أكد رئيس مجلس الوزراء وزير الخارجية وشؤون المغتربين اليمني الدكتور شائع الزنداني، أن الدعم السعودي كان وسيظل هو الركيزة الأساسية لمنع انهيار الدولة والاقتصاد اليمني.
وقال، في حوار مع «عكاظ»، إن هذا الدعم، سواء عبر المنح المالية المباشرة للبنك المركزي، أو الدعم السخي بالمشتقات النفطية للكهرباء، أو جهود البرنامج السعودي لتنمية وإعمار اليمن، ومركز الملك سلمان للإغاثة، هو جسر الحياة الذي حافظ على استقرار العملة الوطنية واستمرار تقديم الخدمات للمواطنين في ظل ظروف شبه مستحيلة.
وأوضح، أن الحكومة تضع في مقدمة أولوياتها تحسين الأوضاع المعيشية للمواطنين، والارتقاء بمستوى الخدمات الأساسية، والوفاء بالتزاماتها تجاه موظفي الدولة، وفقاً للإمكانات المتاحة والمتوفرة واتخاذ المعالجات الواقعية التي تلامس حاجات الناس بصورة مباشرة.
وتحدّث رئيس مجلس الوزراء اليمني، عن عدد من المواضيع المهمة من خلال الحوار التالي:
اجتماع مفصلي في نقاشاته وقراراته
• نود أن تضعونا أمام أبرز القرارات التي اتخذتها الحكومة في الاجتماع، الذي وصف بأنه الأهم، وما الأهمية التي تمثّلها في تحسين الوضع الاقتصادي لليمن؟
•• كان اجتماعنا في العاصمة المؤقتة عدن مفصلياً، تركزت نقاشاته وقراراته حول كيفية الموازنة بين تخفيف المعاناة المعيشية اليومية للمواطن، والمضي قدماً في إصلاحات هيكلية جريئة لحماية الاقتصاد الوطني، بالتنسيق مع مجلس القيادة الرئاسي برئاسة الدكتور رشاد العليمي.
وتمثلت أبرز القرارات المتخذة من خلال حزمة معالجات مباشرة لملف الأجور والمرتبات، تجسدت في اعتماد صرف بدل غلاء معيشة بنسبة 20% لكافة موظفي الدولة، وإقرار صرف العلاوات السنوية المتوقفة للأعوام 2021–2024، ومعالجة التسويات الوظيفية المتعثرة منذ أكثر من 13 عاماً، بالتوازي مع قرار إستراتيجي اتخذه المجلس تنفيذاً لقرار مجلس القيادة الرئاسي رقم (11) لعام 2025، وهو تحرير سعر الدولار الجمركي، إضافة إلى تشكيل اللجنة العليا للمناقصات.
إن الأهمية الاقتصادية لهذه القرارات تكمن في تصحيح الاختلالات السعرية، وتوحيد الأوعية الإيرادية للدولة، ورفع كفاءة تحصيل الموارد العامة التي تضررت بفعل الحرب المستمرة وتوقف تصدير النفط الخام جراء الهجمات الحوثية على منشآت التصدير؛ لذلك نحن نركز على إدارة كفؤة للموارد تضمن استدامة الدولة وقدرتها على الوفاء بالتزاماتها الحتمية وتحقيق الاستقرار العام.
صرف بدل غلاء معيشة
• ما أبرز المعالجات التي تضمنتها القرارات لتحسين أوضاع الموظفين؟
•• المواطن والموظف العام هما في صدارة أولويات هذه الحكومة، ونحن ندرك تماماً حجم الضغوط المعيشية والقدرة الشرائية المتراجعة جراء التحديات الاقتصادية الاستثنائية؛ لذلك، خرج اجتماع مجلس الوزراء بحزمة قرارات مباشرة تلامس معيشة الناس، واعتمدنا صرف بدل غلاء معيشة بنسبة 20% لموظفي الدولة كافة، واتخذنا خطوة شجاعة ومنتظرة منذ سنوات بخصوص التسويات الوظيفية المتوقفة منذ أكثر من 13 عاماً، ووجهنا باستكمال إجراءاتها التنفيذية، بما في ذلك الأثر المالي للترقيات العلمية للأكاديميين في الجامعات، إلى جانب صرف العلاوات السنوية المستحقة للأعوام (2021-2024).
