية وتسليط الضوء على قضاياها في هذه المرحلة المفصلية من تاريخ بلادنا. وبالعودة لسؤالكم، يمكنني الإشارة إلى حجم العلاقات الوطيدة والقوية والمتميزة بين السعودية واليمن منذ القدم، وهي علاقة مستمرة إلى الحاضر بكل تفاصيله، وانعكست على مستوى التعاون وما تحقق من نتائج على أرض الوقع كثمرة للدعم السعودي الكبير، ونحن في اليمن نثمن تلك المواقف الأخوية الصادقة والدعم المتواصل الذي تقدمه المملكة العربية السعودية بقيادة خادم الحرمين وولي عهده، وهو دعم واضح وكبير لليمن وفي المجالات الاقتصادية والإنسانية كافة، وأبرز جوانبه دعم موازنة الحكومة والمشاريع التنموية المقدمة عبر البرنامج السعودي لتنمية واعمار اليمن، إضافة إلى ما يتم تقديمه من قبل مركز الملك سلمان للإغاثة والأعمال الإنسانية، ناهيك عن الدعم المقدم من خلال الودائع التي تقدمها المملكة للبنك المركزي اليمني لتحسين الوضع الاقتصادي والمالي، وكل ذلك وغيره يشكل امتداداً للدعم المستمر والمتواصل وفي مختلف الأوقات والظروف، وانعكست نتائجه على مختلف المجالات، وقدم صورة واضحة عن عمق ومتانة العلاقات بين البلدين، كما أنه عمل على تعزيز الاستقرار في اليمن، وشكل دعماً مباشراً للشعب اليمني الذي لمس الأثر، وقد وقفت المملكة باستمرار إلى جانب اليمن، وتعمل على أرض الواقع في تنفيذ المشاريع الإستراتيجية في شتى الجوانب؛ في مجال التعليم العام من خلال تشييد المدارس وكذا إعادة تأهيل الجامعات، الأمر نفسه في مجال الصحة، والطرقات، وفي مجالات الزراعة، والثروة السمكية، وغيرها من المشاريع التي يصعب التطرق إليها بشكل تفصيلي.
نقطة تحول وإرادة استثنائية
• ما تقييمك لواقع المرأة في اليمن ودورها في المجتمع؟
•• لا يمكن تقييم واقع المرأة بمعزل عن واقع المشهد التاريخي والسياسي والجيوغرافي لبلادنا، فالمرأة تعيش حالة من «الصمود القسري». لقد أفرزت سنوات الحرب واقعاً مثقلاً بالتحديات، حيث تصدرت المرأة المشهد كأكثر الفئات تضرراً، ومع ذلك، فإن هذا الواقع القاسي كشف عن معدن صلب وإرادة استثنائية للمرأة اليمنية المكافحة، وأصبحت هي«صمام الأمان» لبقاء المجتمع وتماسكه، ووسيطة السلام المحلية في مجتمعها الصغير والكبير. فلولا تضحيات المرأة وصبرها خلال هذه الأزمة، لكان الانهيار المجتمعي أعمق بكثير. نحن ننظر إليها اليوم كشريك إستراتيجي في التعافي وبناء السلام، ويمكنني القول إن المرأة هي نقطة التحول في تعافي البلد من كل أوجاعه وهمومه.
معاناة وتداعيات الحرب
• يتضح من حديثكم حجم المعاناة التي تواجهها المرأة نتيجة الحرب الحوثية، ما أبرز التداعيات التي انعكست على واقع المرأة؟
•• ألقت الحرب الحوثية بظلال قاتمة ومعقدة بل ومأساوية على حياة المرأة اليمنية، من خلال استهداف مباشر وانتهاك جسيم غير مسبوق تعرضت لها المرأة اليمنية في تاريخنا المعاصر، واستهدافها المباشر بالقصف في المناطق السكنية، والنزوح القسري الذي جعلها عرضة لمخاطر أمنية ونفسية جد هائلة، وتحويلها إلى عائل وحيد، فالحرب أدت إلى فقدان عشرات الآلاف من الأسر لمعيلها، ما رمى بعبء إعالة الأسرة وحمايتها بالكامل على كاهلها، إذ تعاني المرأة اليوم من تبعات نفسية عميقة نتيجة فقدان الاستقرار الأسري، وزيادة معدلات العنف القائم على النوع الاجتماعي في مناطق السيطرة الحوثية، فالحرب لم تكتفِ بتدمير البنية التحتية، بل حاولت تدمير الكيان المعنوي والحقوقي للمرأة وتجريدها من مظاهر الحياة العامة والمستقرة.
واقع ملموس وحضور فاعل
• ما مدى مشاركة المرأة في الحياة السياسية ودورها في الإسهام بالتنمية؟ وما مدى تمثيلها في مؤسسات الدولة ومواقع القيادة؟
•• هذا السؤال يضع الإصبع على الجرح ويلامس كبد الحقيقة، فهو يتناول طموحاً اصطدم بواقع الحرب المعقد، ويمكنني تفصيل الإجابة بالتركيز على قضايا أساسية، إذ يمكن اعتبار عدن نقطة انطلاقة المشاركة السياسية وصناعة السلام. وتاريخياً، كانت المرأة اليمنية دوماً في طليعة العمل السياسي، وفي السنوات الأخيرة، أثبتت أنها «صوت العقل» في مسارات السلام. وهيحاضرة بقوة في «المسار الثاني» والوساطات المحلية، وتقود حراكاً سياسياً وحقوقياً فاعلاً للضغط باتجاه إنهاء الحرب واستعادة الدولة. أما عن الدور التنموي فالمرأة تعد المحرك الفعلي حالياً في ظل غياب الكثير من مؤسسات الدولة، إذ تقود النساء منظمات المجتمع المدني والمبادرات التنموية التي توفر مياه الشرب، والرعاية الصحية، والتعليم البديل. المرأة لا تسهم في التنمية فحسب، بل هي من ترمم التصدعات التنموية التي خلفتها الحرب. أما من ناحية التمثيل في مؤسسات الدولة والقيادة فهنا تكمن الفجوة التي سنعمل على معالجتها. بصراحة، لا يزال تمثيل المرأة في مواقع صنع القرار القيادية (وزراء، محافظين، سفراء) دون مستوى الطموح ولا يعكس حجم تضحياتها ولا كفاءتها، بل وتراجع عما كان قد أُقر في مخرجات الحوار الوطني التي نصت على «كوتا» بنسبة 30%. ونحن في الوزارة سوف نناضل على تفعيل هذه النسبة وتحويلها من نصوص ورقية إلى واقع ملموس، خلاصة القول: المرأة اليمنية تمتلك الكفاءة والقدرة القيادية، وما ينقصها ليس التأهيل، بل الإرادة السياسية التي تمنحها الفرصة الكاملة في مواقع القرار السيادي، وهو ما نضعه كأولوية قصوى في إطار برنامج وتوجهات الوزارة والحكومة.
طموحات كبيرة وتمثيل عادل
• هل أنتِ راضية عن دور المرأة حالياً وموقعها في صناعة القرار؟
•• بصفتي وزيرة للمرأة في الحكومة اليمنية الحالية، وفي ظل الظروف الاستثنائية التي تمر بها بلادنا، أقول بشكل مباشر وبالاستناد إلى الواقع الذي نعيشه ومعطياته «لستُ راضية تماماً، فطموح المرأة اليمنية يتجاوز الواقع بكثير». ويمكنني اختصار هذا الموقف أولاً من حيث فجوة التمثيل، فعلى الرغم من وجود المرأة في التشكيل الحكومي بثلاث وزارات، إلا أن سقف التمثيل لا يزال دون مستوى التضحيات التي قدمتها المرأة اليمنية خلال سنوات الحرب، ودون مخرجات الحوار الوطني التي أقرت حصة الـ30%. ومن ناحية تحدي الفاعلية، فإن الرضى لا يأتي من مجرد «شغل المنصب»، بل من القدرة على التأثير في القرار السيادي (الأمن، السلام، والاقتصاد). حالياً، لا تزال المرأة في واقعنا تُستدعى كـ«واجهة» في مشاورات السلام أكثر مما تُمنح مقعداً حقيقياً على طاولة المفاوضات النهائية.
الموقع في صناعة القرار؛ موقع المرأة حالياً هو «موقع صمود» أكثر منه «موقع تمكين». نحن ننتزع الفرص انتزاعاً في بيئة سياسية واجتماعية معقدة للغاية وتراكمات متشابكة.
حقائب وزارية للمرأة اليمنية
• كيف تنظرين لعودة المرأة إلى الحكومة اليمنية بثلاث حقائب وزارية؟ وما دلالات ذلك؟
•• حصول المرأة على ثلاث حقائب وزارية في الحكومة الحالية يعكس أهمية وجود المرأة في هذه المفاصل السيادية والحساسة للدولة، وهي خطوة نثمنها ويثمنها المجتمع، ليس كحدث مستحدث، بل كاستعادة وتطوير لمسار سياسي عرفته الحكومات اليمنية السابقة، وإن كان بنسب وتفاوت ملحوظ. وتتجلى أهمية هذه العودة في نوعية الحقائب السيادية والرقابية الموكلة للمرأة ودلالاتها؛ وزارة التخطيط والتعاون الدولي هي قلب الحكومة النابض وعصب علاقاتها الدولية، ووجود امرأة على رأس هذه الوزارة يضمن رؤية تنموية شاملة تركز على «الإنسان» كمحور للتنمية، ويوجه رسالة ثقة للمانحين الدوليين بأن اليمن يعتمد الكفاءة والشفافية في رسم «خارطة طريق» التعافي والإعمار.