نحن ندرك أن هذه الإجراءات لا تمثل كل ما يطمح إليه الموظف والمواطن، لكنها تمثل خطوة جادة ومسؤولة في ظل الإمكانات المتاحة، والحكومة مستمرة في العمل على توسيع نطاق المعالجات وتحسين الأوضاع بصورة تدريجية ومستدامة.
تنسجم مع توجهات مجلس الرئاسة
• ما مدى انسجام تلك القرارات مع الإصلاحات التي تنفذها الحكومة؟
•• هذه القرارات تمثّل ترجمة عملية لمسار الإصلاحات الذي التزمت به الحكومة منذ اليوم الأول، وهي تنسجم بشكل كامل مع توجهات مجلس القيادة الرئاسي، خصوصاً ما يتعلق بتعزيز كفاءة المؤسسات العامة، وتحسين إدارة الموارد، ومكافحة الفساد، وتحقيق الاستقرار الاقتصادي والخدمي.
كما أن تشكيل اللجنة العليا للمناقصات يمثّل جزءاً أساسياً من إصلاح منظومة التعاقدات الحكومية وترسيخ مبادئ الحوكمة والشفافية والمساءلة.
الحكومة تؤمن أن أي معالجات اقتصادية أو معيشية لن تحقق نتائج مستدامة ما لم تكن مرتبطة بإصلاحات حقيقية، تعيد بناء مؤسسات الدولة على أسس من الكفاءة والنزاهة والانضباط، على سبيل المثال، قرار تحرير الدولار الجمركي الذي ينسجم تماماً مع خطتنا لرفع كفاءة الإنفاق العام وتنمية الإيرادات الذاتية، ولكننا في الوقت نفسه وضعنا ضوابط حازمة لضمان ألا يمس هذا القرار السلع الأساسية المعفاة أصلاً من الرسوم، حتى لا يتحمل المواطن البسيط أي أعباء إضافية.
كما أن الانسجام الأكبر يظهر في توجيهنا لوزارتي الخدمة المدنية والمالية بإعداد خطة تنفيذية صارمة للقضاء على ظاهرة الازدواج الوظيفي وتنقية كشوف المرتبات عبر تفعيل الحسابات البنكية لكافة موظفي الدولة (مدنيين، عسكريين، وجهات غير مبوبة)، فنحن نصلح الوعاء الإيرادي من جهة، ونضبط الوعاء المصرفي والوظيفي من جهة أخرى؛ لضمان ذهاب أموال الدولة لمن يستحقها فعلياً.
تشكيل اللجنة العليا للمناقصات
• إذاً، ما الأسباب وراء تأخر إعلان اللجنة طبيعة عملها، وما مدى التزام حكومتكم بالشفافية ومبادئ الحوكمة؟
•• اللجنة العليا للمناقصات هي صمام الأمان لحماية المال العام، وضمان سلامة التعاقدات الحكومية والمشتريات وفقاً للقوانين النافذة، طبيعتها تقوم على ترسيخ مبادئ المنافسة العادلة، والنزاهة، والرقابة المسبقة والمصاحبة على المشاريع والإنفاق الحكومي؛ لضمان الاستخدام الأمثل لكل ريال يخرج من خزينة الدولة.
أما عن سبب تأخرها، فالجميع يعلم حجم الشلل والتجريف الذي تعرضت له مؤسسات الدولة والهيئات الرقابية جراء الانقلاب والحرب، والصعوبات اللوجستية والسياسية المتراكمة التي واجهت الحكومات المتعاقبة في تفعيل هذه الأجهزة من العاصمة المؤقتة عدن. لكننا في هذه الحكومة رفعنا شعار «مواجهة الاختلالات لا تأجيلها»، ورأينا أن الوقت قد حان لإنهاء هذا التعطيل.