ووزارة الدولة لشؤون المرأة هي الحصن التشريعي والسياسي لحقوق نصف المجتمع، ووجود هذه الوزارة بكيان مستقل يضمن إدماج احتياجات النساء في السياسات الحكومية كافة، ويحول قضايا التمكين من مجرد شعارات إلى خطط تنفيذية ملموسة تخدم المرأة في الريف والحضر.
ووزارة الشؤون القانونية تمثل صمام الأمان للدولة والمدافِع عن شرعية مؤسساتها، وقيادة امرأة لهذا الملف القانوني الرفيع تعزز من هيبة القانون وتضمن مراجعة التشريعات الوطنية بما يتواكب مع العصر، أما عن دلالات هذه العودة للحكومة وبالنظر للوجود النوعي للمرأة في الحكومة في مجالات السيادية، فالدلالة هنا تكمن في أن المرأة لم تعد محصورة في وزارات «الخدمات» فقط، بل انتقلت لصناعة القرار في ملفات التخطيط والقانون، وهي ملفات تقنية وسيادية بامتياز، فنهضة الوطن لا تكتمل إلا بجناحيه (الرجل والمرأة) معاً.
The Yemeni Minister of State for Women’s Affairs, Dr. Ahd Jassous, praised the Saudi role in supporting Yemen in various times and circumstances, and the level of support it provides in all developmental and economic fields, considering this reflects the strength of the relations between Yemen and Saudi Arabia. She said in an interview with “Okaz”: “We in Yemen highly appreciate those sincere fraternal positions and the continuous support provided by the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and his trustworthy Crown Prince and Prime Minister Mohammed bin Salman, which is clear and significant support for Yemen in all economic and humanitarian fields.”
She emphasized the importance of the pivotal role played by Yemeni women after they managed to overcome many obstacles, and they are no longer just a party in need of protection or a name in aid lists, but have become the safety valve in the cohesion of society and the voice of reason in peacebuilding.
The Yemeni minister discussed several important topics through the following dialogue:
• How do you evaluate the support provided by Saudi Arabia to Yemen? What does it signify?
•• I welcome the esteemed “Okaz” newspaper and highly appreciate its interest in conveying the pulse of Yemeni women and shedding light on their issues during this pivotal stage in our country’s history. Returning to your question, I can point to the extent of the close, strong, and distinguished relations between Saudi Arabia and Yemen since ancient times, a relationship that continues to the present day in all its details, reflected in the level of cooperation and the results achieved on the ground as a fruit of the significant Saudi support. We in Yemen value those sincere fraternal positions and the continuous support provided by the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques and his Crown Prince, which is clear and substantial support for Yemen in all economic and humanitarian fields. Among its most prominent aspects is the support for the government budget and the developmental projects provided through the Saudi Program for Development and Reconstruction of Yemen, in addition to what is provided by the King Salman Center for Relief and Humanitarian Works, not to mention the support provided through the deposits made by the Kingdom to the Central Bank of Yemen to improve the economic and financial situation. All of this and more constitutes an extension of continuous and ongoing support in various times and circumstances, and its results have been reflected in various fields, providing a clear picture of the depth and strength of the relations between the two countries. It has also worked to enhance stability in Yemen and has been direct support for the Yemeni people who have felt the impact. The Kingdom has consistently stood by Yemen and is working on the ground to implement strategic projects in various aspects; in general education through the construction of schools and the rehabilitation of universities, the same applies in health, roads, agriculture, fisheries, and other projects that are difficult to detail.
A Turning Point and Exceptional Will
• How do you evaluate the reality of women in Yemen and their role in society?
•• The reality of women cannot be evaluated in isolation from the historical, political, and geographical context of our country. Women are living in a state of “forced resilience.” Years of war have produced a reality burdened with challenges, where women have emerged as the most affected group. Nevertheless, this harsh reality has revealed the strong character and exceptional will of the struggling Yemeni woman, who has become the “safety valve” for the survival and cohesion of society, and a local peace mediator in her small and large community. Without the sacrifices and patience of women during this crisis, societal collapse would have been much deeper. We see her today as a strategic partner in recovery and peacebuilding, and I can say that women are the turning point in the country’s recovery from all its pains and concerns.
Suffering and Consequences of War
• It is clear from your speech the extent of the suffering faced by women as a result of the Houthi war. What are the most prominent consequences reflected on the reality of women?
•• The Houthi war has cast dark, complex, and even tragic shadows on the lives of Yemeni women, through direct targeting and unprecedented serious violations that Yemeni women have faced in our contemporary history, including direct targeting by shelling in residential areas, and forced displacement that has made them vulnerable to enormous security and psychological risks, turning them into sole breadwinners. The war has led to the loss of tens of thousands of families’ providers, placing the burden of family support and protection entirely on their shoulders. Women today suffer from deep psychological repercussions due to the loss of family stability and the increase in rates of gender-based violence in Houthi-controlled areas. The war has not only destroyed infrastructure but has also attempted to destroy the moral and legal entity of women and strip them of the manifestations of public and stable life.
Concrete Reality and Active Presence
• What is the extent of women’s participation in political life and their role in contributing to development? How well are they represented in state institutions and leadership positions?
•• This question touches on a sore point and addresses the heart of the truth, as it discusses an ambition that has collided with the complex reality of war. I can detail the answer by focusing on essential issues, as Aden can be considered the starting point for political participation and peacebuilding. Historically, Yemeni women have always been at the forefront of political action, and in recent years, they have proven to be the “voice of reason” in peace processes. They are strongly present in the “second track” and local mediations, leading an active political and rights movement to pressure for an end to the war and the restoration of the state. As for the developmental role, women are currently the actual driving force in the absence of many state institutions, leading civil society organizations and developmental initiatives that provide drinking water, healthcare, and alternative education. Women not only contribute to development but also repair the developmental fractures left by the war. However, regarding representation in state institutions and leadership, this is where the gap lies that we will work to address. Frankly, women’s representation in leadership decision-making positions (ministers, governors, ambassadors) is still below the level of ambition and does not reflect the extent of their sacrifices or competencies, and it has regressed from what was agreed upon in the outcomes of the National Dialogue, which stipulated a 30% quota. We in the ministry will strive to activate this percentage and transform it from paper texts into a tangible reality. In summary, Yemeni women possess the competence and leadership ability, and what they lack is not qualification but the political will that grants them the full opportunity in sovereign decision-making positions, which we prioritize within the framework of the ministry’s program and the government’s directions.
Big Aspirations and Fair Representation
• Are you satisfied with the current role of women and their position in decision-making?
•• As the Minister for Women in the current Yemeni government, and in light of the exceptional circumstances our country is going through, I say directly and based on the reality we live and its data, “I am not completely satisfied, as the ambition of Yemeni women far exceeds the current reality.” I can summarize this position first in terms of the representation gap. Although women are present in the government formation with three ministries, the ceiling of representation is still below the level of sacrifices made by Yemeni women during the years of war and below the outcomes of the National Dialogue that established the 30% quota. In terms of the challenge of effectiveness, satisfaction does not come from merely “holding the position,” but from the ability to influence sovereign decisions (security, peace, and economy). Currently, women in our reality are still called as a “facade” in peace consultations more than they are granted a real seat at the final negotiation table.
The position in decision-making; the current position of women is more of a “position of resilience” than a “position of empowerment.” We are seizing opportunities in a highly complex political and social environment with intertwined accumulations.
Ministerial Portfolios for Yemeni Women
• How do you view the return of women to the Yemeni government with three ministerial portfolios? What does this signify?
•• The acquisition of three ministerial portfolios by women in the current government reflects the importance of women’s presence in these sovereign and sensitive joints of the state. It is a step we appreciate, and society values, not as a new event but as a restoration and development of a political path known to previous Yemeni governments, albeit with noticeable ratios and variations. The importance of this return is manifested in the quality of the sovereign and supervisory portfolios entrusted to women and their implications; the Ministry of Planning and International Cooperation is the beating heart of the government and the nerve of its international relations, and having a woman at the head of this ministry ensures a comprehensive developmental vision that focuses on “human” as the axis of development, sending a message of confidence to international donors that Yemen relies on competence and transparency in drawing a “roadmap” for recovery and reconstruction.
The Ministry of State for Women’s Affairs is the legislative and political fortress for the rights of half of society, and having this ministry as an independent entity ensures the integration of women’s needs into all government policies, transforming empowerment issues from mere slogans into tangible executive plans that serve women in both rural and urban areas.
The Ministry of Legal Affairs represents the safety valve for the state and the defender of the legitimacy of its institutions, and having a woman lead this high legal file enhances the authority of the law and ensures the review of national legislation in line with the times. As for the implications of this return to the government and considering the qualitative presence of women in the government in sovereign fields, the significance here lies in that women are no longer confined to “service” ministries only but have moved to decision-making in planning and legal files, which are technical and sovereign files par excellence. The renaissance of the nation cannot be completed without both wings (men and women) together.