إن التزامنا بالشفافية والحوكمة ليس شعاراً للاستهلاك الإعلامي، بل ممارسة عملية، وإعادة تشكيل هذه اللجنة، بالتوازي مع الإجراءات الأخرى كلها أدوات نهدف من خلالها إلى تجسيد دولة القانون والمؤسسات ومكافحة الفساد بشكل بنيوي حقيقي.
منع انهيار الدولة والاقتصاد
• كيف تُقيّمون مستوى الدعم السعودي ونتائجه لليمن؟
•• الدعم الأخوي من الأشقاء في المملكة العربية السعودية، بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، كان وسيظل هو الركيزة الأساسية لمنع انهيار الدولة والاقتصاد اليمني. هذا الدعم، سواء عبر المنح المالية المباشرة للبنك المركزي، أو الدعم السخي بالمشتقات النفطية للكهرباء، أو جهود البرنامج السعودي لتنمية وإعمار اليمن، ومركز الملك سلمان للإغاثة، هو جسر الحياة الذي حافظ على استقرار العملة الوطنية واستمرار تقديم الخدمات للمواطنين في ظل ظروف شبه مستحيلة.

كما انتهز الفرصة لتوجيه رسالة إلى شركائنا في المجتمع الدولي، والمانحين، والمؤسسات المالية الدولية، فأقول لهم، إن القرارات الحازمة والجريئة التي اتخذتها حكومتنا اليوم هي دليل عملي وملموس على امتلاكنا الإرادة السياسية الكاملة للمضي في طريق الإصلاحات الهيكلية الشاملة، وتعزيز الشفافية، ومكافحة الفساد، والاعتماد على مواردنا الذاتية عبر تصحيح الاختلالات السعرية والضريبية والجمركية، لكن هذه الإصلاحات، ورغم ضرورتها القصوى، تأتي في ظل ظروف اقتصادية وإنسانية بالغة التعقيد، وتحت وطأة حرب اقتصادية ممنهجة تشنها جماعة الحوثي على مقدرات الشعب اليمني، ونجاح هذه المسارات وتحويلها إلى استقرار مستدام يلمسه المواطن يتطلب خطة إسناد دولية عاجلة وموازية لجهودنا الوطنية، وندعوهم لتحويل تعهداتهم إلى دعم اقتصادي ومالي مباشر، ومساندة برامجنا الإصلاحية لتعزيز مرونة الاقتصاد اليمني، فالاستثمار في استقرار مؤسسات الدولة الشرعية هو الضمانة الحقيقية لتحقيق السلام والاستقرار المستدام في اليمن والمنطقة.
تخفيف المعاناة وتحسين الخدمات
• ما رسالتكم للمواطنين في الداخل اليمني؟
•• أقول لأبناء شعبنا اليمني، إن الحكومة تدرك حجم المعاناة والتحديات التي تواجههم، وتشعر بمسؤولية وطنية وأخلاقية كبيرة تجاه تحسين أوضاعهم المعيشية والخدمية، قد لا تكون المعالجات كافية بحجم الطموحات، لكننا نعمل بكل الإمكانات المتاحة وبإرادة صادقة لتخفيف معاناة المواطنين، وتحسين الخدمات، وتصحيح الاختلالات المتراكمة، وتعزيز الاستقرار الاقتصادي والإداري. وأؤكد للمواطنين، أن الحكومة وبدعم من مجلس القيادة الرئاسي، ماضية في مسار الإصلاحات، ومستمرة في العمل من أجل بناء مؤسسات دولة فاعلة وعادلة وقادرة على خدمة الناس، وأن تجاوز هذه المرحلة يتطلب تضافر الجهود وتعزيز الثقة والعمل المشترك للحفاظ على الدولة ومؤسساتها ومكتسباتها.
The Yemeni Prime Minister and Minister of Foreign Affairs and Expatriates, Dr. Sha’if Al-Zandani, confirmed that Saudi support has been and will continue to be the cornerstone for preventing the collapse of the Yemeni state and economy.
In an interview with “Okaz,” he stated that this support, whether through direct financial grants to the Central Bank, generous support in fuel derivatives for electricity, or the efforts of the Saudi Program for Development and Reconstruction of Yemen and the King Salman Humanitarian Aid and Relief Center, is the lifeline that has maintained the stability of the national currency and the continued provision of services to citizens under nearly impossible conditions.
He explained that the government prioritizes improving the living conditions of citizens, enhancing the level of basic services, and fulfilling its commitments to state employees, in accordance with available resources and by taking realistic measures that directly address people’s needs.
The Prime Minister of Yemen discussed several important topics through the following dialogue:
A pivotal meeting in its discussions and decisions
• We would like you to present the most significant decisions made by the government in the meeting, which was described as the most important, and what importance it represents in improving the economic situation in Yemen?
•• Our meeting in the temporary capital, Aden, was pivotal, focusing on how to balance alleviating the daily living hardships of citizens while moving forward with bold structural reforms to protect the national economy, in coordination with the Presidential Leadership Council headed by Dr. Rashad Al-Alimi.
The most significant decisions taken included a package of direct measures regarding wages and salaries, manifested in the approval of a cost-of-living allowance of 20% for all state employees, the approval of the long-stopped annual bonuses for the years 2021–2024, and addressing the stalled job settlements for over 13 years, alongside a strategic decision made by the council to implement the Presidential Leadership Council’s decision No. (11) for the year 2025, which is the liberation of the customs dollar price, in addition to forming the Supreme Committee for Tenders.
The economic importance of these decisions lies in correcting price imbalances, unifying the state’s revenue streams, and improving the efficiency of public resource collection, which have been adversely affected by the ongoing war and the halt of crude oil exports due to Houthi attacks on export facilities; therefore, we focus on efficient resource management that ensures the sustainability of the state and its ability to meet its mandatory commitments and achieve overall stability.
Payment of the cost-of-living allowance
• What are the main measures included in the decisions to improve the conditions of employees?
•• The citizen and the public employee are at the forefront of this government’s priorities, and we fully understand the extent of the living pressures and declining purchasing power due to exceptional economic challenges; therefore, the Cabinet meeting resulted in a package of direct decisions that touch people’s livelihoods. We approved a cost-of-living allowance of 20% for all state employees and took a courageous step that has been awaited for years regarding the job settlements that have been stalled for over 13 years, and we directed the completion of their executive procedures, including the financial impact of academic promotions for university academics, in addition to disbursing the due annual bonuses for the years (2021-2024).
We understand that these measures do not represent everything that employees and citizens aspire to, but they represent a serious and responsible step given the available capabilities, and the government continues to work on expanding the scope of measures and improving conditions gradually and sustainably.
In line with the directions of the Presidential Council
• How do these decisions align with the reforms being implemented by the government?
•• These decisions represent a practical translation of the reform path that the government has committed to since day one, and they align completely with the directions of the Presidential Leadership Council, especially regarding enhancing the efficiency of public institutions, improving resource management, combating corruption, and achieving economic and service stability.
Moreover, the formation of the Supreme Committee for Tenders represents an essential part of reforming the government contracting system and establishing principles of governance, transparency, and accountability.
The government believes that any economic or living measures will not achieve sustainable results unless they are linked to real reforms that rebuild state institutions on the foundations of efficiency, integrity, and discipline. For example, the decision to liberate the customs dollar aligns perfectly with our plan to enhance the efficiency of public spending and develop self-generated revenues. However, at the same time, we have put strict controls in place to ensure that this decision does not affect basic goods that are already exempt from fees, so that the ordinary citizen does not bear any additional burdens.
Furthermore, the greater alignment is evident in our directive to the Ministries of Civil Service and Finance to prepare a strict executive plan to eliminate the phenomenon of double employment and to purify the payroll lists by activating bank accounts for all state employees (civilian, military, and unclassified entities). We are reforming the revenue stream on one hand and regulating the banking and employment stream on the other; to ensure that state funds go to those who truly deserve them.
Formation of the Supreme Committee for Tenders
• So, what are the reasons behind the delay in announcing the committee’s nature of work, and how committed is your government to transparency and governance principles?
•• The Supreme Committee for Tenders is a safeguard for protecting public funds and ensuring the integrity of government contracts and purchases in accordance with applicable laws. Its nature is based on establishing principles of fair competition, integrity, and prior and accompanying oversight on projects and government spending; to ensure the optimal use of every riyal that leaves the state treasury.
As for the reason for its delay, everyone knows the extent of the paralysis and erosion that state institutions and oversight bodies have suffered due to the coup and the war, and the accumulated logistical and political difficulties faced by successive governments in activating these bodies from the temporary capital, Aden. However, in this government, we have raised the slogan “Confronting imbalances, not postponing them,” and we believe that the time has come to end this disruption.
Our commitment to transparency and governance is not a slogan for media consumption, but a practical exercise, and the reformation of this committee, alongside all other measures, are tools through which we aim to embody the state of law and institutions and combat corruption in a truly structural manner.
Preventing the collapse of the state and economy
• How do you assess the level of Saudi support and its results for Yemen?
•• The fraternal support from our brothers in the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and Crown Prince and Prime Minister Mohammed bin Salman, has been and will continue to be the cornerstone for preventing the collapse of the Yemeni state and economy. This support, whether through direct financial grants to the Central Bank, generous support in fuel derivatives for electricity, or the efforts of the Saudi Program for Development and Reconstruction of Yemen and the King Salman Humanitarian Aid and Relief Center, is the lifeline that has maintained the stability of the national currency and the continued provision of services to citizens under nearly impossible conditions.
My message to our brothers in the Kingdom is that we, as a government and a people, renew our deep gratitude and high appreciation for these sincere fraternal and Arab stances that the Yemeni people will not forget. We assure you that our government is fully committed to continuing on the path of comprehensive reforms and enhancing governance and transparency to ensure that this generous support yields sustainable stability. We are partners with you not only in the battle to restore the state and security but also in the battle for construction and economic stability.
I also take this opportunity to send a message to our partners in the international community, donors, and international financial institutions. I tell them that the decisive and bold decisions taken by our government today are tangible evidence of our complete political will to proceed with comprehensive structural reforms, enhance transparency, combat corruption, and rely on our self-resources through correcting price, tax, and customs imbalances. However, these reforms, despite their utmost necessity, come amid highly complex economic and humanitarian conditions and under the weight of a systematic economic war waged by the Houthi group against the resources of the Yemeni people. The success of these pathways and transforming them into sustainable stability that citizens can feel requires an urgent international support plan parallel to our national efforts, and we call on them to convert their commitments into direct economic and financial support and to support our reform programs to enhance the resilience of the Yemeni economy. Investing in the stability of legitimate state institutions is the true guarantee for achieving peace and sustainable stability in Yemen and the region.
Alleviating suffering and improving services
• What is your message to citizens inside Yemen?
•• I say to our Yemeni people that the government recognizes the extent of the suffering and challenges they face and feels a significant national and moral responsibility towards improving their living and service conditions. The measures may not be sufficient to meet aspirations, but we are working with all available resources and with sincere will to alleviate the suffering of citizens, improve services, correct accumulated imbalances, and enhance economic and administrative stability. I assure citizens that the government, with the support of the Presidential Leadership Council, is moving forward on the path of reforms and is continuing to work towards building effective, just state institutions capable of serving the people. Overcoming this phase requires concerted efforts, enhancing trust, and joint work to preserve the state, its institutions, and its achievements.
